OpenAI, Google and U.S. agencies offer different kinds of AI learning—not one shared training program. OpenAI’s resources focus on public servants and ChatGPT use; Google provides general AI literacy materials plus public-sector cloud learning; and the Office of Personnel Management (OPM) offers downloadable 2026 training files for agencies to load into a compatible learning management system (LMS). Choose by audience and delivery format, and check each provider’s current access terms before enrolling or deploying materials.
How the options differ
| Offering | Intended audience and purpose | Format and access | What is established about credentials or cost |
|---|---|---|---|
| OpenAI Academy and federal training initiative | OpenAI Academy’s government community is for public servants across federal, state, local and territorial government. The federal initiative announced in August 2025 described introductory ChatGPT training and support for agency deployment. | Academy learning resources and community; the 2025 announcement also described tailored training, guided learning, custom training platforms, and partner-led sessions. | The cited pages do not establish a comparable credential, course price, or current eligibility for every offering. Check current terms. |
| Google AI literacy | Foundational AI knowledge for learners broadly; the page also identifies a free training offer specifically for educators. | Online resources and learning materials. Google and ISTE+ASCD educator training is described as free for educators. | The free educator offer should not be generalized to all learners or all resources. A comparable credential is not established by the cited page. |
| Google Cloud government learning | Public-sector learners seeking cloud, Gemini for Government, AI or machine-learning learning paths and courses. | Google Cloud learning catalog; listings and event dates may change. | Current course-specific cost, duration and credential terms need to be checked in the catalog. |
| OPM 2026 AI Training | Federal workforce training materials for agencies and their employees. | Ten downloadable SCORM files intended for an agency LMS that supports SCORM 1.2 or SCORM 2004. | The OPM page describes the files and deployment requirements; it does not establish a comparable external credential or course price. |
| Department of Labor AI Literacy Framework | Workers, employers, training providers, educators and workforce or education stakeholders designing AI literacy programs. | A framework document with foundational content areas and delivery principles that can be adapted to different industries and contexts. | It is a program-design resource, not a named course or certification. |
OpenAI: training and a learning community for public servants
OpenAI’s government resources include a public-servant learning community through OpenAI Academy. The page is a resource and community hub; it should not be treated as proof of formal accreditation or a specific credential.

In an August 6, 2025 announcement, OpenAI described a partnership with the U.S. General Services Administration under which participating federal agencies would receive access to ChatGPT Enterprise, alongside educational tools and training. The announcement included a government user community, tailored introductory training through OpenAI Academy, custom training platforms and guided learning, delivered directly or through partner-led sessions. It named Slalom and Boston Consulting Group as partners supporting secure deployment and training.

That announcement describes the initiative at the time, not a guarantee of present-day access or identical terms for every agency. Federal employees should check with their agency and consult OpenAI’s government solutions page for current availability. Training resources also do not establish that an agency has authorized a particular AI service for a given use.

Google: separate general AI literacy from public-sector cloud learning
General AI literacy
Google’s AI literacy page gathers resources for building foundational AI knowledge. It identifies training from Google and ISTE+ASCD available free of charge to educators. That specific educator offer is not evidence that every item on the page—or training for every type of learner—is free.
Public-sector and Gemini for Government learning
The Google Cloud government learning page lists a public-sector learning path, a Gemini for Government learning path, and AI and machine-learning courses. This is the more directly relevant starting point for public-sector learners seeking Google Cloud-specific material. Course listings and event dates can change, so consult the catalog for current options and terms.

OPM: use the 2026 files through an LMS
OPM’s 2026 AI Training page offers ten downloadable SCORM files described as the materials used in the 2026 AI Training initiative. They are designed for deployment through a learning management system, not as ordinary documents to open directly on a computer.

- Open the OPM 2026 AI Training page and download the training files.
- Ask your agency LMS administrator to import them into an LMS that supports SCORM 1.2 or SCORM 2004.
- Have the administrator verify the imported package and learner experience within that LMS. OPM says files may not work as expected when opened directly on a computer.
OPM states that it does not provide installation or troubleshooting support. Employees should therefore contact their agency’s LMS administrator for deployment or access problems.
The Department of Labor framework helps organizations design training
The U.S. Department of Labor’s AI Literacy Framework is intended for a broad workforce and education audience, including workers, employers, training providers, teachers and faculty. It sets out foundational content areas and delivery principles that organizations can adapt to their industries and contexts. It is useful when designing or evaluating a training program, but it is not itself a universal federal employee course or a certification.
AI.gov also describes federal coordination of AI education and online resources intended to support foundational AI literacy and critical thinking for youth. That is education-policy context, not evidence of a government employee training course; see AI.gov’s AI Education page.

- You are a federal employee seeking agency-provided training: Ask your agency whether it offers the OPM 2026 materials through its LMS or has access to OpenAI’s federal training initiative. Access is agency-dependent.
- You are a state, local or territorial public servant: OpenAI Academy’s government community explicitly includes these levels of government. Google Cloud’s government learning catalog is another place to look for public-sector material.
- You are an educator seeking introductory AI learning: Review Google’s AI literacy page and its educator-specific Google and ISTE+ASCD training.
- You are building a workforce program: Use the Department of Labor framework as a design resource, then select courses and tools appropriate to the organization’s needs and rules.
- You need training for a specific product or platform: Prefer the relevant provider’s current learning path, and confirm that your organization permits the service and use case.
What is not comparable from the published information
The cited pages do not establish a like-for-like comparison of course duration, prerequisites, detailed syllabus, assessment, credentials, current price or learning outcomes across OpenAI, Google and government offerings. Treat any comparison on those points as course- or agency-specific: confirm details on the live page or with the organization administering the training rather than assuming that a learning path, community resource, framework and LMS package are equivalent.
