Neither open-weight nor closed AI models are automatically more secure or private. Open weights can give an organization direct control over hosting, versions, safeguards, and fine-tuning, but also transfer responsibility for protecting the model and make safeguards easier to alter or bypass. A closed service limits direct access to weights and infrastructure, while the provider operates updates and many security controls; customers must then trust and verify the provider’s data handling, availability, and change-management practices. The practical choice depends on the deployment, data flows, threat model, and governance controls—not the release label alone.
What “open-weight” and “closed” actually mean
An open-weight model is one whose trained parameter files—the weights—are made available for others to download or otherwise access. That does not mean every part of the system is open. Training data, preprocessing pipelines, training code, evaluation sets, documentation, inference software, safety tuning, and the computing infrastructure used to train or serve the model may remain restricted. Licenses can also limit commercial use, redistribution, or particular applications.

A closed model generally keeps its weights under the provider’s control and exposes access through a hosted application or an API. The provider may also keep training data, training code, evaluation materials, update schedules, and serving infrastructure private. “Closed” describes access to the model and surrounding service; it does not prove that the provider’s implementation is secure, that prompts are never retained, or that the service will remain available.
It is therefore more useful to describe a specific release and deployment than to treat “open” and “closed” as complete categories. Ask exactly which assets you can inspect, copy, modify, host, and test, and which remain controlled by another party.

Degrees of openness
| Component | Questions for an open-weight release | Typical position in a closed service |
|---|---|---|
| Model weights | Can you download, host, audit, fine-tune, and redistribute them? What license conditions apply? | Provider retains the weights; customers call a hosted model or managed endpoint. |
| Training data | Are sources, consent practices, filtering, and provenance documented, or only summarized? | Usually controlled by the provider and not available for independent inspection. |
| Training and inference code | Can you reproduce training or inspect the serving stack, dependencies, and safety layers? | Provider controls implementation details and deployment updates. |
| Evaluation material | Are test sets, red-team results, limitations, and methods published in enough detail to reproduce checks? | Provider may publish selected evaluations while withholding methods or raw data. |
| Infrastructure and operations | Can you choose the hardware, network boundaries, logging, patch cadence, and backup design? | Provider operates the infrastructure; customers configure only exposed service controls. |
A release can be open in one row and closed in the others. Do not call it “fully open” unless the relevant components and rights are actually provided.
Which is more secure and private?
There is no universal winner. Security is a property of the complete system: model, data, code, infrastructure, integrations, people, and operating procedures. Privacy follows the path that prompts, documents, outputs, telemetry, and administrator data take through that system. A locally hosted open-weight model may keep sensitive material inside an organization, but a poorly secured server can expose it. A closed provider may offer mature isolation, access controls, and monitoring, but the organization still sends data outside its boundary and must verify retention and administrative access.
NIST frames AI security in the same confidentiality, integrity, and availability terms used for other information systems. Its 2024 Generative AI Profile states: “Information security for GAI models and systems also includes maintaining availability of the GAI system and the integrity and (when applicable) the confidentiality of the GAI code, training data, and model weights.” NIST AI 600-1 (2024) also identifies AI-specific concerns such as prompt injection and data poisoning. Those concerns apply regardless of the model’s release category.

1. What access and rights do you receive?
Open weights can enable independent research, reproducible testing, custom fine-tuning, and the ability to keep a chosen version running after a vendor changes its service. Read the license before deployment: a downloadable file may still prohibit redistribution, restrict high-risk uses, require notices, or impose obligations on derivatives. Determine whether quantized versions, adapters, safety filters, and inference code are covered by the same terms.

With a closed service, access is usually contractual and interface-based. You may receive service-level commitments, support, and documented usage policies instead of a copy of the weights. Your rights to export data, preserve prompts and outputs, or continue using a particular model version can be narrower than the rights of a self-hosting operator. Treat the contract, technical documentation, and change-notification policy as part of the security boundary.
2. Where does data travel?
Map every data path before deciding. A self-hosted model can process prompts and retrieved documents within a private network, but logs, crash reports, monitoring systems, backups, and update downloads may still leave it. A managed private endpoint may isolate network traffic while the provider operates the model. A public API sends request content to a provider and may generate metadata for billing, abuse detection, or diagnostics. A browser or desktop application can add third-party analytics or synchronization that is not obvious from the model label.
For each path, record the data classification, destination, encryption in transit and at rest, retention period, deletion process, personnel or subprocessors with access, and whether customer content is used for training or service improvement. NIST’s AI security and resilience guidance treats confidentiality as a system concern, not a promise supplied by a model format.

3. Who carries security responsibility?
| Security area | Self-hosted open weights | Closed hosted service |
|---|---|---|
| Weight integrity | Operator verifies downloads, hashes, provenance, access, backups, and replacement procedures. | Provider controls the canonical weights; customer verifies endpoint identity and approved versions. |
| Infrastructure | Operator secures servers, containers, networks, secrets, physical access, and capacity. | Provider secures the service infrastructure; customer secures accounts, networks, connectors, and local clients. |
| Patching | Operator patches operating systems, drivers, libraries, inference engines, and model dependencies. | Provider patches the service; customer must track notices, test changes, and update integrations. |
| Availability | Operator plans capacity, redundancy, backups, disaster recovery, and on-call response. | Provider supplies availability commitments, but outages, throttling, or retirement remain service risks. |
| Incident response | Operator investigates logs and compromises across the entire stack. | Customer depends on provider notifications and evidence while investigating its own applications and data. |
The division is not “security versus no security.” It is a division of duties. A provider may operate sophisticated controls, while a self-hosting team may gain more visibility but lack the people or processes to maintain them.

4. Who can change safeguards?
Open weights and inference code allow an operator to remove, replace, or strengthen refusal behavior, content filters, system prompts, and tool permissions. That flexibility supports legitimate domain adaptation and testing, but it also permits a malicious or careless administrator to weaken controls or fine-tune a model for harmful use. Keep safety settings in version control, require approval for changes, and test every release against misuse, data-exfiltration, and policy-bypass cases.
In a closed service, the provider controls the underlying model and platform safeguards. Customers may configure moderation, system instructions, retrieval permissions, and tool access, but cannot inspect or modify every layer. Provider updates can change behavior without a weight download, so pin versions when possible, maintain regression tests, and define a rollback or alternate-provider plan.
The International AI Safety Report 2025 notes that available weights and inference code can let actors circumvent built-in safeguards and fine-tune models for harmful applications. The same report describes open access as useful for research, innovation, transparency, and finding flaws. The relevant question is what additional capability and responsibility a particular release creates compared with realistic alternatives.

Access to weights makes certain inspections and independent tests possible, but weights alone do not reveal training-data provenance, hidden system prompts, serving-layer defenses, or all failure modes. Meaningful evaluation also needs documentation, test data, reproducible methods, and access to the deployment configuration. A closed provider may publish model cards, safety evaluations, and audit reports while withholding the artifacts needed to reproduce them. Evaluate the evidence you can actually obtain rather than equating publicity with transparency.

Include prompt-injection attempts against retrieved documents, poisoned training or fine-tuning data, malicious files, sensitive-output requests, and denial-of-service conditions. Record model version, configuration, test inputs, expected behavior, and residual risk.
6. Who controls operations and continuity?
Self-hosting gives direct control over model version, hosting location, maintenance windows, monitoring, and incident response. That control is valuable where regulations, latency, offline operation, or long-term availability matter. It also means the organization must fund capacity, patching, expertise, and emergency response.
A closed service reduces operational work and can provide elastic capacity and managed reliability. The provider controls model updates, rate limits, regions, and retirement decisions. Review data-export options, notice periods, status communications, outage remedies, and whether a compatible replacement exists. A service that is secure today can still create continuity risk if access or pricing changes abruptly.
Privacy depends on deployment, not the label
Local or private-network inference
Keeping inference inside a controlled network can reduce the amount of prompt and document content sent to third parties. It does not make data private by default. Restrict administrator access, encrypt storage, isolate model-serving hosts, protect logs and backups, scan downloaded weights, and prevent unauthorized outbound connections. Treat prompts and outputs as potentially sensitive records, with retention and deletion rules.
Best Value
Managed private endpoints
A provider-operated endpoint can offer network isolation, regional processing, identity integration, and contractual limits on retention. Confirm those features in the actual service and region you will use. Determine whether support staff can access content, whether abuse-monitoring copies are retained, and how deletion requests propagate to backups and derived telemetry.
Public applications and APIs
Public interfaces are convenient but create the clearest external data path. Do not paste secrets, regulated records, credentials, or third-party confidential material unless the organization has approved the service and its terms. Use redaction, tokenization, least-privilege connectors, and a policy that distinguishes prompts intended for external processing from data that must stay inside a controlled environment.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Security threats that both architectures must address
- Prompt injection: untrusted text in documents, web pages, email, or user messages attempts to override instructions or induce unauthorized tool actions. Separate instructions from data, restrict tool permissions, and require confirmation for consequential actions.
- Data poisoning: malicious or low-quality examples enter training, fine-tuning, retrieval indexes, or evaluation sets. Track provenance, review contributors, validate datasets, and compare behavior before and after updates.
- Weight or artifact tampering: a substituted model file, adapter, container, or dependency can alter outputs or exfiltrate data. Verify hashes and signatures where available, use an allowlist, and isolate execution.
- Credential and connector abuse: a model-enabled application may expose tokens for databases, email, code repositories, or internal services. Use short-lived credentials, scoped permissions, network controls, and human approval for high-impact operations.
- Availability attacks: excessive requests, oversized inputs, provider outages, or exhausted local capacity can interrupt service. Apply quotas, timeouts, queue limits, fallback procedures, and tested recovery plans.
- Output and logging leakage: sensitive prompts can appear in transcripts, traces, support tickets, analytics, or backups. Minimize collection, redact fields, restrict access, and set deletion schedules.
A practical selection framework
Use the following sequence for a real deployment. It is more reliable than choosing “open” or “closed” first.
- Classify the workload. Identify whether the system handles public, internal, confidential, regulated, or safety-critical information; whether it can take external actions; and what outage or incorrect-output consequences are acceptable.
- Draw the data-flow diagram. Include users, clients, model endpoints, retrieval stores, tools, logs, backups, support channels, and update servers. Mark every boundary crossed by prompts, documents, outputs, and metadata.
- List required controls. Specify residency, encryption, identity integration, retention, deletion, audit logging, offline capability, latency, availability, and version-pinning requirements before comparing releases.
- Assess operator capability. For open weights, confirm that the team can secure hardware, patch dependencies, monitor abuse, evaluate updates, and respond to incidents. For a closed service, confirm that procurement and security teams can review contracts, provider evidence, notices, and exit plans.
- Evaluate safeguards. Identify who can alter system prompts, moderation, retrieval filters, tool permissions, and model versions. Require approval, testing, and rollback for every material change.
- Run representative tests. Test normal quality as well as prompt injection, poisoning, sensitive-data extraction, unauthorized tool use, malformed files, and capacity limits. Test the application and provider configuration, not only a raw model.
- Plan exit and recovery. Preserve prompts, outputs, configurations, evaluation cases, and business records in an approved format. For hosted services, document export and replacement options. For self-hosting, document rebuild, backup restoration, and emergency patch procedures.
- Authorize and monitor. NIST’s Risk Management Framework (SP 800-37 Rev. 2) describes a lifecycle of categorization, control selection and implementation, assessment, authorization, and monitoring. Apply that lifecycle to the AI system and its surrounding services, then revisit it when the model, data, tools, or threat environment changes.
Governance controls that make either choice safer
For open-weight deployments
- Acquire weights from an authenticated source, verify integrity, record license terms, and maintain a software and model bill of materials.
- Separate development, evaluation, and production copies; prevent unreviewed fine-tunes or adapters from reaching production.
- Run the serving process with least privilege and network segmentation; keep model hosts away from unnecessary credentials and sensitive control planes.
- Protect configuration files, system prompts, safety policies, and evaluation datasets as controlled assets.
- Monitor resource use, unusual outputs, tool calls, and outbound traffic; retain enough evidence for incident investigation without collecting unnecessary content.
For closed services
- Review the provider’s retention, training-use, deletion, subprocessor, regional-processing, encryption, identity, and incident-notification terms.
- Use organization-managed identities, single sign-on where available, role separation, private networking where offered, and endpoint-specific quotas.
- Pin a documented model version or establish regression tests that detect behavior changes after provider updates.
- Minimize data sent to the service through redaction, field-level filtering, retrieval scoping, and tool-specific permissions.
- Maintain an exportable record of configurations, prompts, evaluations, and provider commitments so that migration is feasible.
NIST’s voluntary AI Risk Management Framework is designed to support trustworthiness across design, development, use, and evaluation. NIST’s SP 800-53 Control Overlays for Securing AI Systems (COSAiS) project describes component-focused overlays for training and test data, model weights, and configuration settings; the project page, updated January 8, 2026, says the work is under development, so it should not be treated as a finished binding standard.
Common decision mistakes
- “The weights are public, so the system is transparent.” Public weights do not disclose all training data, code, safeguards, or infrastructure.
- “Local means private.” Local servers still have administrators, logs, backups, vulnerabilities, and possible outbound connections.
- “A provider-held model is inherently safer.” Provider control limits customer modification, but privacy, integrity, and availability depend on the service’s actual controls and contracts.
- “We can compare model labels instead of deployments.” A self-hosted open model, a managed private endpoint, and a public API create different data paths and responsibilities even when they use related weights.
- “A safety filter is permanent.” Open deployments can be changed by operators, while closed providers can update behavior. Both require change control and regression testing.
- “One successful benchmark proves security.” Security failures often occur in retrieval, connectors, identity, logging, and operations rather than in a standalone text-generation test.
Bottom line: choose the control distribution you can govern
Open-weight models are a strong fit when an organization needs hosting and version control, offline or private-network operation, deep customization, or independent inspection—and has the capability to secure and evaluate the resulting stack. Closed services are a strong fit when managed infrastructure, rapid deployment, provider-operated patching, and contractual support outweigh the need to possess weights or control every update. In both cases, make the decision from a documented data-flow map, threat model, control allocation, evaluation plan, and exit strategy. The safest architecture is the one whose risks and responsibilities are visible, assigned, tested, and monitored.
