An open network socket is an operating system–managed communication endpoint that an application can use to send or receive data. The phrase is ambiguous: it can mean a socket has been created, is bound to a local address and port, is listening for requests, or is connected to another endpoint. Those are different states; creating a socket alone does not establish a network connection.
What a network socket is
Linux’s socket(2) manual defines the system call this way: “socket() creates an endpoint for communication and returns a file descriptor that refers to that endpoint.” In practical terms, the operating system provides an application with a handle to a communication endpoint. The application can then configure and use it through further socket operations.

A socket is not the same thing as a port. A port is part of the addressing information used by Internet transport protocols. A socket is the endpoint an application works with; its address may include a port, but the terms are not interchangeable.
What “open” can mean
When someone says a socket is open, ask which stage or condition they mean. In a TCP server, the endpoint may move from being created to being bound and listening, and then be associated with an established connection. A local listening socket does not by itself prove that an outside client can reach the service.

How a TCP server uses sockets
A conventional TCP server creates a stream socket, binds it to a local address and port, and calls listen(). When a client connects, the server calls accept(). The returned socket represents that client connection; the original socket remains the listener and can accept additional connections.
A client typically creates a socket and calls connect() to initiate communication with a remote endpoint. Linux’s accept(2) manual describes the accepted connection as a new socket. The tcp(7) manual explains that after a successful accept() or connect(), the socket is fully specified and can transmit data.

How UDP differs
Not every socket is a TCP connection. Socket APIs support different protocol families and types. UDP applications use datagram sockets and do not follow TCP’s listening-and-accepted-connection lifecycle. Thus, “open” may describe a locally available UDP socket without implying that a persistent connection has been established.
For standards context, the IETF’s RFC 9293 specifies TCP. Its scope is TCP, not every socket type or every operating system’s socket API.

Check local sockets on Linux
On Linux, the ss utility can show a local snapshot of socket state:
ss -ltnlists listening TCP sockets, using numeric addresses and ports.ss -lunlists UDP sockets, using numeric addresses and ports.ss -lntupcan include process details when the caller has permission to see them.
These commands are Linux examples, not portable instructions for every operating system. Their output shows local state at the time of the check; it does not establish that the service is reachable through the host firewall, network routing, or from the public Internet.

If you need to close a listening port
Usually, the application or service holding the listening socket must stop listening or close that socket. A firewall rule can block incoming access while the local socket remains open. Identify the process and understand what service depends on it before stopping anything, particularly on a managed or shared system.
