Old Manifest V2 Chrome extensions will be disabled in 2024

Chrome has been phasing out Manifest V2 (MV2) for years, and the practical result for extension publishers is simple: old MV2-based Chrome extensions won’t keep working indefinitely. When MV2 was scheduled for deprecation in 2024, Chrome moved to disable MV2 extensions that don’t meet the Manifest V3 (MV3) requirements.

If you maintain a Chrome extension, treat this as a migration project, not a routine update. MV3 isn’t just a version number—it changes background execution, networking controls, and what you can do with permissions.

This guide is a bookmark-worthy reference for auditing your current MV2 extension, migrating to MV3, testing safely, and handling the edge cases that usually break first.

What this change means for Manifest V2 Chrome extensions

In Chrome, the manifest declares how your extension runs and what APIs it can use. MV2 allowed long-running background pages and certain request-blocking patterns. MV3 shifts extensions toward event-driven execution and a safer networking model.

When Chrome disables old MV2 extensions, the symptoms are usually immediate: the extension stops loading, background logic doesn’t run, or functionality that relied on blocked request hooks fails. Even if the extension still installs, it may not behave correctly if the required capabilities aren’t available under MV3.

Timeline and scope: what gets disabled, when, and for whom

Chrome’s MV2 deprecation has multiple milestones (for Chrome Web Store listings, self-hosted distribution, and update behavior). The key takeaway for most developers is that 2024 was the year MV2 extension functionality was effectively phased out for end users.

Because the exact enforcement moment can vary by distribution channel and Chrome release channel (Stable/Beta/Dev), you should verify what your extension status looks like in the Chrome Web Store developer console and test on current Stable with MV3 enabled.

Why Chrome is moving from MV2 to MV3

Chrome’s rationale has focused on security, privacy, and performance. MV3 reduces the risk of extensions doing arbitrary long-lived background work and pushes more control into well-scoped, declarative APIs.

  • Performance: service workers wake up on demand instead of keeping pages alive.
  • Security: MV3 reduces the power of request interception and limits some patterns that are hard to audit.
  • Reliability: declarative rules can be validated and applied consistently.

Prerequisites before you migrate

Before editing code, confirm you have the minimum baseline to test safely and ship without surprises.

  • Chrome version: test against a recent Chrome stable build; MV3 behavior differs across versions.
  • Extension build setup: if you use webpack, Vite, Rollup, or similar tooling, know how it emits files and service worker bundles.
  • Manifest access: you’ll need to change manifest.json substantially (not just manifest_version).
  • API usage inventory: find where you use background pages, webRequest blocking, and MV2-only permissions.

Audit: find every place your extension still uses MV2-only patterns

Start by scanning your repository for MV2 indicators. This is faster than rewriting blindly.

  • "manifest_version": 2
  • "background": { "scripts": [...] } (MV2 style) and especially background pages
  • webRequest listeners with blocking or requestBlocking
  • chrome.webRequest usage where you change or cancel requests
  • Permissions that MV3 no longer accepts or restricts
  • Any reliance on persistent background state without a service worker-safe plan

Also check for “hidden” MV2 patterns inside dependencies. If your codebase vendors an internal library or a third-party helper that uses MV2 APIs, you may need to replace or update that dependency too.

How to migrate from Manifest V2 to Manifest V3

MV3 migration is usually straightforward conceptually: update the manifest, move background logic into a service worker, replace request interception with declarativeNetRequest, and then fix permissions and messaging.

Step 1: Update the manifest version and core fields

In manifest.json, set the manifest version to 3 and adjust background structure.

Example skeleton:

{ "manifest_version": 3, "name": "Your Extension", "version": "1.0.0", "permissions": [], "host_permissions": [], "background": { "service_worker": "background.js" }, "action": { "default_title": "Open" }, "content_scripts": [ { "matches": ["https://example.com/*"], "js": ["content.js"], "run_at": "document_idle" } ]

}

Step 2: Replace background pages with service workers

MV2 background pages ran persistently. MV3 uses a service worker that starts and stops based on events. That means you can’t assume global variables stay in memory forever.

Migration approach:

  • Move MV2 background logic into background.js (or whatever file your build emits).
  • Register listeners using event-based APIs (e.g., installation/update events, alarms, message events).
  • Persist state using chrome.storage rather than relying on in-memory variables.

Step 3: Migrate blocking webRequest to declarativeNetRequest

This is the largest functional change for many extensions. MV2 allowed more direct blocking via chrome.webRequest listeners with blocking behavior. MV3 strongly favors chrome.declarativeNetRequest rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Typical plan:

  1. Identify exactly what you were blocking or redirecting (URLs, resource types, headers).
  2. Convert those rules into declarativeNetRequest configuration objects.
  3. Decide whether rules are static (bundled in your extension) or dynamic (added/removed at runtime).

Common gotcha: MV3 rule matching is declarative and structured. If your MV2 logic computed matching conditions at runtime, you’ll likely need to precompute or map those conditions into rule IDs and rule sets.

Step 4: Convert permissions and host permissions

MV3 separates permissions and host_permissions. If you request site access, put it in the right field.

Example:

  • permissions for capabilities (e.g., storage, alarms, declarativeNetRequest)
  • host_permissions for URL patterns you operate on (e.g., https://example.com/*)

If you leave site patterns in the wrong place, you’ll often see runtime errors when the extension tries to apply rules or inject scripts.

Step 5: Validate content scripts and messaging

Content scripts still work in MV3, but service worker timing changes can affect messaging flows. If your content script expects an always-on background, it may fail when the service worker isn’t started yet.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Migration approach:

  • Use message passing that can wake the service worker (and handle asynchronous responses).
  • In the service worker, return responses correctly from chrome.runtime.onMessage handlers.
  • Test on slow pages and multiple navigations to catch race conditions.

Step 6: Handle storage and alarms differences

MV3 encourages event-driven patterns, and service workers can be terminated when idle. That affects anything that depends on long-lived timers or background state.

  • Use chrome.storage for persisted state.
  • Use chrome.alarms for scheduled events instead of setInterval in the service worker.

Step 7: Package and test locally

Local testing is where most teams catch manifest issues before publishing.

  1. Open chrome://extensions.
  2. Enable Developer mode.
  3. Click Load unpacked and select your extension folder.
  4. Verify the updated extension loads without errors, then test core flows.

Also check the Service worker status in the extension details page. If it repeatedly fails to start, fix that before you attempt Chrome Web Store submission.

Publishing workflow and what to expect in the Chrome Web Store

Chrome Web Store submission expects a valid MV3 manifest and compatible capabilities. If your MV2 extension was previously listed, you’ll typically publish a new version that updates manifest_version to 3 and replaces restricted APIs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What to verify in the developer dashboard:

  • Upload a build that includes the MV3 service worker file.
  • Confirm all permissions/host permissions are declared correctly.
  • Test installation, update behavior, and rule activation in a clean Chrome profile.

When MV2 enforcement hits, users on the MV2 version may receive updates, but if the submitted version doesn’t fully migrate functionality, you’ll still see broken features.

Enterprise and managed environments: what IT teams should know

If your organization distributes extensions via policies, you’ll want to plan for MV2 deprecation at the fleet level. Managed Chrome environments may show “installed but not functional” outcomes if the MV2 extension can’t run.

Practical steps for IT:

  1. Inventory all installed extensions (including versions).
  2. Identify which ones are MV2 (look for manifest_version: 2 in extension packages or internal metadata).
  3. Stage rollout of MV3 updates in a pilot group.
  4. Monitor for policy-related installation errors and service worker failures after update.

Troubleshooting: common migration failures and fixes

MV3 migration failures are usually deterministic: a missing permission, a service worker bundle issue, or an API replacement that doesn’t match the original logic.

Service worker registration errors

Symptom: extension shows errors, background logic never triggers, or the service worker won’t start.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Confirm background.service_worker points to a file that actually exists in the packaged output.
  • Check build configuration so bundlers don’t rename or move the service worker artifact unexpectedly.
  • Look for console errors in the extension details page.

declarativeNetRequest rules not firing

Symptom: requests are supposed to be blocked/redirected, but nothing changes.

  • Validate your URL filter and resource types. A mismatch is the most common issue.
  • If using dynamic rules, confirm rule IDs are created and enabled in time.
  • Ensure declarativeNetRequest permissions and host_permissions cover the affected domains.

Permission-related runtime errors

Symptom: “Missing host permission” or “Cannot access” errors when trying to modify or read data.

  • Move domain patterns into host_permissions.
  • Re-check that you’re requesting the correct API permissions in permissions.
  • Remove unused broad permissions only after everything works; reduce scope later.

Content scripts don’t load on certain pages

Symptom: your content_scripts appear to work on some URLs but not others.

  • Review matches patterns. MV3 doesn’t change matching rules, but your host permission changes can indirectly affect what you can do next.
  • Test multiple navigation paths (direct URL, SPA route changes, and form submissions).

Build/packaging issues with bundlers

Symptom: the MV3 manifest looks correct, but the extension fails in production.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Ensure your service worker bundle is emitted as a single JS file at the path referenced in the manifest.
  • Verify assets your service worker imports are accessible and included in the package.
  • Check for “module” vs “classic script” differences that your bundler might introduce.

Alternatives if you can’t migrate immediately

If you’re blocked on a complex migration, don’t freeze. You still have options to reduce impact while you work through MV3.

  • Reduce scope: disable features that rely on MV2-restricted APIs (especially blocking webRequest) while you rebuild core pieces with declarativeNetRequest.
  • Ship an MV3 baseline: publish MV3 with partial functionality so the extension stays installable and users aren’t left entirely stranded.
  • Contact users: communicate expected limitations and provide a migration roadmap if you operate a support channel.

Checklist you can run before you ship

This is the practical order teams use to avoid the classic “works on my machine” release.

  • Manifest: manifest_version is 3, background.service_worker exists, and permissions are split correctly between permissions and host_permissions.
  • Background: service worker runs reliably after browser restarts and after periods of inactivity.
  • Networking: your former webRequest blocking logic is fully replaced with declarativeNetRequest rules (or the feature is intentionally removed).
  • Messaging: content scripts and service worker communicate with proper async response handling.
  • Testing: validated in at least two real sites plus one “hard case” (redirects, redirects with query strings, or pages with dynamic DOM).
  • Packaging: build output matches paths in manifest.json with no missing files.

FAQs

Will Chrome permanently disable my MV2 extension if I don’t migrate?

When MV2 enforcement is in effect, MV2 extensions can become disabled or stop functioning for users. If your extension can’t run under MV3 due to API restrictions, you should expect broken behavior unless you ship an MV3 update.

Is MV3 migration only about changing manifest_version to 3?

No. MV3 changes execution model (service worker) and restricts request interception. A straight manifest bump usually fails at runtime.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What’s the biggest migration risk?

Most teams struggle first with request blocking and redirect logic. If you used MV2’s webRequest blocking patterns, plan on rewriting that portion to declarativeNetRequest.

Can I keep using the same UI and content scripts?

Yes, content scripts and UI components often carry over. The main change is how background logic runs and how you implement network control and permissions.

How do I verify whether a user is affected?

Test your MV3 build in a clean Chrome profile on current Stable, and compare behavior to the MV2 version. For release readiness, also check extension logs and the service worker status in the extension details page.

Bottom Line

Old Manifest V2 Chrome extensions being disabled in 2024 means you can’t treat this as optional cleanup. MV3 migration is the durable fix: update the manifest, move background work into a service worker, and replace blocking webRequest logic with declarativeNetRequest.
