To configure OBS for a constant bitrate, open Settings → Output, find the streaming encoder’s Rate Control setting, and choose CBR (Constant Bitrate). YouTube specifies CBR for live encoding. Also set a 2-second keyframe interval and choose a bitrate suited to your codec, resolution, and frame rate. CBR sets the encoder’s target; it cannot make an unstable internet connection deliver that rate consistently.
Enable constant bitrate in OBS
- In OBS, open Settings → Output and locate the streaming encoder settings. If necessary, check the output mode and expand the relevant streaming controls.
- Set Rate Control to CBR. Encoder names and the exact controls can vary by encoder and OBS version.
- Set the video bitrate for the codec, resolution, and frame rate you plan to stream. Make sure your upload connection can sustain the target.
- Set the keyframe interval to 2 seconds. YouTube recommends 2 seconds and says not to exceed 4 seconds.
- Where available, use RTMPS, YouTube’s recommended encrypted version of RTMP.
- Test before the event with movement and audio similar to your actual stream. Check YouTube Live Control Room for stream-health messages.
YouTube’s encoder settings specify “Bitrate encoding: CBR.” This is the encoder mode to select; it does not mean the rate YouTube receives will never fluctuate.

Choose a bitrate for your YouTube stream
Use the bitrate recommendation for your codec and output format, then check that your connection can maintain it. The following H.264 figures are YouTube recommendations, not guarantees of connection performance.

YouTube also publishes separate recommendations for AV1 and H.265/HEVC; use its full codec, resolution, and frame-rate table if you stream with either. Its guidance lists H.264, H.265/HEVC, and AV1 for RTMP/RTMPS ingestion, with streams up to 60 fps. For advanced settings, YouTube recommends square pixels, progressive scan, two B-frames, and one reference frame. HDR and AV1/HDR have additional compatibility qualifications, so verify those on YouTube’s encoder-settings page before configuring an HDR stream.

Why the bitrate may still change
“Bitrate” can refer to the rate configured in OBS, the rate OBS reports sending, or the rate YouTube receives. These measurements are related but not interchangeable. CBR configures encoder rate control; congestion or an unstable connection can still interrupt delivery.
YouTube transcodes live streams into multiple output formats for viewers. Consistent keyframe timing helps viewers move smoothly between quality options, but transcoding does not remove the need for a stable connection.

Troubleshoot fluctuations and dropped frames
- Check the OBS connection status and dropped frames. If OBS reports connection trouble, compare it with YouTube’s stream-health messages rather than assuming the encoder setting is at fault.
- Lower the video bitrate if the connection cannot sustain the target. OBS lists reducing video bitrate as a troubleshooting step for connection issues.
- Consider network software as one possible cause. OBS notes that some network software may deprioritize OBS. Treat it as a possibility to investigate, not a diagnosis.
- Repeat a representative test. Include similar motion and audio, then watch both OBS and YouTube’s status during the test.
The cause of a particular stream’s fluctuations cannot be determined without its OBS log, encoder choice, network conditions, and YouTube health messages.
