NSF Grants vs. NIH Grants: Which Is a Better Fit for Your Research?

NSF and NIH are not interchangeable, and neither is always better. Match your research aims to a current opportunity’s scope, eligibility rules, review criteria, and terms.

Neither NSF nor NIH is universally the better choice. Start with your research question, then find a current funding opportunity whose scope, applicant rules, review criteria, and terms fit the project. NSF is often a natural first place to look for science and engineering proposals that can make a strong case for both knowledge advancement and societal benefit. NIH is often a natural first place for biomedical and behavioral research that fits a particular NIH Institute or Center. Those are starting points, not blanket eligibility rules.

What is the difference between NSF and NIH grants?

The agencies differ most usefully in their missions, proposal-review emphasis, and decision processes. Those differences can guide your search, but the individual funding opportunity—not the agency label—determines whether a project is eligible and how it will be assessed.

Review emphasis Address Intellectual Merit and Broader Impacts; a solicitation may add criteria. NSF merit review. Use the criteria stated in the specific notice. Many covered research project grant activity codes use the Simplified Review Framework, but it does not apply to every NIH application. NIH Simplified Review Framework notice.
Eligibility and instructions Confirm the applicant and organization rules in the specific solicitation, and follow current NSF requirements. Confirm eligibility and restrictions in the notice. Follow NIH Guide policy notices first, then the specific funding opportunity notice, then the general application guide. NIH application guide.
Review and decision path Program officers and external experts typically review compliant proposals; staff consider reviewer input and may consider portfolio factors. Research grants generally go through first-level scientific peer review and second-level advisory council or board review; the Institute or Center Director makes the funding decision. Some mechanisms and opportunities vary.
Timing evidence NSF says it strives to notify applicants within six months; this is a goal, not a guarantee. NSF merit review. No universal NIH turnaround comparable to NSF’s stated goal is established here. Check the specific opportunity and current cycle schedule.

Which grant should you apply for?

Choose the opportunity that fits the work rather than selecting an agency first. A project can be relevant to a broad discipline yet still fall outside a particular notice’s scope, applicant rules, or mechanism.

  1. Summarize the project. In two sentences, state the problem, proposed method, and anticipated contribution.
  2. Find live opportunities at both agencies. Search by discipline and research question, then read each full notice rather than relying on its title.
  3. Rule out poor fits. Check scope, eligible applicant and organization types, mechanism, required collaborations, budget limits, and due date.
  4. Test the NSF review fit. For each remaining solicitation, connect the aims to Intellectual Merit and separately explain plausible Broader Impacts. Avoid generic claims of public benefit.
  5. Test the NIH review fit. Identify the notice’s stated criteria, activity code, and applicable review framework. For many covered research project grant codes, the Simplified Review Framework emphasizes importance of the research, rigor and feasibility, and investigator and institutional expertise and resources.
  6. Resolve ambiguity with the right contacts. Ask your institution’s sponsored-research office or the listed program contact about unclear fit or eligibility. Treat guidance as opportunity-specific and verify final requirements in the notice and current policy materials.

How do NSF and NIH review grant proposals?

NSF: Intellectual Merit and Broader Impacts

NSF first checks proposals for compliance. Compliant proposals are typically reviewed by a program officer and external experts, using ad hoc review, a panel, or both. The two agency-wide criteria are Intellectual Merit—the potential to advance knowledge—and Broader Impacts—the potential to benefit society and advance desired societal outcomes. Solicitations can add criteria, and proposals should address both NSF criteria. Program officers use reviewer input when developing funding recommendations and may consider portfolio-level factors. See NSF’s explanation of funding decisions.

NIH: criteria set by the opportunity

NIH says each application is evaluated against criteria stated in its notice of funding opportunity. For many research project grant activity codes covered by the Simplified Review Framework, reviewers focus on the importance of the research, its rigor and feasibility, and the expertise and resources available to do it. Check the notice to establish which criteria and framework apply; not every NIH application uses this framework. See NIH first-level peer review and the framework notice.

NIH review has two levels

A scientific review group generally conducts the first-level peer review and is made up primarily of non-federal scientists with relevant expertise. Research grant applications then receive second-level advisory council or board review. The Institute or Center Director makes the funding decision. Particular mechanisms and opportunities can have variations; see NIH’s review overview.

What do NSF award statistics and timelines tell applicants?

NSF’s proposal-and-award overview, checked in 2026, reports that principal investigators submit an average of 2.3 proposals for every award they receive. This is an agency-wide average, not a success rate for a particular field and not a direct comparison with NIH. The same page displays a separate historical figure: 36% of new PIs received their first NSF award on their first attempt in 2020. That year-specific statistic is not a current probability of success. NSF also says it strives to notify applicants within six months, which is a target rather than a promise. See the NSF overview and merit-review guidance.

These figures do not establish which agency is easier to fund. A fair comparison would need matched programs, mechanisms, years, and applicant pools; no such apples-to-apples success-rate comparison is established here. NIH award timing should be checked against the current opportunity and NIH cycle schedule.

How to verify an opportunity before applying

  • Read the complete current solicitation or notice, including eligibility, scope, award terms, budget rules, review criteria, required components, and submission instructions.
  • For NIH, check NIH Guide policy notices first, then the specific funding opportunity notice, then the general application guide. A notice identifies key award information, applicant eligibility, evaluation criteria, required application components, and submission instructions. See the NIH application guide and NIH Glossary.
  • For NSF, follow the current solicitation and applicable proposal and award policy requirements; the agency’s overview describes compliance screening before merit review. See the NSF overview.
  • Recheck the live notice and current agency instructions before submission because funding opportunities and policies can change.
