India’s National Human Rights Commission (NHRC) took suo motu cognizance on 1 October 2026 of a media report alleging chemical-burn injuries among workers at bleaching units in Panipat, Haryana. It issued a notice to the Panipat District Magistrate, asking for a detailed report within two weeks. The notice is a procedural step, not a finding that the allegations have been proved.
What was reported about the Panipat units?
The NHRC said a media report carried on 30 September 2026 alleged that numerous bleaching units in Panipat district were operating without a valid Pollution Control Board no-objection certificate (NOC). The report also alleged that workers were handling hazardous chemicals without boots, gloves or other protective equipment.

According to the NHRC’s account of the report, the units used hydrochloric acid and sodium hypochlorite, and chemical-laden wastewater was allegedly discharged into pits without proper disposal arrangements. The release does not give chemical concentrations, identify the units, or establish how many were involved.

How many injuries were reported?
The NHRC relayed the media report’s claim that at least 10–12 workers from the units approached Civil Hospital each day with severely injured hands and feet. This is a figure attributed to the report, not an independently confirmed hospital count or an official injury tally.

What action did the NHRC take?
The commission issued a notice to the Panipat District Magistrate seeking a detailed report within two weeks. It said the allegations, “if true, raise serious issues of violation of human rights.” The NHRC’s 1 October press release and the Press Information Bureau publication set out the commission’s announcement. Hindustan Times also reported on the notice on 3 October, describing the addressee as the deputy commissioner.
What remains unknown?
The available reports do not establish whether the allegations have been verified, whether the District Magistrate submitted a response, or whether authorities ordered corrective action. Nor do they provide independent confirmation of the reported daily injury figure or details of any inspection or enforcement measures. The NHRC notice should therefore be understood as a request for information, not a final ruling on the units or their practices.
