Injury status describes a player’s expected availability; the active/inactives list records the team’s game-day roster decision. “Questionable” does not mean a player is active, and “inactive” is not itself an injury diagnosis. The two are related, but they answer different questions.
How injury status and the inactive list differ
| Question | Injury-report game status | Game-day active/inactives |
|---|---|---|
| What does it describe? | The club’s report of an injured player’s expected availability. The NFL policy defines Questionable as uncertain, Doubtful as unlikely to participate, and Out as not playing. NFL revised Injury Report Policy (2017) | The team’s roster designation for the game: whether a player is listed inactive or among those active. NFL Football Operations |
| When is it reported? | On scheduled reporting days, with changes to a player’s condition reported after the initial Game Status Report. NFL 2026 reporting guidance | The inactive list is included in the Game Day Administration Report at the 90-minute pregame officiating meeting. NFL Football Operations |
| Does it establish the reason a player won’t play? | It is a status in the injury-report process. | No. Inactive is a roster designation; the list alone does not say why the player is inactive. NFL Football Operations |
What Questionable, Doubtful, and Out mean
The NFL’s revised Injury Report Policy defines the labels qualitatively: “Questionable means it is uncertain as to whether the player will play in the game.” It says Doubtful means the player is unlikely to participate, while Out means the player will not play. These definitions are from a 2017 policy document; current NFL reporting pages still distinguish Practice Status from Game Status, but the policy PDF should not be mistaken for a newly issued edition.

Questionable is not a promise that the player has a 50/50 chance of playing. The cited policy uses uncertainty, not a probability. A status is a report of expected availability, not the final game-day roster entry.

An injury report can show how much a player practiced and separately indicate the player’s game status. The practice participation labels are Did Not Participate, Limited Participation, and Full Participation. NFL.com’s current injury report presents Practice Status and Game Status in separate columns, so a practice designation should not be read as the game-status label. NFL.com injury report

When teams provide the inactive list
The injury report follows the NFL’s scheduled reporting days, which vary according to the day a team plays. Clubs must report changes in a player’s condition after the initial Game Status Report. The inactive list is a later game-day roster record: NFL Football Operations says it is included in the Game Day Administration Report delivered at the 90-minute pregame officiating meeting. The two updates therefore do not necessarily arrive at the same time.
For a player listed Questionable or Doubtful earlier in the week, the inactive list is the relevant final roster check. Because reports and player conditions can change close to kickoff, check an official current report near game time rather than treating an earlier status as a guarantee.

Why a player can be inactive without being injured
Inactive belongs to roster administration, not just injury reporting. A team can list a player inactive for a roster or other team decision; the inactive designation by itself does not identify the reason. Attribute a particular player’s absence to an injury only when the team or league has reported that explanation.

Quick Recap
What to check before kickoff
- Use the injury report to understand a player’s reported injury status and practice participation; those are separate fields.
- Use the team’s game-day inactive list to confirm whether the player is designated inactive for that game.
- If a player is inactive, do not assume the list establishes an injury or its cause.
- For a late availability decision, consult official NFL or team updates near game time.
