On an NFL injury report, out means the player will not play, doubtful means he is unlikely to play, and questionable means it is uncertain whether he will play. None of those labels is an official percentage. Inactive is a separate, later game-day roster listing—not another injury designation.
What each NFL injury designation means
| Status | Meaning | What it tells you |
|---|---|---|
| Out | “Will not play.” | The club says the player will not play in the game. |
| Doubtful | “Unlikely to play.” | The club does not expect the player to play, but the term is qualitative rather than a fixed probability. |
| Questionable | “Uncertain if player will play.” | The club has not settled whether the player will be available; the term does not mean an official 50% chance. |
| Inactive | A game-day roster outcome, reported separately from the injury designation. | The player is not active for that game. The inactive list is part of the game-day administration process. |
The first three definitions are from the NFL’s 2017 Injury Report Policy. It defines the terms in words, not numerical odds. The policy is dated 2017; the league’s 2026 Important Dates page provides the current-season reporting schedule.

How an injury designation differs from practice participation
A practice report records whether a player took part in practice and whether that participation was limited or absent. A Game Status Report communicates the club’s anticipated availability for the game. Those reports answer different questions: a player can be limited in practice and still be expected to play.
Under the NFL policy, a player who appeared on a Practice Report but is omitted from the Game Status Report is considered by the club to be certain to play. The policy also says that if such a player is then deactivated, the club must provide an explanation. A practice limitation by itself is therefore not a game-status label or a guarantee of unavailability.

When teams report status and inactives
Practice and game-status reports
The NFL’s 2026 calendar says clubs submit practice reports by 4:00 p.m. New York time, or as soon as possible after practice, on the days set for the upcoming game. For a Sunday game, the listed practice-report days are Wednesday, Thursday and Friday, and the Game Status Report is due Friday. For games on other days, the schedule shifts; consult the 2026 league calendar for that week’s dates. Clubs must also report a change in a player’s condition after the initial Game Status Report.
The game-day inactive list
Inactive is the later roster update. NFL Football Operations says the club’s inactive list is included in its Game Day Administration Report, delivered to the referee during the officiating meeting 90 minutes before kickoff. The NFL policy also requires clubs to report a new injury or other event before that meeting if it may affect a player’s availability. For a specific game, check the team’s or league’s published game-day inactive list rather than treating an earlier designation as the final roster status.
How to read the labels without overinterpreting them
- Do not translate “questionable” or “doubtful” into a percentage. The NFL policy’s definitions are qualitative, and the retrieved policy does not provide official numeric chances.
- Do not treat practice participation as the final answer. Practice status and game status are separate reports; the club’s expected availability is conveyed by the Game Status Report.
- Look for updates. Clubs are required to report changes after the initial Game Status Report, according to the 2026 calendar.
- Use the inactive list for the game-day roster outcome. It is reported separately in the pregame process, rather than serving as a synonym for an injury designation.
These reports can cover non-injury absences too
The NFL policy says players who will not play for injury or non-injury reasons must be reported. It also requires an explanation when a player’s game status is in question for a non-injury reason. The word “injury” in the report’s name does not mean every listed absence is necessarily caused by an injury.
