It is not a way to replace a starter who is struggling. Since a 2024 bylaw amendment, a qualifying emergency quarterback may also be elevated from the practice squad for this role; older descriptions that limit the option to a player already on the 53-player roster are incomplete.
When can the emergency QB enter?
The trigger is that both active quarterbacks are unable to participate because of injury or disqualification. The NFL’s official emergency-third-quarterback Q&A gives the example of QB1 being unavailable while QB2 is being evaluated for an injury. The emergency quarterback may enter in that circumstance.

The exception is unavailable if a club has three or more bona fide quarterbacks on the game-day active list. The original NFL guidance says the club must have two active quarterbacks and designate a qualifying emergency quarterback. The 2024 amendment added a practice-squad elevation route, discussed below.
Can the third-string QB play if the starter is benched?
No. A coach cannot use the emergency designation to bench either active quarterback for poor performance or conduct. Both active quarterbacks must be unable to play for a qualifying reason: injury or disqualification.

An equipment problem by itself does not qualify. In the NFL’s example, the club may instead use another active-list player at quarterback or take a timeout.
Who can be designated as the emergency quarterback?
The player must meet the NFL’s definition of a bona fide quarterback: he must wear a jersey number authorized for a quarterback and meet one of these experience or practice conditions:
- He is an established quarterback who customarily played the position in past professional or college seasons; or
- He takes regular-season practice snaps only at quarterback for at least three consecutive weeks, including the week he is designated as the emergency quarterback.
The original NFL Q&A describes an emergency quarterback on the club’s 53-player roster. In 2024, clubs adopted a bylaw amendment permitting a bona fide quarterback to be elevated from the practice squad to the Active List an unlimited number of times for emergency-third-quarterback use. The NFL’s summary of approved 2024 rules, bylaws and resolutions confirms that expanded route. The detailed current activation mechanics are not set out in that summary, so it does not establish further timing or paperwork requirements.
Does the emergency QB count toward the active roster?
The rule concerns the game-day Active List. The NFL’s 2025 Record & Fact Book describes a game-day active list of 47 players, or 48 when the club carries eight offensive linemen, with the rest of its 53-player active/inactive list inactive for that game. It describes the original inactive-quarterback path; because it predates the 2024 amendment, it should not be read as the complete current account of who may serve as the emergency quarterback.

The 2024 amendment says a bona fide quarterback may be elevated from the practice squad to the Active List for this emergency role an unlimited number of times. The accessible 2026 NFL Rulebook landing page does not display the relevant consolidated roster bylaw, so further details of how that elevation is administered are not established there.
What happens when the emergency QB enters?
The emergency quarterback must report to the referee on entering or re-entering. The referee confirms with the head coach that both active quarterbacks are unable to participate, but the NFL Q&A says the referee is not responsible for deciding whether an injury or medical examination is legitimate. The referee or crew notifies the opposing coach and makes a public announcement.

- While in the game, he must line up under center or in shotgun and take the snap. No other player may take a snap while he is in the game.
- He may quick-kick, but may not line up as the punter or play on special teams.
- He may participate in official team warmups.
- The club may choose whether he is one of its three offensive Coach-to-Player communication users. If he is not, the play call must reach him by other means.
The NFL Q&A says violations of these procedures result in an unsportsmanlike-conduct penalty.

Can the first or second quarterback come back?
Yes. If QB1 or QB2 is medically cleared, he may return after reporting to the referee. The emergency quarterback must then leave and cannot continue playing either quarterback or another position. If a later injury or disqualification again leaves both active quarterbacks unable to play, the emergency quarterback remains eligible to re-enter.
What if both active quarterbacks are injured?
If both are unable to play because of injury, the designated emergency quarterback may enter once the required reporting and confirmation occur. If one active quarterback is only being evaluated for an injury, the NFL’s Q&A says that can still meet the trigger while the other quarterback is unavailable. The rule does not authorize entry merely because both are temporarily inconvenient options, nor does it let the emergency player remain in the game after an active quarterback is medically cleared.
