Despite its Bootstrap-oriented title, the published version is built with plain HTML, CSS, and vanilla JavaScript; the page says it can be used on its own or added to Bootstrap 4, 5, or 6 projects. Its described success animation and inline validation handle the interface, but the page does not establish that submissions reach a mailing list or are stored.
What Newsletter Form V09 includes
Colorlib describes V09 as a bright signup card intended for a science newsletter. The design includes an inline SVG illustration of a mailbox, hills, and a paper plane. The template page lists its size as 144 KB and describes an implementation using HTML, CSS, and a few lines of vanilla JavaScript. See the Newsletter Form V09 page on Colorlib.

Does it require Bootstrap?
No. The page says the template contains no Bootstrap files, jQuery, or plugins. It can be used standalone, or placed into a project using Bootstrap 4, 5, or 6. The title’s “Bootstrap” wording therefore describes compatibility, not a prerequisite to use the form.

Does the form subscribe visitors to a newsletter?
That is not established by the template page. The described validation and success message show front-end interaction, but the page does not identify a server endpoint, mailing-list provider, or data-storage behavior. Before using it to collect real addresses, inspect the code and configure and test a backend or mailing-list integration. Do not treat a displayed success state alone as confirmation that an address was saved or subscribed.
