New Outlook for Windows is reportedly generally available in Microsoft 365 GCC High and DoD environments, but users are not being moved to it automatically. It remains off by default and opt-in, with a choice to switch between New Outlook and classic Outlook. Neowin reported the availability and rollout details from a Microsoft 365 Admin Center announcement identified as MC1338816; those details have not been independently confirmed here against the announcement itself.
Which Microsoft 365 tenants are covered?
The reported general availability applies specifically to the GCC High and DoD government cloud environments. It is not an announcement that New Outlook has newly become generally available in every Microsoft 365 tenant.

Neowin dates the start of public preview to July 30, 2026, and general availability to September 30, 2026. The report says rollout is expected to finish by the end of 2026. These dates are attributed to Neowin’s account of Microsoft 365 Admin Center message MC1338816.

Will users be switched to New Outlook automatically?
No automatic switch is described. New Outlook remains off by default and opt-in, so existing classic Outlook users are not automatically affected by this availability change. Users can choose to move to New Outlook or return to classic Outlook.

How can administrators control availability?
Neowin reports that administrators can manage access through policies and registry settings. It lists the following registry values for enabling New Outlook; verify them against Microsoft’s current guidance before deploying, because the details are reported secondhand and may change:

According to Neowin, Microsoft says it will provide at least 12 months’ notice before initiating migration steps. That is a reported advance-notice commitment, not a date for a forced migration. The report also says Microsoft recommends moving from COM add-ins to web add-ins, but it does not establish which existing add-ins are compatible or when any particular organization must migrate them.

- Confirm that the environment is GCC High or DoD; the reported availability does not establish coverage for other tenants.
- Check the current Admin Center message MC1338816 and Microsoft’s product availability guide for the latest policy and registry instructions.
- Plan deployment as an administrator-controlled, opt-in change rather than an automatic user transition.
- Inventory COM add-ins and assess web add-in alternatives separately; the report gives a recommendation but no compatibility or feature-parity details.
The report does not establish licensing requirements, detailed feature differences between New Outlook and classic Outlook, or the compatibility of particular add-ins. Organizations should verify those points against current Microsoft documentation before making deployment decisions.
