These are Council recommendations—not, by themselves, operative law. The Council says implementation will follow through relevant notifications and circulars on CBIC, so businesses should not treat the proposed dates or portal functions as live requirements until those instruments and the GST portal confirm them.
What did the 57th GST Council recommend?
At its meeting on 8 October 2026, the GST Council recommended a set of changes intended to improve reconciliation between outward-supply reporting, tax liability, and input tax credit (ITC). The proposals address several connected records, but they are not one single adjustment: outward-supply forms, GSTR-3B liability, GSTR-2B ITC, reverse-charge reporting, and credit reversals or reclaims each have a distinct role.

The Council’s 57th-meeting press release describes the recommendations. Its official FAQ says implementation will take place through relevant notifications and circulars uploaded to CBIC. Until the applicable instruments and portal updates are available, the proposals do not establish new filing obligations or a final operating workflow.

How are the proposed return and statement changes different?
The package aims to make reported figures easier to reconcile, but each proposed mechanism concerns a different data relationship. The press release does not provide a final form-by-form procedure or complete implementation rules.
| Proposed mechanism | Records it is intended to connect | What is established |
|---|---|---|
| Enhancements to GSTR-1, GSTR-1A and IFF | Outward-supply details and GSTR-3B liability | The Council recommended enhancements to improve reconciliation; detailed fields and procedures are not stated in the press release. |
| Liability correction or rectification in GSTR-3B | GSTR-3B liability and liability reported through outward-supply forms | A mechanism to correct or rectify liability was recommended; its conditions and workflow are not stated. |
| ITC correction or rectification in GSTR-3B | ITC in GSTR-3B and ITC made available through GSTR-2B | A mechanism to align these figures was recommended; detailed eligibility and adjustment rules are not stated. |
| Electronic reverse-charge statement | Tax paid under reverse charge and ITC claimed | The Council recommended an electronic statement for reporting these items; its format and filing rules are not stated. |
| Electronic Credit Reversal and Reclaim Statement | ITC reversals and later reclaims | The Council recommended a statement to support reporting reversals and reclaims; its detailed operation is not stated. |
| Invoice Management System (IMS) | Recipient responses to inward-supply documents and generation of GSTR-2B | The recipient would be able to accept, reject or keep a document pending, subject to conditions described at a high level. |
These mechanisms should not be conflated. For example, IMS concerns responses to inward-supply documents feeding GSTR-2B; it is distinct from the proposed GSTR-3B correction mechanisms and from the statements for reverse charge or credit reversal and reclaim.
What is IMS in GST?
The Council recommended a facility under proposed rule 60(6A), called the Invoice Management System. Under the release’s description, a recipient would be able to respond to an inward-supply document available on the portal by accepting it, rejecting it, or keeping it pending for purposes of generating GSTR-2B. The release also refers to conditions that include a period for which a credit note may be kept pending.

This is a high-level description, not a finalized user manual. The official materials reviewed do not establish all action windows, default responses, edit or undo rules, document categories, or the precise downstream effect of each response on ITC. It would therefore be premature to assume, for example, that a particular response automatically determines whether ITC is legally available or claimable. The final notifications, circulars and portal functionality will need to specify how the system works.

How could IMS affect GSTR-2B and ITC?
The proposed link is that recipient responses to portal documents would be used for generating GSTR-2B. In practical terms, this gives the recipient a proposed document-level response step in the information flow used for the statement. It does not, on the available description, settle every question about eligibility for ITC or replace the need to check the applicable GST rules.
Rank #3
Finance teams can prepare without treating the proposed workflow as live by keeping purchase records, supplier invoices and credit notes, and internal reconciliation records organized. Once detailed rules are notified and the portal workflow is published, teams can map those records to the actual response options and timelines. Do not rely on assumed defaults or undocumented consequences in the meantime.
What is the ARQP scheme, and who could opt for it?
ARQP means Annual Return Quarterly Payment. The Council approved in principle a concept note for an optional scheme. As described in the press release, the proposed qualifying profile has two requirements: aggregate turnover in the preceding financial year must be equal to or below ₹5 crore, and the taxpayer must be engaged exclusively in supplies to unregistered persons (B2C supplies).
- Turnover test: preceding-financial-year aggregate turnover of ₹5 crore or less.
- Supply test: exclusively supplies to unregistered persons.
- Choice: the proposal describes the scheme as optional.
Meeting the turnover threshold alone would not establish eligibility: the exclusively-B2C condition also matters. The Council’s concept note is approved in principle, but the press release does not set out the complete scheme. It does not state an enrollment process, exclusions, payment calendar, annual-return details, or start date. The word “quarterly” in the scheme’s name should not be taken as enough to infer those mechanics.

The Council’s press release states that the proposed revised return mechanism is intended to apply from the return for April 2027. It also recommends publishing the revised mechanism for time-bound stakeholder consultation and authorizes the Union Finance Minister to approve necessary changes after feedback. April 2027 is therefore a proposed commencement point, not a confirmed legal deadline established by the press release alone.

Before changing filing processes or acting on an assumed start date, check for the relevant CBIC notifications and circulars and the live GST portal. Those sources will determine the operative date, applicable rules, and actual system behavior.
What should GST-registered businesses do now?
Until implementation details are notified, the useful preparation is record discipline rather than a change to filing behavior based on an announcement. Businesses can:
- Keep outward-supply data and GSTR-3B liability reconciliations traceable to source records.
- Maintain a separate reconciliation of purchase documents and ITC reflected in GSTR-2B against ITC reported in GSTR-3B.
- Track reverse-charge tax paid and related ITC, and preserve records of ITC reversals and later reclaims.
- For a potentially eligible ARQP taxpayer, retain evidence needed to establish preceding-year aggregate turnover and the nature of supplies, then confirm eligibility against the notified scheme.
- When implementation is announced, verify the effective date, response deadlines, form instructions and portal workflow against CBIC publications and GST portal notices before updating internal procedures.
The GST Council’s publications listing identifies its meeting materials; operative requirements, however, should be checked in the implementing CBIC instruments and on the portal.
