Managing governance, risk, and compliance (GRC) for remote work means treating work from home and other off-site locations as part of the organization’s operating model—not as an exception to office security. Define who can work remotely and what they may access, manage risks across people, devices, networks, cloud services, and third parties, then map controls to the organization’s actual legal, contractual, and sector obligations.
What remote-work GRC covers
GRC connects three tasks that are easy to handle separately but need to work together:

- Governance sets responsibilities and acceptable work practices: who approves remote access, which services are permitted, and what users must do.
- Risk management identifies and addresses exposure across users, endpoints, remote connections, cloud services, and outside organizations.
- Compliance maps those practices to the requirements that actually apply to the organization, such as a contract, privacy law, sector rule, or government-data requirement.
NIST and CISA guidance can inform security decisions, but it does not automatically establish every private organization’s legal duties. The applicable requirements depend on the organization, its data, contracts, and jurisdictions.
Turn remote-work rules into operational governance
A policy is useful only when it assigns decisions and actions to people. CISA’s Federal Mobile Workplace Security, dated August 14, 2024, is federal-focused, but its governance practices offer a practical starting point.

Define eligibility, services, and responsibilities
Document who may work remotely, which systems and services they may use, what information may be accessed or stored, and any limits on handling sensitive data. Written agreements can make security responsibilities explicit for employees and other users. Assign owners for access approval, device maintenance, incident reporting, and policy violations rather than leaving those duties implicit.
Make the work environment part of the process
Where appropriate, establish an approved-workspace or alternate-worksite self-certification process. Set clear expectations for protecting screens, conversations, and work materials from people who should not see or hear them. Provide practical guidance that fits the sensitivity of the work instead of assuming every home workspace presents the same risk.

Train for remote-work threats
Include phishing, social engineering, operational security, incident reporting, and remote-work fundamentals in training. Users should know how to report suspicious activity and where to get help without improvising through unapproved tools.
Manage risk across devices, identities, and connections
Remote work expands the security boundary beyond office-managed networks. NIST’s SP 800-46 Rev. 2, published July 29, 2016, addresses telework, remote access, and bring-your-own-device (BYOD) technologies. It covers organization-issued and personally owned devices as well as devices controlled by contractors, partners, and vendors. NIST’s publication index also references a Rev. 3 draft; check NIST’s current publication status before treating Rev. 2 as the latest final edition.

Inventory devices and make ownership explicit
Record which endpoints are used for work, who owns or manages them, whether they are approved, and what data they can access. Set requirements for software updates, security configuration, and support. For BYOD, define how work data is protected and separated from personal data, what monitoring is permitted, and what happens when access ends. The choice between managed devices and BYOD involves trade-offs: managed devices allow more organizational control over configuration and updates, while BYOD can raise privacy and support questions that need to be settled before enrollment.
Secure remote access and limit privileges
Protect remote-access services and client devices, and safeguard sensitive information both on endpoints and while it travels over external networks. Require identity controls proportionate to the information and actions involved; assess multifactor authentication (MFA) as part of the identity design. Restrict privileged remote actions to the people and situations that require them, and monitor access to sensitive systems.

CISA’s Guide to Securing Remote Access Software, published June 6, 2023, addresses malicious use, detection, and mitigations. CISA and partner agencies’ June 18, 2024 guidance on modern network access security discusses risks associated with remote-access and VPN deployments and identifies Zero Trust, Secure Service Edge (SSE), and Secure Access Service Edge (SASE) as approaches to consider. None is an automatic fix; compare options against identity and device context, access scope, network visibility, integration needs, and operational complexity.
Include contractors, vendors, and partners
Decide whether outside users may connect, which devices and systems they may use, who approves and reviews their access, and how access is removed when the work ends. Clarify who is responsible for securing partner-managed devices and coordinating incident response. A connection from a third party should be governed and monitored according to its access and risk, not treated as outside the control model.

Include cloud services and incident coordination
Remote employees often work directly with cloud applications and services rather than routing all activity through a traditional office network. Governance should identify which cloud services are approved, who owns access decisions, what activity the organization can observe, and how security responsibilities are divided with providers and other third parties. Using a cloud provider does not transfer all customer security responsibilities.
CISA’s Executive Order cybersecurity overview describes federal cloud governance, including a Cloud Security Technical Reference Architecture covering shared services, migration, and cloud security posture management. Its policy context is federal; it is an example of governance considerations, not a blanket requirement for every organization. Establish incident coordination with cloud providers and vendors before an event, including how to report concerns, share relevant information, and determine who takes which response actions.
Map controls to actual compliance obligations
Build a requirements map that links each applicable obligation to a control, a responsible owner, evidence of implementation, and a review cadence. Depending on the organization, requirements may come from regulated data, privacy laws, sector rules, government contracts, or customer commitments. The cited security publications offer guidance; they do not determine which legal duties apply to a particular company or provide a complete jurisdiction-by-jurisdiction legal map.

It says monitoring and controlling remote access help detect attacks and ensure compliance with remote-access policies. It is not a generic checklist for every remote workforce. Organizations should determine which requirements apply to their data and agreements, and involve qualified legal or compliance advice when needed.
