“Multiple services operator” has no single universal definition. In airport rules, it generally describes a commercial aviation operator offering multiple aeronautical services, though the exact threshold depends on the jurisdiction. In telecommunications, “MSO” can describe a provider offering several kinds of services; in U.S. cable usage, it can mean a company operating multiple cable systems.
What does “multiple services operator” mean at an airport?
In airport regulations, a multiple services operator (MSO) is a business that provides aeronautical services at an airport. Some airport standards define the category by the number of services; others focus on the nature of the business and its relationship to the airport.

Some airport standards set a two-service threshold
Wisconsin Department of Transportation’s sample Door County ordinance says an MSO engages in “any two or more” aeronautical services covered by its minimum standards. Manitowoc County’s ordinance similarly defines an MSO as providing two or more covered aeronautical services. Under that county rule, an operator must meet the applicable standards for each service it offers. These are examples of local airport rules, not a universal threshold. Connecticut uses a different definition
Connecticut’s regulation defines a “Multiple Services Operator” as an entity offering the public revenue-producing aviation-related services and using a state airport as a base or terminal. That definition does not specify a minimum number of services. The regulation also says commercial airport operations must proceed under an agreement or another specified arrangement with the state. What does MSO mean in telecommunications or cable?
In telecommunications, MSO may mean “multi-services operator”: a provider offering several services, such as voice, data, and video. In U.S. cable-industry usage, it may instead mean “Multiple Systems Operator,” referring to a cable operator with more than one cable system. The surrounding text determines which meaning applies. The International Telecommunication Union’s glossary distinguishes these usages; it is useful for understanding the terminology, not as a current description of the market. How to identify the intended definition
- Look for the setting. References to an airport, aeronautical services, minimum standards, or an airport agreement point to the aviation meaning.
- Check the jurisdiction. Airport rules are set by the applicable state or local authority; one ordinance’s definition does not automatically apply elsewhere.
- Read the surrounding telecom terms. Voice, data, and video suggest a multi-service provider; references to cable systems suggest “Multiple Systems Operator.”
What the airport definition means in practice
An airport operator may need to obtain an agreement or other authorization and comply with standards tied to each service it provides. Depending on the local rule and service, those standards may address facilities, equipment, staffing, or insurance. Confirm the current airport or government requirements before relying on a particular definition; the cited Wisconsin document is a sample ordinance, and the cited Manitowoc County document says it was updated through 2022.
