If a coordinator assigns work, routes tasks, tracks handoffs, and combines results, you are looking at orchestration. If agents share information, divide responsibilities, negotiate, or reason together, you are looking at collaboration. A system can do both: orchestration describes how work is managed; collaboration describes how agents interact.
What is multi-agent orchestration?
Orchestration is the management of work across agents. An orchestrator may decide which agent handles a task, whether tasks run in sequence or in parallel, how results move between agents, and how the final output is assembled.

For example, a manager agent could ask one specialist to search documentation and another to inspect a codebase, then combine their reports. The assignment, routing, and synthesis are orchestration. OpenAI’s API guide describes this pattern as a main agent delegating tasks to subagents and combining their results: OpenAI’s multi-agent API guide.

Collaboration is the way agents interact while working toward a shared goal. They might exchange findings, divide responsibilities, review one another’s work, negotiate a decision, or contribute in a shared conversation.
#1 Best Overall
AWS Prescriptive Guidance describes multi-agent collaboration as agents with distinct roles or objectives negotiating to solve complex tasks. Microsoft Learn uses group chat as one pattern in which “Agents collaborate in a shared conversation.” These examples emphasize interaction, not necessarily who assigns or routes the work: AWS on multi-agent collaboration and Microsoft’s Agent Framework orchestration patterns.
How to tell which one you are running
Use the flow-control question, then inspect the agents’ interaction separately. This is a practical diagnostic, not a universal formal definition; frameworks do not use the terms identically.

- Who decides what happens next? A manager or workflow that assigns tasks, determines sequence, routes handoffs, or integrates results indicates orchestration.
- How do the agents contribute together? Sharing context, discussing findings, negotiating, or reviewing one another indicates collaboration.
- Can you identify both? If a workflow assigns work and the assigned agents exchange findings, it is both orchestrated and collaborative.
One workflow can combine orchestration and collaboration
Imagine a research manager assigning separate questions to specialist agents. It collects their responses, asks them to challenge a disputed claim, and then produces a combined answer. The manager’s assignment and synthesis are orchestration; the specialists’ exchange and review are collaboration.
The distinction is useful because it separates two design choices that are easy to conflate. You can centralize task control while allowing rich agent interaction, or let agents coordinate more independently while still defining a workflow around them. Neither label alone tells you how much autonomy a system has.

Why framework terminology can differ
There is no single naming scheme that every framework follows. AWS commonly contrasts centrally coordinated workflows with peer-oriented or emergent collaboration. OpenAI documents delegation to subagents as well as agent networks and handoffs. Microsoft places sequential, concurrent, handoff, group-chat, and manager-coordinated approaches within its workflow orchestration material. Name the framework and describe its actual control and interaction pattern rather than assuming its label has a universal meaning.
For implementation examples, OpenAI’s guides cover delegating work to subagents and use cases such as codebase exploration, documentation, and implementation: Multi-agent API guide and Responses API multi-agent guide. AWS documents specialist subagents and parallel work in Amazon Bedrock’s multi-agent collaboration guide. Microsoft’s pattern overview is at Multi-agent patterns.
Compare designs by their behavior, not their label
| Design question | What to examine |
|---|---|
| Control | Is a central coordinator directing tasks, or do agents coordinate through peer, distributed, or role-based interactions? |
| Task flow | Are tasks sequenced, run concurrently, passed through handoffs, or routed dynamically? |
| Interaction | Do agents return separate results to a manager, or share information, negotiate, and reason together? |
| Adaptivity | Is assignment fixed in advance, dynamically adjusted, or partly determined by agent interaction? |
| Operations | How are shared state, messaging, retries, fallbacks, latency, and cost handled? |
More agent communication can add operational complexity; the actual effect on latency and cost depends on the chosen design and implementation. AWS identifies communications, shared memory, orchestration, and dynamic routing as design considerations. Evaluate those details for the system you are building instead of assuming a label predicts performance.
A note on OpenAI Swarm
OpenAI’s Swarm repository describes Swarm as an educational resource and points to the Agents SDK as its production-ready evolution. Treat Swarm accordingly, and check current documentation before selecting a framework for a production system: OpenAI Swarm repository.
