To move files from a Mac to a Windows PC with an external drive, use a format both systems can work with: Apple recommends ExFAT for disks over 32 GB and MS-DOS (FAT) for disks 32 GB or less. Copy the files from the Mac to the drive, eject it, connect it to the PC, and copy them into the destination folder. Verify the copies on Windows before deleting anything from the Mac.
Check the drive before you copy
If the drive already contains files, check its format before changing anything. In Finder, select the drive and choose Get Info. Apple identifies APFS and Mac OS Extended as Mac formats, while ExFAT and MS-DOS (FAT) are Windows-compatible. A Mac may read an NTFS drive but cannot write to it through Apple’s supported Disk Utility workflow. Apple’s external-drive troubleshooting guide explains this limitation.

Also make sure the drive has enough free space for the files you plan to transfer, and that it can connect to both computers. The cited guidance does not establish specific drive speeds, adapters, or models for this task.

If the drive is already formatted as ExFAT or MS-DOS (FAT) and the Mac can write to it, you can skip formatting. If it needs a different format, back up its contents first. Apple warns: “Formatting a disk or volume erases all the files on it. Save any files you need to another volume before formatting.”
