To freely move a picture in Word, select it, open Layout Options, and choose a text-wrapping option other than In Line with Text. Then drag the picture. Use See more and the Position tab when you need precise placement.
How to move a picture freely in Word

Select the picture. If another object makes it hard to click, go to Home > Select > Selection Pane and select the picture in the pane.

Under text wrapping, choose any option other than In Line with Text. Square is a practical choice when you want text to wrap around the picture.

Drag the picture to the desired location. For more exact alignment, open See more and adjust settings on the Position tab, including placement relative to the page, margins, or columns.

Choose whether the picture moves with text or stays put
Changing the wrapping style makes a picture float, but you can also control what happens to it when nearby text changes. In the picture’s layout options, choose the behavior that fits the document:

Move with text: Choose Square under With Text Wrapping, then select Move with text. The picture can shift as text is added or removed.

Keep a page location: Choose In Front of Text, then select Fix position on page. The picture stays anchored to that page location rather than following text flow.
For small adjustments, select the picture, hold Ctrl, and press an arrow key to nudge it. If pictures need to overlap, enable Allow overlap in the Position options for each picture that should overlap.

Why a picture will not move in Word
It is set to In Line with Text
Word inserts or pastes pictures as In Line with Text by default. In this mode, the picture behaves like a character in a paragraph and follows text flow, rather than moving independently. Change its wrapping option to make it a floating picture.

When another object covers the picture, selecting it directly may be difficult. Open Home > Select > Selection Pane, then choose the picture from the list.

You are editing in Word for the web
Word for the web has limited picture-wrapping options. Microsoft notes that a picture given text wrapping or a fixed position in desktop Word may not be movable in Word for the web. Open the document in desktop Word to change that layout. See Microsoft’s overview of differences between Word for the web and desktop Word.

If you regularly want pictures to float instead of appearing inline, desktop Word lets you change the default. Go to File > Options > Advanced, then select your preferred option under Insert/paste pictures as. The setting changes how pictures are inserted or pasted; it does not change the layout of pictures already in the document. Microsoft documents this setting in Change default text wrap setting for images in Word.
