Mississauga City Council approved a motion on September 29, 2026, to establish a temporary Hyperscale Data Centre Task Force. Although the City’s October 1 recap headline says Council “proposes” a task force, its account confirms the motion was approved. The task force is an input and transparency forum; a separate Interim Control By-law approved on September 16 temporarily pauses certain development applications while the City reviews its policies.
What the task force will do
The City says the temporary body will provide input while municipal staff review policies and regulations for major digital infrastructure facilities. Its planned membership includes Members of Council, City planning staff, industry stakeholders and citizen members. The City’s recap does not name appointees or explain how citizen or industry members will be selected.

The task force is intended to receive regular updates, create opportunities for stakeholder feedback and support public reporting. It is to dissolve after the review is complete and Council has considered any recommendations. The City describes it as a forum for updates, transparency and input before recommendations reach Council—not as the body that makes the land-use rules.
How the task force differs from the development pause
The Interim Control By-law and the task force are separate measures with different functions. The by-law is the temporary land-use control; the task force is a forum for input during the broader policy review.
| Measure | Status and role | Scope |
|---|---|---|
| Interim Control By-law | Approved September 16, 2026; temporarily restricts qualifying development while the review is underway. | The City says it applies to facilities with total peak power demand of 10 megawatts or more and covers new facilities, conversions and expansions under the by-law’s terms. The pause can last up to one year. |
| Temporary Hyperscale Data Centre Task Force | Council approved the establishing motion September 29, 2026; the group provides input and transparency during the review. | It will receive updates and provide opportunities for stakeholder feedback and public reporting. It is to dissolve after the review and Council’s consideration of recommendations. |
The City announced on July 30 that Council had directed staff to prepare the by-law and conduct a comprehensive review. Council approved the by-law on September 16, then approved the task-force motion on September 29. The City published its recap of the September 29 meeting on October 1. City meeting recap; City by-law announcement; July 30 review announcement.
What the City says the review will examine
The City describes the review as a comprehensive examination of planning policies, zoning and development approvals for major digital infrastructure facilities. Its stated areas of consideration include:
- Land use, planning policy, zoning and development approvals
- Infrastructure, servicing and municipal capacity
- Environmental considerations, climate effects, emissions, noise and heat generation
- Energy and water consumption
- Public health, community impacts and economic effects
- The roles of provincial and federal governments
These are subjects under review, not conclusions about the effects of data centres in Mississauga. The City says public engagement opportunities will be provided. Its announcements do not establish findings or quantify likely impacts. The City’s by-law announcement and July 30 review announcement describe the scope.
What remains unannounced
The City’s reviewed materials do not provide task-force meeting dates, appointed member names, a member-selection process, or a confirmed date for the next report or final recommendations. The City says an interim report will outline the study’s scope and timeline, but has not specified when it will be presented.
