The phrase began in proof-of-work systems, where miners assembled blocks. Ethereum now uses proof of stake, so its documentation generally calls the same opportunity maximal extractable value.
What does miner extractable value mean?
Ethereum.org defines maximal extractable value as “the maximum value that can be extracted from block production in excess of the standard block reward and gas fees by including, excluding, and changing the order of transactions in a block.” In plain language, a participant with influence over block construction may be able to profit from deciding which transactions are processed, omitted, or placed before others.

MEV is an opportunity or outcome category, not a single trading strategy. It is also not automatically synonymous with frontrunning or malicious conduct. The effects depend on the strategy: some can disadvantage users, while others arise from transaction ordering without necessarily harming an individual user. The way opportunities and rewards are distributed can nevertheless raise fairness, centralization, and consensus-security concerns. Ethereum.org’s MEV documentation and the European Securities and Markets Authority’s 2025 discussion describe these broader issues.

“Miner extractable value” originated in proof-of-work, where miners selected transactions for blocks and determined their order. Ethereum’s transition to proof of stake replaced mining with validators, so calling today’s Ethereum validators “miners” is inaccurate. “Maximal extractable value” retains the idea while describing the opportunity across changing block-production roles. Ethereum.org explains the terminology shift in its MEV documentation.
#1 Best Overall
The terminology is still evolving beyond Ethereum. Regulators and researchers discuss value captured by a wider set of blockchain agents, including builders, proposers, and validators, through ordering, inserting, or censoring transactions. “Blockchain extractable value” has also been proposed as a broader label, but it is not a universally settled replacement. See the ESMA report and the 2024 article in Electronic Markets.
How transaction ordering creates MEV
Transactions do not always have the same result regardless of when they are processed. When block construction can affect transaction inclusion or order, participants may identify a profitable arrangement and try to secure a favorable position. Searchers are independent participants who analyze blockchain data and submit transactions—often with algorithms or bots—to pursue such opportunities.
Example: decentralized-exchange arbitrage
Suppose a token’s price differs between two decentralized exchanges. A searcher may attempt to buy where it is cheaper and sell where it is more expensive. The searcher’s profit depends on transactions being included in a suitable order. Other searchers may compete for that position by bidding fees or otherwise seeking favorable inclusion. A block producer or validator may capture value directly or receive bids from searchers.
This example illustrates one possible MEV opportunity, not a definition of every MEV strategy. The outcome for other users depends on the transactions and circumstances; it is not accurate to assume every opportunity is harmful or that all strategies work the same way.
Who can identify or capture MEV?
- Searchers look for opportunities and submit transactions designed to exploit them.
- Builders can assemble and order transactions into candidate blocks.
- Proposers or validators have roles in selecting or proposing blocks, depending on the system’s design, and may receive some of the value.
These roles do not always belong to the same participant. In proof-of-stake Ethereum, block building and proposing can be separated, which affects who constructs a block and who proposes it.

Proposer-builder separation and MEV-Boost
Ethereum.org describes proposer-builder separation (PBS) as an arrangement in which specialized builders order transactions and construct blocks, while validators propose and vote on blocks. Flashbots describes MEV-Boost as an implementation of PBS for proof-of-stake Ethereum. These mechanisms structure block building and aim to mitigate some negative effects; they do not eliminate MEV. Learn more in Ethereum.org’s documentation and Flashbots’ MEV-Boost overview.
Private transaction submission
Submitting a transaction privately can reduce its exposure to frontrunning in the public mempool, according to Ethereum.org. This addresses a different part of the problem from PBS: private submission concerns who can see a pending transaction, while PBS concerns the division of block-building and proposing roles. Private submission does not remove every MEV opportunity. Flashbots describes its broader work as research and development aimed at mitigating MEV’s negative externalities, initially on Ethereum; see its documentation.
Quick Recap

What to remember about MEV
- MEV is value obtainable by influencing transaction inclusion, exclusion, or ordering during block production.
- “Miner extractable value” is the original proof-of-work term; “maximal extractable value” better fits systems where roles such as builders and validators replace miners.
- Searchers identify opportunities, while block-production participants may influence ordering or receive part of the resulting value.
- MEV can have different effects depending on the strategy; the term alone does not prove that an action is malicious or harmful.
- Ethereum’s PBS-related designs and private submission address specific risks, not MEV as a whole.
