To make a functional redstone lamp in Minecraft, craft one glowstone block with four redstone dust at a crafting table. The finished lamp does not stay lit by itself: supply a redstone signal to turn it on. If you mean a simple decorative lamp instead, you can build one from a torch or glowstone on a post.
Craft a redstone lamp

Open a crafting table.

Place one glowstone block in the center slot.

Place one redstone dust in each of the four slots directly above, below, left, and right of the glowstone.

The recipe is one glowstone block surrounded by four redstone dust. The official Minecraft article describes the redstone lamp as producing light level 15 when powered: Minecraft: Block of the Week: Redstone Lamp (March 30, 2018).

Power the lamp to turn it on
Place the lamp where you want it, then give it a redstone signal. A lever or button connected with redstone dust makes a straightforward switch. Other ways to activate a lamp include placing an active power source or powered block next to it, directing a powered repeater or comparator toward it, or placing powered redstone dust on top of or pointing into it.
The lamp turns on immediately when powered and takes a short time to turn off after the signal is removed. Minecraft’s official article lists redstone blocks, daylight sensors, and redstone torches as examples of redstone power sources. The cited article dates to 2018, so consult current in-game behavior if you need version-specific mechanics.

Build a decorative lamp without the redstone recipe
If you want the appearance of a lamp rather than a switchable redstone block, use a light source as part of a small build. These are construction ideas, not separate crafting recipes:

Redstone lamp or lantern?
A redstone lamp is the switchable block crafted from glowstone and redstone dust. A lantern is a different light-source item. Choose the redstone lamp when you want redstone control; choose a lantern or a decorative post light when you want a light source without building a redstone switch. The Minecraft Wiki lantern page distinguishes the separate item.
