MindForge v12.0.0 is a governance and orchestration framework for Claude Code and other coding runtimes. Its commands, skills, personas, and protocol documents provide guidance, but the MindForge project says hooks are the mechanism that can block a tool call. That enforcement is documented only for particular Claude Code installation channels and depends on runtime setup.
What MindForge v12.0.0 includes
The MindForge project describes the framework as a collection of agent resources and runtime integrations. Its listed components include slash commands, skills, personas, isolated-context subagents, dynamic workflows, a tamper-evident audit chain, cross-model review, cost-aware routing, a local-first knowledge graph, and a live dashboard. It documents distribution through an npm package, a Claude Code plugin marketplace entry, and an MCP server. These are project descriptions, not results of an independent installation or runtime test.

The project’s 2026 capability overview reports the following inventory counts. They are counts published by the project, not independently audited measurements.
Recommended Free Tools
| Resource | Project-reported count |
|---|---|
| Slash commands | 221 |
| Skills | 354 |
| Personas | 216 |
| Subagents | 164 |
| Dynamic workflows | 35 |
The project says 152 of its subagents were adapted from VoltAgent’s awesome-claude-code-subagents under MIT licensing. The project’s v12.0.0 release summary is dated September 24, 2026. MindForge describes it as its first release aimed at real external users and says the major-version change reflects that shift rather than a breaking change; it also lists fixes involving install banners, workflow crash handling, and test-coverage gaps.
Which MindForge features are advisory, and which can block a call?
The key distinction is between instructions supplied as model context and hooks integrated with the runtime. MindForge’s commands, skills, personas, and protocol documents are advisory: they tell a model how to behave, but do not themselves prevent it from taking an action. The project’s own documentation says that a model can decline these instructions.
#1 Best Overall
MindForge identifies hooks as the mechanism capable of blocking a tool call. Its enforcement table documents this behavior through the Claude Code plugin channel and through the npx channel when Claude Code is installed with --local. It does not claim hook enforcement for the other listed runtimes. In practical terms, installing MindForge or loading its guidance should not be treated as proof that a policy gate is active.
How installation route affects hook enforcement
| Route or environment | What the project documents |
|---|---|
| Claude Code plugin channel | Hooks are documented as enforced on Claude Code. |
npx setup with --claude --local |
Hooks are documented as enforced on Claude Code. |
| Other listed runtimes | Hook enforcement is not claimed in the project’s enforcement table. |
npx setup with --claude --global |
The supplied project documentation identifies this as a global setup command but does not establish hook enforcement for this route. |
The project distinguishes installing the npm package globally, which puts command-line binaries on PATH, from running a setup command that scaffolds a runtime configuration. Do not assume that a globally available CLI alone has registered hooks in a particular project or runtime.

MindForge documents these Claude Code setup commands:
Local Claude Code setup
npx mindforge-cc@latest --claude --local
Global Claude Code setup
npx mindforge-cc@latest --claude --global
The project also describes a plugin marketplace installation route. Its documentation says that running the bare command opens a wizard that can preselect a detected runtime; non-interactive use skips the wizard and defaults to Claude. These commands and defaults are project documentation and can change, so check the project’s current instructions before using them.

Operational prerequisites the project lists for hooks
Even where a route is documented as supporting hooks, MindForge lists setup conditions that affect whether they are active:
- Restart the harness after hook registration. The project says hooks are snapshotted when a session starts.
- Trust the project in the harness.
- Ensure
CLAUDE_PROJECT_DIRis set and Node is available on the hook PATH.
MindForge warns that missing environment setup can leave a gate absent. These are the project’s documented operational prerequisites; they are not independently verified here. If a tool call that should have been blocked proceeds, confirm the installation channel and these conditions rather than assuming the model’s written instructions provide enforcement.

What the audit chain does—and what remains unverified
The project describes a SHA-256 hash-linked audit log at .planning/AUDIT.jsonl and provides this command to verify it:
node bin/verify-audit.js
This is a documented audit feature, not evidence that a particular installed log is complete or valid. The command was not run and no installed audit log was inspected. More broadly, the available account of v12.0.0 is based on the official MindForge repository checked October 7, 2026; installation, hook operation, security, and performance were not independently tested.

How to evaluate MindForge for a project
- For a library of reusable agent instructions and workflow resources, assess whether the project’s published inventory and components fit your team’s needs.
- If your requirement is to block tool calls, identify the exact Claude Code installation channel and verify the documented hook prerequisites; do not equate prompt-level guidance with enforcement.
- If you use another runtime, treat the instructions as potentially useful but do not assume the documented Claude Code hook behavior carries over.
- If auditability matters, run the project’s verification command against the audit log you intend to rely on and evaluate the result in your own environment.
