No: a higher voltage label by itself doesn’t prove that a cordless tool is more powerful. The fair comparison is between specific tools of the same type, using their published output specifications and the battery packs they’re designed to use. Milwaukee’s M18 and Ryobi’s ONE+ HP lines are both 18V platforms, and the available manufacturer specifications do not establish an overall power winner.
What the voltage label tells you—and what it doesn’t
Voltage identifies a battery platform’s nominal electrical rating. It is not a standalone measure of how much useful work a tool delivers. Motor design, electronics, battery capability, and the demands of the task all matter. So a tool from a higher-voltage platform is not automatically more powerful than every tool on a lower-voltage platform.

Battery voltage, amp-hour capacity, runtime, and delivered power are related but distinct. Ryobi describes amp-hour capacity as a runtime consideration when comparing batteries at the same voltage. Milwaukee likewise distinguishes a battery’s power level from its runtime and explains that capability varies with battery type and technology. A higher Ah number should not be read as a direct measure of greater tool power.

Milwaukee M18 FUEL 2803-20 drill/driver
Milwaukee lists the M18 FUEL 2803-20 as an 18V, 1/2-inch drill/driver, with published specifications of 1,200 in-lb of torque and 2,000 RPM. The company says this model is discontinued and replaced by the 2903-20. These figures describe the older 2803-20, not the replacement; check Milwaukee’s current specifications for the 2903-20 before using them to make a purchase decision. Milwaukee’s 2803-20 product page

Ryobi ONE+ HP
Ryobi describes ONE+ HP as an 18V high-performance tool series, citing brushless technology, optimized motors, and advanced electronics. That establishes the series’ platform voltage and the design features Ryobi attributes to its performance; it does not provide a matched test against a Milwaukee drill. Ryobi’s UK ONE+ HP page
These examples make the central point: both lines are 18V, and their descriptions alone do not settle which tool performs better. The cited Milwaukee drill’s torque and speed figures are not a head-to-head result against a specific Ryobi model.

- Ergonomically Designed: Work in tight areas with a compact design that gets into tough spots
- Compact and Lightweight: Both tools are designed to fit into difficult to reach spaces. The 1/4" impact driver has a length of 5.55 in. and weighs just 2.8 lbs, while the 1/2" drill/driver measures only 7.5 in. and weighs 3.6 lbs
- Both the DEWALT impact driver and electric drill driver feature integrated LED work lights with a convenient 20-second delay, ensuring enhanced visibility in dimly lit or challenging work areas
- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
- Power drill cordless with 1/2" single sleeve ratcheting chuck provides tight bit gripping strength, making bit changes faster and more secure
How to compare two cordless tools fairly
- Match the tool type. Compare a drill/driver with a drill/driver, or an impact driver with an impact driver. Their jobs and output measures differ.
- Choose comparable models. Look at current tools in similar performance tiers. Comparing a premium brushless model with an older entry-level brushed tool cannot support a conclusion about either brand’s entire lineup.
- Check task-relevant specifications. For drills, published torque and speed can help frame a comparison. Attribute those figures to the manufacturer; they are not independent performance results.
- Identify the battery used. Note the exact pack, including its voltage and Ah rating. Battery capability can affect what a tool delivers, while Ah is also a runtime measure.
- Compare like-for-like listings. Check whether each specification or price refers to a tool alone or a kit, and identify the battery included with any kit.
- Verify current model details. Specifications for a discontinued tool do not automatically apply to its replacement. Confirm the exact model number and current manufacturer listing.
The reviewed manufacturer pages do not provide a complete, current, matched Ryobi-versus-Milwaukee drill comparison. Without comparable model specifications or independent, controlled testing, there is no sound basis here for declaring one brand the universal power winner.

A battery’s voltage does not mean it fits every tool with the same nominal voltage. Ryobi says its 18V ONE+ batteries power more than 200 ONE+ tools, while its battery guide distinguishes that platform from 36V MAX POWER and 4V USB Lithium. Milwaukee describes separate M12, M18, and MX FUEL systems with dedicated battery lines. Check the exact tool and battery compatibility before buying; do not assume packs cross between platforms. Why an impact-driver specification is not a drill comparison
Ryobi’s Middle East listing gives up to 200 Nm of torque for the R18ID2 impact driver. That figure concerns a different tool type from the Milwaukee 2803-20 drill/driver, so it cannot establish which brand’s drill is more powerful. It illustrates why the model and tool class must be matched before comparing specifications. Ryobi’s R18ID2 product page
