Try basic app and connection checks

A Microsoft Q&A answer from an Independent Advisor quotes Xbox Casual Games support guidance that guest play cannot resume gameplay across devices or unlock achievements. This is attributed guidance in an advisor’s answer, not an official standalone support article. If you played as a guest, it may explain why progress is not continuing on another device.
Protect the device that still has the latest progress
If your old device still shows the progress you want, keep access to it while you seek official help.
