Microsoft Is Dropping the Copilot+ PC Label—but Not Its AI Hardware Divide

Microsoft’s newer Surface PCs reportedly meet the former Copilot+ requirements without using the name. The shift changes the branding, not the fact that Windows AI features have different hardware needs.

Microsoft’s newer Surface PCs can meet the old Copilot+ PC hardware requirements without carrying the Copilot+ name. That points to a shift in how Microsoft positions its PCs, not proof that Windows AI features no longer depend on specialized hardware. Some Copilot experiences are available on Windows 11 broadly; others still require a Copilot+ class device, and the difference matters more than the label when choosing a computer.

What Microsoft has—and has not—changed

In a September 24, 2026 report, Windows Central’s Zac Bowden said Microsoft Surface CVP Brett Ostrum confirmed that recently introduced Surface PCs are not called Copilot+ PCs, even though they meet the requirements of the previous Copilot+ bar and support Copilot+ features. Ostrum said: “these are not called Copilot+ PCs. They do meet all the requirements of our previous bar for what Copilot+ devices are. We still lean into the narrative around AI on the edge and being able to have a hybrid solution out there.”

That is evidence of a naming change for those Surface PCs, not a formal announcement that Microsoft has retired the Copilot+ brand across its entire PC portfolio. Nor has Microsoft stated an official reason for the change in the available reporting. The idea that the name is less useful as more Windows PCs gain AI features is a reasonable interpretation, but it remains analysis—not Microsoft’s confirmed rationale.

Why the Copilot+ name can be less useful as a shortcut

Windows AI is not one feature with one hardware requirement. Microsoft’s October 16, 2025 Windows Experience Blog said Copilot Voice and Copilot Vision were available on Windows 11 devices where Copilot was available, while still recommending Copilot+ PCs for more powerful AI experiences. Microsoft executive Yusuf Mehdi put the distinction this way: “For our fastest, most secure experience, look for a Copilot+ PC that comes with a neural processing unit capable of even more powerful AI experiences.”

In other words, broader access to some AI experiences can coexist with a hardware tier intended for more demanding or local processing. As “AI on Windows” becomes a wider umbrella, the Copilot+ name may tell readers less about which individual feature they will actually get. But that does not make the underlying hardware distinction irrelevant, and it does not mean every PC performs AI tasks equally well.

Copilot+ requirements versus Windows AI requirements

Microsoft’s consumer explainer describes Copilot+ PCs as Windows 11 devices with an NPU rated at least 40 TOPS, 16 GB of RAM, a 256 GB SSD, and Windows 11 version 24H2 or newer. These are Microsoft’s published requirements at the time of the cited materials; verify the exact model and configuration before buying.

Question What Microsoft says
What is the published Copilot+ PC hardware bar? An NPU rated at least 40 TOPS, 16 GB RAM, 256 GB SSD, and Windows 11 version 24H2 or newer, according to Microsoft’s consumer explainer.
Does every Windows AI feature require Copilot+ hardware? No. Microsoft Learn says the requirement depends on the feature and development path.
What hardware do the documented development paths support? Windows AI APIs require Copilot+ hardware; Foundry Local runs on Windows devices with a DirectX 12-capable GPU, including devices without an NPU; Windows ML supports a broad range of CPUs, GPUs, and NPUs, according to Microsoft Learn.

The table describes distinct requirements, not equivalent performance or a guarantee that a feature is available on every device that meets a broad platform requirement. For developers and buyers alike, the specific feature matters.

What the label does not guarantee

Microsoft’s Support documentation, updated in January 2026, describes local AI components on Copilot+ PCs—including models, runtimes, and hardware-optimized execution layers—and says Microsoft services these components independently through Windows Update. A device’s capabilities can therefore depend on updates as well as its original hardware.

Microsoft’s business Copilot+ page also warns that feature availability and timing can vary by device, region, and language, and that some functionality may require subsequent updates. A laptop with an NPU may be capable of certain on-device workloads without having every related feature enabled in a particular configuration or region. Conversely, some Windows AI experiences do not require a Copilot+ PC.

How to choose a PC for Windows AI features

  1. Name the feature first. Check the requirements for the particular Copilot or Windows AI experience you want; do not infer them from the words “AI PC” or from a product family name.
  2. Check the exact configuration. Confirm the NPU’s stated TOPS, RAM, storage, and Windows version for the model being sold. Configurations can differ within the same laptop line.
  3. Check availability and updates. Confirm that the feature is available for your device, region, and language, and that required Windows updates are installed.
  4. Use the Copilot+ bar as a hardware signal, not a promise of every feature. It identifies a published threshold for a class of devices, but it does not guarantee that a particular feature will be available indefinitely or in every configuration.

Microsoft’s 2025 blog also said 68% of consumers report using AI to support decision-making and that people engage with Copilot twice as much using voice as text. Those are figures Microsoft stated in that post, not independently established measurements here; they help explain the company’s emphasis on broad Copilot access but do not demonstrate why it changed the Surface naming.

Does this mean every Windows PC gets the same AI?

No. Microsoft’s own materials distinguish between features available on Windows 11 devices where Copilot is available and experiences or APIs that depend on Copilot+ class hardware. Requirements, rollout timing, and availability can vary. The most useful buying question is not simply whether a PC is “AI-capable,” but whether its particular hardware and software support the feature you care about.
