Microsoft Fabric Licensing and Capacity Costs Explained

Microsoft Fabric costs pair per-user licenses with Azure-billed F capacity. Learn what F64 changes for Power BI viewers and how to compare billing options and size a capacity.

Microsoft Fabric costs combine per-user licenses with an organization-wide capacity charge. You buy Fabric capacity as an Azure F SKU, and its cost depends on the SKU, Azure region, billing option, and time it runs. For Power BI report viewing, F64 is a key threshold: a Free user with Viewer permissions can view content on F64 or larger; below F64, viewers generally need Pro or Premium Per User (PPU). That viewing rule does not make report creation or other Fabric workloads free.

What you pay for: user licenses and capacity

A user license determines what an individual can do; a capacity license provides shared compute for an organization’s workloads. They solve different problems and may both be needed.

  • Fabric Free: A user license, not a pool of compute. It can allow Power BI report viewing in certain capacity scenarios, but it does not grant authoring privileges just because the organization has capacity.
  • Power BI Pro: A per-user license that may be needed for Power BI authoring, collaboration, or viewing, depending on the capacity and scenario.
  • Power BI Premium Per User (PPU): A per-user feature set, not Fabric capacity. PPU alone does not provide capacity for non-Power BI Fabric items such as lakehouses, warehouses, or notebooks.
  • Fabric capacity: An organizational resource pool measured in capacity units (CUs), purchased as an F SKU through Azure.

Microsoft’s licensing and capacity guidance sets out the scenarios and distinctions. Check the current table for the exact combination of user license, role, and capacity your users will have.

When can a Free user view a Power BI report?

Microsoft’s scenario guidance says a Free-license user assigned the Viewer role can view Power BI content on an F64 capacity or larger. On an F SKU below F64, viewers outside My workspace generally need Pro or PPU. The F64 threshold concerns viewing Power BI content; it does not grant report authoring, and it does not remove licensing requirements for every other activity.

Before relying on Free viewers, verify that the user has Viewer permissions and that the content is on the qualifying capacity. Apply the licensing requirements separately to people who create, publish, or collaborate on content.

How Fabric capacity costs are calculated

Fabric F SKUs are purchased through an Azure subscription. Microsoft publishes regional rates, so there is no single universal price. For an estimate, identify the SKU, Azure region, billing option, and expected running time, then use Microsoft’s live Azure Fabric pricing page to check the current rate and currency.

With pay-as-you-go, Microsoft bills by the second after a one-minute minimum. A yearly reservation is a committed alternative. The actual bill therefore depends not just on the selected SKU but also on how long it runs and whether it is paused. Confirm applicable taxes and any organization-specific agreement terms separately; the published rate alone may not represent your final charge.

Pay-as-you-go or reservation?

Option How it works When to evaluate it Trade-off
Pay-as-you-go Regional Azure rate with per-second billing after a one-minute minimum. Workloads that are intermittent, variable, or still being measured. Allows flexibility to pause or resize; costs continue while the capacity is running.
Yearly reservation A committed purchase for a selected size and period. Steady, sustained usage where expected runtime is well understood. Commitment changes the economics of idle periods and scaling down; compare actual utilization before committing.

Neither option is automatically cheaper for every organization. Compare expected running hours and idle time against the current Azure terms for your region and SKU. Microsoft’s implementation planning guidance recommends assessing subscriptions, costs, purchase type, and how predictable usage is.

How to choose an F SKU

Microsoft’s SKU reference lists capacities from F2 through F8192 and maps each SKU to its CU quantity. CUs describe capacity size; they are not by themselves a guarantee that a particular workload will perform well. A similar CU mapping also does not establish that a legacy Power BI capacity SKU is functionally identical.

  1. Inventory existing commitments. Record active capacity subscriptions, their sizes, whether they are pay-as-you-go or reserved, current costs, and any applicable organizational incentives.
  2. Measure real demand. Review workload patterns, including query and refresh activity, along with expected usage. Headcount alone is not enough to choose a capacity.
  3. Estimate runtime. Identify when workloads need capacity, how often it can be idle, and whether pausing or resizing is practical.
  4. Compare candidate sizes and billing options. Use the CU reference to identify options, then estimate cost with the live regional Azure rate and expected runtime.
  5. Agree on purchasing and cost ownership. Establish who approves the capacity, who monitors its usage, and how charges will be allocated.

This process supports a defensible estimate without assuming a workload fit from a SKU label alone.

Pausing, resizing, and large transitions

F capacities can be paused and resized, which can help match spending to intermittent demand. Microsoft warns that crossing from F256-and-below to F512-and-above can briefly interrupt capacity operations. The transition can cancel in-flight operations or jobs, so schedule that resize during a low-activity period or maintenance window and allow for reruns. How to buy and get billing support

Fabric F capacity is provisioned through an Azure subscription. Organizations can buy directly through Azure or work with an authorized Cloud Solution Provider (CSP). Microsoft says a CSP can help provision and manage subscriptions and may provide consolidated billing and support; this is a procurement route, not a guarantee of lower pricing.
