Microsoft Exchange Online CSP vs. Office 365 E1: Which License Should You Choose?

Exchange Online Plan 1 and Office 365 E1 share the same Plan 1 mailbox entitlement, but E1 adds web/mobile Office, OneDrive, SharePoint and optional Teams. CSP changes billing and support—not Exchange features.

What’s actually slowing this PC down?

Exchange Online through CSP and Office 365 E1 are not equivalent products. CSP is Microsoft’s Cloud Solution Provider purchasing channel; it changes who bills and supports you, not the Exchange mailbox features you receive. The comparable product is usually Exchange Online (Plan 1) purchased through a CSP partner versus Office 365 E1, a suite that includes Exchange Online Plan 1 plus web and mobile productivity and collaboration services.

Choose Exchange Online Plan 1 for users who mainly need hosted email and calendaring. Choose E1 when they also need browser-based Office, OneDrive, SharePoint, Teams (in the Teams-inclusive SKU), and related services. A CSP partner can be valuable for billing, migration, and support, but it is not automatically cheaper or technically superior.

The terminology problem: CSP is a sales channel, not an Exchange edition

Microsoft’s Cloud Solution Provider (CSP) program lets an authorized partner sell and administer Microsoft cloud subscriptions. Depending on the agreement, the partner may handle invoices, provisioning, license changes, migration, and first-line support. Microsoft’s Partner Center documentation describes current offers, terms, and price lists there; license-based price lists are updated monthly. See Microsoft’s CSP pricing documentation.

The Exchange entitlement is determined by the SKU on the quote. In a normal mailbox-only comparison, that SKU is Exchange Online (Plan 1). Office 365 E1 can also be bought directly from Microsoft or through CSP, so “CSP versus E1” mixes a procurement route with a product suite. Ask the seller to identify the exact Exchange SKU, E1 variant, market, currency, term, and billing frequency.

What Exchange Online (Plan 1) provides

Exchange Online is Microsoft’s hosted email and calendaring service. Microsoft’s current comparison page lists these Plan 1 baselines:

  • 50 GB primary mailbox.
  • 50 GB archive allocation as shown for the plan.
  • Messages up to 150 MB.
  • Outlook on the web, custom domains, calendars, contacts, shared mailboxes, and resource mailboxes subject to Microsoft’s service and licensing rules.
  • Built-in Exchange anti-spam and anti-malware protection, with policy and quarantine controls described in the service documentation.

Plan 1 does not include installed Word, Excel, PowerPoint, or Outlook desktop applications. Its archive allowance should not be confused with unlimited retention, auto-expanding archive, litigation hold, advanced eDiscovery, or the compliance capabilities associated with higher plans. Microsoft’s Exchange Online service description explains licensing for user mailboxes and the circumstances in which shared or room mailboxes may not need a separate user subscription. Verify your storage, authentication, and access pattern before relying on an exception.

What Office 365 E1 adds

Office 365 E1 includes the Exchange Online Plan 1 entitlement and surrounds it with a broader, browser-first suite. Microsoft lists:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Web and mobile Word, Excel, PowerPoint, and Outlook.
  • 1 TB of OneDrive storage per user.
  • SharePoint, Planner, Forms, Lists, To Do, Loop, and other collaboration services.
  • Teams in the Teams-inclusive E1 variant.

E1 is not the installed desktop Office suite. Users who need Outlook for Windows or Mac, desktop Word, Excel, or PowerPoint need a qualifying Microsoft 365 or Office license in addition to, or instead of, E1. Microsoft’s E1 page distinguishes the web/mobile apps from desktop applications.

E1 with Teams and E1 without Teams

Microsoft displays separate E1 products with Teams and without Teams. The no-Teams version may suit a market or organization where Teams is unavailable, restricted, or purchased separately. Do not assume that either version includes Teams Phone, PSTN connectivity, advanced meeting features, or every Teams workload. Confirm the exact SKU and regional availability on the quote.

Pricing: direct Microsoft references versus a CSP quote

On US Microsoft pages checked on August 18, 2026, annual-commitment prices were displayed as follows:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
License Displayed monthly equivalent Simple annualization
Exchange Online Plan 1 $4.00 per user/month $48.00 per user/year
Office 365 E1 without Teams $6.79 per user/month $81.48 per user/year
Office 365 E1 with Teams $10.00 per user/month $120.00 per user/year

These are US direct-purchase reference prices, not universal CSP prices or separate quotations. A CSP total depends on country, currency, tax, offer, term, billing frequency, partner discount, and any management or support fee. An annual commitment may be billed monthly, but the commitment itself still matters. Before comparing totals, ask:

  • Is the quote for Exchange Online Plan 1, Plan 2, or another SKU?
  • Is the term monthly or annual, and what are the seat-reduction and cancellation rules?
  • Are taxes, migration, backup, security, and administration included?
  • Is Teams included, excluded, or licensed separately?
  • Who owns tenant administration and handles escalation?

Recheck Microsoft’s pages immediately before signing because prices, bundles, and regional variants change.

CSP versus buying directly from Microsoft

Decision area CSP partner Direct Microsoft purchase
Billing Partner invoice, often consolidating Microsoft services Direct Microsoft billing
Provisioning and changes Partner may perform or manage them Your administrators manage them
Support Partner support and escalation vary by contract Microsoft support channels apply
Migration and onboarding May be bundled or separately charged Usually self-managed or separately sourced
Price transparency Depends on quote, discounts, and fees Public reference price is easier to see
Operational dependency Higher if the partner controls administration Greater direct control

CSP is a good fit when you want a trusted Microsoft adviser, local currency billing, migration assistance, or managed administration across Microsoft 365, Azure, security, or telephony. Direct purchase may be preferable when your team can administer the tenant and wants the simplest mailbox-only transaction. Evaluate the partner’s support hours, escalation process, ownership of admin credentials, renewal policy, and exit procedure—not just the license line item.

Match licenses to users, not to the organization’s logo

Email-only employees

Assign Exchange Online Plan 1 when the job requires hosted email, calendars, contacts, and web access but not Microsoft web/mobile Office, OneDrive, SharePoint, or Teams in the same subscription.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Browser-first and collaboration users

E1 is worthwhile for users who actively use browser or mobile Office, OneDrive, SharePoint, Planner, Forms, or Teams. Its value comes from those additional services, not from a different mailbox size.

Desktop Office users

Neither Plan 1 nor E1 alone is the straightforward answer for installed Outlook, Word, Excel, or PowerPoint. Evaluate Microsoft 365 Apps for enterprise, Microsoft 365 Business Standard, or an enterprise plan that includes desktop applications.

Large-mailbox or compliance-heavy users

Exchange Online Plan 2 lists a 100 GB primary mailbox, up to 1.5 TB archive, built-in DLP, and additional capabilities beyond Plan 1. Users with advanced retention, audit, eDiscovery, DLP, insider-risk, or Defender requirements may need Plan 2, E3, E5, or specific add-ons. Do not treat the word “enterprise” in E1 as a promise of full E3/E5 compliance.

Shared and resource mailboxes

Shared and room mailboxes can have different licensing treatment from user mailboxes, but storage, authentication, access, and usage can change the answer. Confirm the scenario against Microsoft’s service description rather than assigning or removing licenses by assumption.

  • 2-Year Warranty - Reliable hardware backed by Synology's expert customer support team and ongoing software updates

Security, limits, and deployment details to verify

Both options include Exchange’s baseline anti-spam and anti-malware protection. They do not automatically include every Defender, Purview, retention, audit, or eDiscovery feature. Check the current Office 365 Product Terms and Exchange Online Product Terms for add-on prerequisites and regional conditions.

Mailbox size is only one limit. Before deployment, verify recipient and sending limits, message size, mail flow, public folders, deleted-item retention, mobile access, Outlook compatibility, migration throttling, and meeting capacity. Microsoft points to current limits from its service description.

Changing Plan 1 to E1 normally changes the assigned service entitlement rather than moving a mailbox between providers. Moving from E1 to standalone Exchange can remove access to OneDrive, SharePoint, Teams, and other workloads unless another license covers them. Inventory application dependencies, retention requirements, OneDrive content, and Teams data before removing a suite license. A CSP may help with tenant setup, domains, migration, and assignments, but those services are not included automatically in the Exchange license.

Cloud-only Exchange licensing also does not by itself grant every right to run Exchange Server on premises; Microsoft discusses that distinction in its licensing FAQ. Multi-Geo and other add-ons have separate Product Terms and seat requirements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Common purchasing mistakes

  • Calling CSP a feature tier: Exchange capabilities follow the SKU, not the sales channel.
  • Assuming E1 is desktop Office: E1 is web and mobile Office.
  • Using the wrong Teams price: With-Teams and no-Teams E1 are different products.
  • Believing CSP is always cheaper: Partner discounts can be offset by support or management fees.
  • Buying E1 for every employee: Mixed licensing often fits better.
  • Assuming E1 equals advanced compliance: E3, E5, Plan 2, or add-ons may be required.
  • Removing E1 without a data plan: Mailbox data may remain, while access to other workloads changes.

Decision guide

  1. Need only hosted email and calendaring? Choose Exchange Online Plan 1.
  2. Need web/mobile Office, OneDrive, SharePoint, or Teams? Choose the appropriate E1 variant.
  3. Need installed desktop Office? Add or choose a license that explicitly includes desktop applications.
  4. Need larger mailboxes or advanced compliance? Evaluate Exchange Online Plan 2, Office 365 E3/E5, or documented add-ons.
  5. Need migration or managed support? Compare CSP partners on service scope, ownership, terms, and total cost—not on the Exchange name.

For many organizations, the practical answer is a mixed license model: Exchange Online Plan 1 for email-only staff and E1 for collaboration-heavy users. The right CSP decision is then a separate question about procurement and operations.
