The company moved the planned broad preview of the Windows feature to the Windows Insider Program first, saying it wanted more feedback and time to meet its quality and security standards. The concern was understandable: Recall was designed to save screen snapshots so users could search what they had previously seen.
What Recall was designed to do
Microsoft introduced Recall on May 20, 2024, as a way to find content a person had previously seen on a PC. It described an explorable visual timeline built from periodic snapshots of what appeared on screen. On-device AI would make that history searchable, potentially helping users return to a document, website, or other past activity.

That convenience also creates a data-exposure surface: a snapshot may include sensitive information visible on the screen. The headline’s language about “surveilling everything” is editorial shorthand, not Microsoft’s description of the feature and not evidence that Recall recorded every user’s activity. The central question was whether users would want this kind of searchable screen history, and whether its controls and protections were adequate.

Microsoft had planned a broad preview for June 18, 2024. On June 13, it said Recall would instead first be previewed through the Windows Insider Program, with wider availability to follow after feedback. Pavan Davuluri, Microsoft’s Executive Vice President for Windows + Devices, wrote that the decision was “rooted in our commitment to providing a trusted, secure and robust experience for all customers and to seek additional feedback prior to making the feature available to all Copilot+ PC users.”

The company’s stated reasons were additional feedback and meeting quality and security standards. That announcement changed the route and timing of the preview; it did not say Recall was cancelled.
What Microsoft said about privacy and security
Controls described in June 2024
In a June 7, 2024 update, Microsoft said Recall was opt-in and required Windows Hello enrollment, with authentication to view and search saved activity. It said snapshots would be stored and processed locally on Copilot+ PCs, not sent to Microsoft, and not used to train the AI. Microsoft also described controls to turn snapshots off or pause them, filter apps or websites, and delete some or all saved snapshots. It said supported InPrivate browsing and DRM-protected content would not be saved.

Architecture described in September 2024
In a September 27, 2024 security post, Microsoft said Recall was “always opt-in.” It described encryption for snapshots and associated data, with encryption keys protected through the PC’s Trusted Platform Module (TPM) and the user’s identity. Microsoft said operations requiring access to Recall data used a Virtualization-based Security (VBS) Enclave and Windows Hello authentication. The post also described sensitive-content filtering enabled by default, along with controls for retention duration and allocated disk space.
These details are Microsoft’s descriptions of its design and implementation, not the findings of an independent security audit. Local processing and encryption are meaningful controls, but they do not by themselves establish that sensitive data can never be exposed. The available information does not independently verify Recall’s security behavior or establish how it performs in every configuration.

How to read the delay and the safeguards
The useful distinction is between what Recall was meant to do and what it could put at risk. Searching a record of past screen content could help recover information; creating that record could also capture material a user would rather not retain. The safeguards Microsoft described address different parts of that trade-off:
- Collection choice: opt-in, plus controls to turn snapshots off or pause them.
- Scope: app and website filtering, and Microsoft’s stated exclusions for supported InPrivate browsing and DRM-protected content.
- Storage and access: local processing and storage as described by Microsoft, with encryption, Windows Hello, TPM protections, and a VBS Enclave in its later architecture account.
- Retention: deletion controls and, in the September post, settings for retention duration and allocated disk space.
These are separate layers, not a blanket guarantee that Recall is either safe or unsafe. A reader assessing the feature should distinguish Microsoft’s stated safeguards from independently verified assurance.

- May 20, 2024: Microsoft introduced Recall with Copilot+ PCs.
- June 7, 2024: Microsoft published an update describing privacy controls and safeguards.
- June 13, 2024: Microsoft shifted the planned broad preview to an initial Windows Insider preview.
- August 21, 2024: Microsoft updated its post to say Insiders would get Recall in October.
