Microsoft announced Copilot+ PCs on May 20, 2024, introducing a Windows PC category built around neural processing units (NPUs) capable of more than 40 trillion operations per second (TOPS). The first wave included new Surface Pro and Surface Laptop models and PCs from Acer, ASUS, Dell, HP, Lenovo, and Samsung. The announcement was a 2024 launch—not a guide to the newest PCs or today’s prices—and some features, especially Recall, did not arrive as initially implied.
What Microsoft announced
Microsoft presented Copilot+ as a new category of Windows PCs designed to run supported AI workloads on the device. Its May 20, 2024 announcement set a threshold of 40+ TOPS for the NPU and said preorders would begin that day, availability would start June 18, and launch prices would start at $999. Those were Microsoft’s historical launch details, not current price or inventory information. Microsoft’s announcement also called the machines “the fastest, most intelligent Windows PCs ever built”—a promotional description, not an independent benchmark.

The first Surface devices in the category were an all-new Surface Pro and Surface Laptop, powered by Qualcomm Snapdragon X Elite and X Plus processors. Microsoft described their NPUs as exceeding 45 TOPS and also announced the Surface Pro Flex Keyboard and Surface Slim Pen. Microsoft’s Surface announcement framed Recall as “Coming soon.”

Copilot+ later expanded beyond Qualcomm platforms: Microsoft announced devices based on AMD Ryzen AI 300 and Intel Core Ultra 200V, with eligible devices set to receive new AI experiences through Windows updates. The company said rollout timing would depend on the software release. Microsoft’s later announcement describes that expansion.

What “on-device AI” means
An NPU is a processor specialized for AI workloads. Microsoft positioned it alongside a PC’s CPU and GPU so supported experiences could run locally rather than relying entirely on a remote service. The 40+ TOPS threshold was the category’s launch criterion; meeting it does not, by itself, guarantee that every Copilot+ feature works on every qualifying PC. Eligibility can depend on the device, software, and market. Microsoft’s Copilot+ PC overview describes the current experience lineup.
Examples in the launch announcement
- Recall: Intended to help people find things they had previously seen or done on their PC by using a searchable timeline of activity.
- Cocreator: An image-generation and refinement feature in Paint.
- Live Captions: Microsoft said it could translate audio from more than 40 languages into English captions.
How the platform has changed
Microsoft’s current support documentation describes experiences including Recall, Cocreator, Studio Effects, Live Captions, and automatic super resolution. It also says Windows AI components are serviced independently through Windows Update and documents Phi Silica, a local language model optimized for Copilot+ PC NPUs. The features and their availability are not uniform across all devices or markets. Microsoft’s Copilot+ PC help pages outline supported experiences and requirements.

Recall’s launch changed, and it remains a preview
Recall became the most visible example of the gap between the launch presentation and delivery. On June 14, 2024, the Associated Press reported that Microsoft delayed broad availability after privacy and security concerns, saying it would first test the feature with Windows Insiders. The AP report documented the delay.
Microsoft’s current support material still labels Recall a preview. Microsoft says snapshot saving is opt-in, requires Windows Hello authentication, and can be paused, filtered, or deleted by the user. The company says snapshots are processed and stored locally and are not shared with Microsoft or third parties by default. These are Microsoft’s descriptions of the feature’s design and controls, not an independent security evaluation; availability and behavior may vary by device and market. Microsoft’s Recall support page provides its current guidance.

What the launch figures do—and do not—show
The announcement’s headline specifications and estimates should be read with their source and context. The NPU threshold and launch price were Microsoft’s category and launch claims. Battery figures were company-reported estimates for the first Snapdragon X Elite Copilot+ PCs, not a guarantee for every Copilot+ model.
| Figure | What it referred to | Qualification |
|---|---|---|
| 40+ TOPS | NPU capability used to define the launch category | Microsoft’s May 2024 announcement; not proof that every feature is available on every device. |
| $999 starting price | Starting price announced for Copilot+ PCs | Microsoft’s May 2024 launch figure; not a current quote. |
| More than 40 languages | Languages Microsoft said Live Captions could translate into English captions | Microsoft’s May 2024 launch claim. |
| Up to 22 hours of local video playback; up to 15 hours of web browsing | Battery estimates for first Snapdragon X Elite Copilot+ PCs | Microsoft’s figures; the announcement does not make them universal results for all models or usage conditions. |
| 30% would buy next-generation AI PCs as soon as available; another 45% within the first 12 months | Survey responses about purchase timing | IDC figures in a Microsoft-sponsored 2024 brief; not independent market-wide adoption data. |
Microsoft also published performance comparisons with a MacBook Air. Those were company-reported comparisons tied to stated configurations and test conditions, not independent testing; they are not a sound basis for treating all Copilot+ PCs as faster than all competing laptops.

What the announcement means for readers now
Copilot+ established a hardware category around local AI processing, then broadened to additional processor platforms. For anyone evaluating a PC today, the 2024 announcement is useful for understanding the category’s origins, but it is not enough to choose a current model: verify the exact processor and NPU, the features that model supports, and regional availability. Microsoft’s launch pricing and model announcements do not establish current retail listings or prices.
