To find out whether cloud seeding is used near you, check records for the exact state, county, watershed, or mountain basin—not just a broad regional map. Look for official authorizations and project details, then confirm whether dated operations reports show activity actually took place. In the United States, NOAA’s archive is a useful reporting source, but NOAA says it does not regulate weather modification.
Start with the right location and search terms
Cloud-seeding projects usually target a defined area, so identify the jurisdiction and the likely target area before searching. Depending on where you live, that may be a country, state or province, county, watershed, or mountain basin.

Recommended Free Tools
- cloud seeding
- weather modification
- precipitation enhancement
- authorization or permit
- project map or operator
- season summary or operations report
Check whether a record names a sponsor or operator, identifies a target area, and gives dates. A state program page can link to multiple record types: Idaho’s Department of Water Resources, for example, publishes authorizations alongside seasonal operations material. How do I check cloud seeding in my U.S. state?
Search NOAA’s weather-modification report archive as well as state and local agency records. NOAA says the Weather Modification Reporting Act requires a report at least 10 days before an intended weather-modification activity begins, and reports are available through the NOAA Central Library. Search by state, project or operator name, and date range. NOAA: Fact check—Debunking weather modification claims
NOAA is an archive and reporting source, not the regulator of cloud seeding. Its fact-check page states: “NOAA has no authority to regulate those activities.” For information about permission or local oversight, look to the relevant state or local authority and the named project sponsor or operator.

How to tell a planned project from actual operations
Records do not all establish the same thing. An authorization shows permission; an initial report describes intended activity. Neither alone confirms that seeding occurred on a particular day. Dated operational summaries, interim or final reports, and operational logs are stronger evidence of where and when activity took place.
| Record | What it can establish | What it does not establish by itself |
|---|---|---|
| Permit or authorization | A project has received permission under the applicable process. | That operations took place on a specific date. |
| Initial report | Planned activity and project information reported before it begins. | That the planned activity was carried out. |
| Interim or final report | Information reported during or after a project, depending on the report. | More than the dates, locations, and details actually included in that filing. |
| Dated operations summary or log | Operational information for the dates and locations recorded. | Activity outside the reporting period or target area covered by the record. |
Federal information-collection materials describe initial, interim, and final weather-modification reports and distinguish planned from concluding project information. Compare each record’s geography, operator, target area, dates, and reporting period before drawing a conclusion. Reginfo.gov: Weather Modification Reporting

What if the search finds nothing?
An empty NOAA search is not proof that no cloud seeding occurred. A February 23, 2026, review by the U.S. Government Accountability Office found weaknesses in the reporting process and the quality and public usefulness of the information. GAO recommended improving report review, forms, and communication with operators and state and local authorities. U.S. Government Accountability Office: GAO-26-108013
If the archive has no result, cross-check state and local authorizations and dated project summaries. If the answer remains unclear, contact the agency or operator named in relevant records and ask for dated operational records for the target area. Be specific about the dates and location you want checked.

How to check outside the United States
Do not assume the U.S. NOAA reporting process applies elsewhere. Start with the national or subnational meteorological, water, or environmental authority and search for the same project, permit, and operations terms. The World Meteorological Organization describes weather modification as local-to-regional in scope; the sources cited here do not establish a single global public registry of operational cloud-seeding projects.
