Eligible business subscriptions can include Copilot Chat, while Microsoft 365 Copilot is an add-on for some plans and included with Microsoft 365 E7. Check the exact plan and user eligibility before buying; a qualifying base subscription does not automatically enable every Copilot feature.
Start with the kind of account you use
Microsoft separates consumer Copilot from Copilot for an organization-managed work or school account. Their entitlements, usage limits, and access to Microsoft 365 data differ, so identify which account you are licensing before comparing plans.
- Free Copilot: A general, web-based assistant for questions, writing, and brainstorming. Access and capabilities can vary by region and language. Microsoft explains the difference between free Copilot and Copilot in Microsoft 365.
- Personal Microsoft 365: Copilot features depend on the individual plan and subscription-owner status, and usage limits apply. Sharing a Family subscription does not necessarily give every member the same in-app Copilot rights as the owner. See Microsoft’s consumer Copilot comparison for the applicable account details.
- Work or school account: The organization controls licensing and configuration. Copilot Chat access and its capabilities can depend on both the assigned license and tenant setup.
Copilot Chat and Microsoft 365 Copilot are not the same entitlement
Eligible organizations can receive Copilot Chat without buying the Microsoft 365 Copilot add-on. Chat provides web-based assistance, but it is distinct from the licensed experience that can use organizational work data and provide embedded Copilot capabilities in apps such as Word, Excel, Outlook, and Teams.
Microsoft’s comparison describes unlicensed Copilot Chat as having limited work-data reasoning. With a Microsoft 365 Copilot license, the experience can reason across work content such as meetings, emails, chats, and files, subject to the organization’s configuration and the relevant feature requirements. Which plans include or can add Microsoft 365 Copilot?
For the enterprise suites covered in Microsoft’s E3/E5/E7 comparison, Microsoft 365 Copilot is an available add-on for E3 and E5 and is included with E7. Microsoft says E7 became generally available on May 1, 2026. That is a bundle distinction—not a statement that every feature is automatically configured or available to every user.

Other business, enterprise, education, government, and related plan families may have eligible offers, but names that sound similar are not proof of eligibility. Use Microsoft’s Copilot license options and its current licensing page to check the precise subscription and offer for your organization.

Choose by the work the user needs Copilot to do
If web-based help is enough
For general questions, writing, or brainstorming, free Copilot may meet the need. In an eligible organization, Copilot Chat may provide web-based chat without the full Microsoft 365 Copilot add-on. Neither should be treated as equivalent to broad reasoning over company content or integrated app experiences.
If users need organizational data and app integration
Consider the Microsoft 365 Copilot license when users need work-grounded assistance across organizational content or embedded Copilot experiences in Microsoft 365 apps. The license decision should reflect the data and apps users need, not just whether they can open a chat interface. Microsoft describes the add-on and related extensibility choices in its licensing options and Copilot extensibility cost considerations.

If you are comparing enterprise suites
Compare the total E3 or E5 suite plus the Copilot add-on against E7, which includes Copilot. Assess the whole bundle and the needs of the users being licensed; the Copilot feature alone does not determine which enterprise suite is the better fit.

Verify eligibility and deployment before purchase
- Identify the account type. Establish whether the user has a personal Microsoft account or an organization-managed work or school account; consumer and organizational entitlements are different.
- Find the exact existing subscription. Check the assigned Microsoft 365 SKU rather than inferring eligibility from a familiar product name. Use Microsoft’s license options page for eligible plans.
- Match the license to the required experience. Decide whether web chat is sufficient or whether users need work-data grounding, app integration, or broader agent access. Microsoft’s Chat licensing comparison explains the practical distinction.
- Check user- and tenant-specific eligibility. Microsoft recommends the Copilot License Details diagnostic. Use it alongside the Copilot requirements, which describe exceptions and prerequisites for particular experiences.
- Confirm feature-specific prerequisites. A qualifying base plan does not establish that every Copilot feature is ready. For example, Microsoft says Copilot is not available with device-based Microsoft 365 Apps for enterprise licensing, and some app experiences or PSTN calling have additional requirements. Review the requirements page for the experience you intend to deploy.
Common licensing mistakes to avoid
- Assuming all Microsoft 365 plans include the same Copilot. Copilot Chat, personal-plan features, and the Microsoft 365 Copilot add-on are different entitlements.
- Assuming Family sharing gives every member owner-level Copilot access. Microsoft says personal Copilot features depend on the plan and subscription-owner status.
- Buying an add-on based only on the base plan name. Eligibility varies by exact SKU and offer; verify the user or tenant with Microsoft’s licensing documentation and diagnostic.
- Equating a license with complete deployment. Tenant configuration, app-specific prerequisites, and licensing exceptions can affect what users can actually do.
