LibreOffice is worth considering when desktop office work and OpenDocument formats suit the organization and it can arrange the support and file-exchange processes it needs. Neither choice is best for every organization: test the files and workflows employees actually rely on, then compare licensing, services, support, and operational responsibility.
How do Microsoft 365 and LibreOffice differ?
They are not equivalent packages with different prices. Microsoft 365 is a family of subscription plans that can bundle office apps with cloud services and administration. LibreOffice is a desktop office suite centered on applications such as Writer, Calc, and Impress, with OpenDocument Format (ODF) as its default. The right comparison is between the particular Microsoft plan and LibreOffice deployment your organization would use—not between the product names in isolation.

| Decision area | Microsoft 365 | LibreOffice |
|---|---|---|
| Applications | Apps and entitlements depend on the plan. Business Basic provides web and mobile apps; Business Standard adds desktop apps. | Includes desktop applications such as Writer, Calc, and Impress. The available information does not establish feature parity for every specialized workflow. |
| Cloud services and administration | Business plans bundle services such as business email, cloud storage, collaboration, and administration, with availability depending on plan. | Do not assume the suite itself supplies equivalent bundled cloud services or administration. Establish which services and operational support the deployment needs. |
| Security and device management | Business Premium adds advanced cyberthreat protection and device management; enterprise offerings vary. Verify the capabilities of the specific plan. | Compare the deployment with the identity, endpoint, and data controls the organization already operates. The available information does not establish equivalent bundled controls. |
| Working file format | Microsoft Office formats may be required for Microsoft-centered workflows and exchange. | Defaults to ODF and can open and save common Word, Excel, and PowerPoint formats. Support for a format does not guarantee identical rendering or behavior. |
| Procurement and support | Subscriptions are user-licensed; device entitlements depend on the product and current Product Terms. | LibreOffice recommends that businesses source a LibreOffice-based deployment through an ecosystem partner. The support scope and terms depend on the provider. |
Microsoft 365 plan names and included services can vary by market and change. Check the current plan comparison for your organization’s region, including whether the desired Teams or Copilot variant is included. Exact regional prices are not established here, so use current local terms when calculating cost.

When does Microsoft 365 make more sense?
Consider Microsoft 365 when the organization wants its office apps alongside cloud collaboration and administration, or when particular users need desktop apps, advanced security, or device management included in an eligible plan. The subscription model also makes it important to match licenses to actual users and requirements rather than assume every employee needs the same package.

Choose the plan around each user’s work
- Business Basic: Microsoft describes this plan as providing web and mobile apps, business email, and cloud storage. Do not assume it includes desktop app entitlements.
- Business Standard: Microsoft describes this plan as adding desktop apps to the Business Basic services.
- Business Premium: Microsoft describes this plan as adding advanced cyberthreat protection and device management. Check whether these capabilities fit into, or duplicate, your existing security and endpoint setup.
These are plan descriptions, not a substitute for checking current availability, licensing conditions, and the exact services in your market. Enterprise plans are another option for organizations with different requirements; their features should be assessed against the specific controls and services needed.
Check licensing and device entitlements
Microsoft describes Microsoft 365 Apps licensing as user-based. Microsoft says provisions are typically limited to five devices, but the applicable entitlement is product-specific and governed by current Product Terms. Confirm the terms for the product you are buying before planning shared devices, multiple computers, or a large deployment.

When does LibreOffice make more sense?
LibreOffice can suit an organization whose work is primarily desktop office work, whose application needs fit Writer, Calc, and Impress, and whose format strategy favors ODF. It may also suit a mixed-format environment that can test and manage documents exchanged with Microsoft Office users.
LibreOffice can open and save common Word, Excel, and PowerPoint formats, and it supports batch conversion of Office files to ODF. Those capabilities establish format support, not guaranteed fidelity for every layout, spreadsheet feature, macro, comment, or embedded object. Validate the documents and workflows that matter instead of assuming files will behave identically in both suites.

Plan for business support
LibreOffice recommends that businesses source a LibreOffice-based deployment from an ecosystem partner. Evaluate the particular provider’s support scope, service levels, update approach, and commercial terms. The recommendation does not establish that every partner offers the same services or that a particular support arrangement is included with the software.
What about Office LTSC instead of Microsoft 365?
Office LTSC is a separate procurement option, not another Microsoft 365 subscription tier. Microsoft describes Office LTSC as a one-time-purchase commercial suite without the Microsoft 365 services and ongoing feature updates included in subscriptions. Consider it if the organization wants a fixed Microsoft desktop suite but does not want the subscription’s bundled cloud services; verify the current product and licensing terms before choosing it.

How should you compare file compatibility?
Build the comparison around real documents, not a general claim that one suite “supports” the other’s formats. Start with the files that would be costly or risky to change, then run them through the intended applications and sharing process.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Include organization-specific templates and documents with complex layout or formatting.
- Test spreadsheets that depend on formulas, specialized features, or macros.
- Check presentations, comments, and documents containing embedded objects.
- Verify both opening and saving: inspect the result after round-tripping a file and sharing it with the people who use it.
- If moving toward ODF, test the proposed conversion process on representative Office files, including batch conversion where relevant.
Record which workflows work as required, which need adjustment, and which still depend on a particular suite. That evidence can inform deployment scope, training, and any exceptions to the organization’s preferred working format.

How can you make the decision?
- Inventory users and workflows. Identify who needs desktop apps, web access, particular spreadsheet or presentation features, email, cloud collaboration, or administration.
- List security and device requirements. Compare the capabilities of the specific Microsoft plan or LibreOffice deployment with the controls already in place; do not treat an office suite alone as proof that policy or regulatory needs are met.
- Choose a file-format policy. Decide whether ODF, Microsoft formats, or a deliberate mix should be used for working documents and external exchange.
- Pilot representative files. Test templates, complex spreadsheets, presentations, comments, embedded objects, and macros used in the organization.
- Compare the full operating cost. Include licenses, bundled services the organization actually needs, deployment, migration, support, and ongoing administration. Microsoft 365 costs vary by market and plan, and LibreOffice support costs depend on the arrangement selected.
- Confirm current terms before rollout. Check Microsoft’s regional plans and Product Terms or, for a LibreOffice-based deployment, agree on the partner’s support and update responsibilities.
Check lifecycle before keeping an older Office suite
For organizations still using Office 2016 or Office 2019, Microsoft says support ended on October 14, 2025. The applications continue to run, but Microsoft warns that unsupported use may pose security risks. Treat continued operation as distinct from receiving support, and account for that lifecycle status in any decision to retain, replace, or migrate them.
