In the US, Microsoft lists Copilot Business at $18 per user per month with annual billing during a promotion scheduled through December 2026; its stated regular price is $21. The add-on requires an eligible Microsoft 365 business subscription, so the real cost is the base plan plus Copilot unless you choose a bundle. Monthly subscription billing is listed at $25.20 per user per month, but still carries an annual commitment. These prices were checked October 4, 2026, and may differ by country or sales channel.

Estimate the full cost, not just the add-on
For an add-on purchase, budget for the existing qualifying base subscription plus Copilot. Compare that combined cost with the published bundles rather than assuming a bundle is cheaper. The right comparison depends on what your business already licenses and whether it needs the bundle’s apps, services, security or management features.

Do I need a separate Copilot license?
For paid, work-grounded Copilot features, yes: Copilot Business is an add-on to an eligible base subscription, not a replacement for it. Microsoft lists Business Basic, Business Standard, Business Premium and Microsoft 365 Apps for Business as qualifying bases. Microsoft licensing options.
Microsoft defines the Copilot Business market for organizations with 300 or fewer users and caps the product at 300 seats per tenant. If your organization exceeds that limit, check the broader Microsoft Copilot offering and validate the eligible licenses with Microsoft or a partner. Copilot Business FAQ.

Microsoft lists eligible subscriptions as including web-grounded Copilot Chat at no additional cost, but a Business Standard subscription by itself is not the same as a paid Copilot license. Paid Copilot Business adds licensed work-grounded capabilities. Check the precise subscription and tenant configuration rather than treating “Copilot” as one feature set. Microsoft licensing options.

Copilot Chat vs. Copilot Business: what changes?

|---|---|---|
| Grounding | Web-grounded: answers use internet results. | Work-grounded capabilities can use work or school information the signed-in user is permitted to access. |
| License | Included at no additional cost with eligible subscriptions, according to Microsoft. | Requires a Copilot license and qualifying base subscription. |
| Capabilities highlighted by Microsoft | Web chat; exact availability depends on the user’s subscription and tenant configuration. | Copilot in apps such as Word, Excel, PowerPoint and Outlook, Work IQ chat, reasoning features, prebuilt agents and analytics; availability depends on license, app and tenant configuration. |
Microsoft licensing options and Microsoft requirements explain the distinction and caveats. Chat can be a way to try web-grounded prompts before deciding which roles justify a paid seat; it is not equivalent to paid, work-grounded Copilot.

Confirm user and app prerequisites
- Users need a work or school Microsoft Entra ID account and an eligible base subscription.
- Exchange Online is required for experiences based on email, calendar, meeting or mailbox data. Copilot does not work in group mailboxes.
- Users who need Copilot in desktop apps need supported Microsoft 365 apps deployed. Some experiences also depend on OneDrive, supported app versions, privacy settings, network access and tenant configuration.
- Teams meeting content after a meeting requires transcription or recording to be configured.
Microsoft recommends its Copilot License Details diagnostic to check whether an individual user meets license requirements. Verify the person’s app, plan and tenant configuration before promising a particular feature. Microsoft requirements; licensing options.

Review access and governance
Microsoft says Copilot Business follows the data policies set for an organization’s Microsoft 365 for business tenant. That does not remove the need to review permissions and sharing: work-grounded responses can use information the user is allowed to access, so overly broad access can matter. Check existing controls before rollout. Copilot Business FAQ; Microsoft requirements.
Run a targeted pilot
- Inventory base subscriptions, user counts, supported apps and Exchange Online coverage.
- Identify roles likely to use work-grounded features, then compare the total base-plus-add-on cost with available bundles.
- Review permissions, sharing and privacy settings; confirm the relevant app and tenant requirements for each pilot user.
- Assign a limited number of seats and evaluate actual usage before deciding whether to license more employees.
Eligible included Chat offers a lower-cost way to try web-grounded prompts; it does not establish that a user needs or will benefit from a paid seat. Microsoft’s cited materials do not establish a named independent SME return-on-investment statistic, so assess your own adoption and costs rather than relying on an assumed productivity percentage.
