For most small businesses, paid Microsoft 365 Copilot requires two things: an eligible Microsoft 365 base subscription and a separate Copilot Business license for each user who needs work-grounded Copilot features. Eligible subscribers can use web-grounded Copilot Chat at no additional cost, but that is not the same entitlement as the paid license.
What a small business needs to buy
Microsoft lists Business Basic, Business Standard, Business Premium, and Microsoft 365 Apps for Business as eligible prerequisites for Microsoft 365 Copilot Business. Teams Essentials also appears in Microsoft’s prerequisite list, but that does not mean every tenant and app combination offers the same features. Check the current Microsoft Copilot license options and requirements for the specific plan and workload.

The base subscription and Copilot license are separate unless you choose a bundle that includes both. You do not necessarily need to license every employee: identify the people who need paid, work-grounded features and license those users. Compare the cost of adding Copilot to your existing base plan with the full price of an eligible bundle.
Included Copilot Chat versus paid Microsoft 365 Copilot
Eligible Microsoft 365 subscribers can use Microsoft 365 Copilot Chat, which is grounded in the web, at no additional cost. A paid Copilot license adds work-grounded chat that can use organizational data, along with Copilot experiences in Microsoft 365 apps. Treat these as different access levels, not interchangeable names for the same license. Microsoft describes the paid plan’s features on its Microsoft 365 Copilot Business page.

The paid business offering highlights Copilot in Word, Excel, PowerPoint, Outlook, and Teams, as well as Work IQ-powered chat, reasoning features for research and data analysis, prebuilt agents including Researcher, Analyst, and Facilitator, and usage and adoption analytics. Do not compare the $20.30 or $28.80 bundle price directly with the Copilot add-on price: the bundle includes a base plan, while the add-on does not. The displayed bundles are specifically for plans without Teams. Verify whether Teams is included in the plan you select and whether the live price still applies.

Account and service requirements
- Work or school identity: Each user needs a work or school Microsoft Entra ID account.
- Mailbox features: Experiences that use mailbox data require Exchange Online.
- Supported apps and configuration: App-specific features depend on supported Microsoft 365 apps and services, user configuration, and tenant settings. Buying a license alone does not guarantee every feature is ready.

How to check eligibility and assign licenses
- Inventory the users and plans. Decide who needs paid work-grounded features and record each user’s current base subscription.
- Check the current prerequisite list. Confirm each user’s plan is eligible; do not infer eligibility from a similar-sounding Microsoft subscription.
- Compare total cost. Add the Copilot license price to the existing base-plan cost, then compare it with an eligible bundle. Check billing commitment, promotion conditions, currency, and Teams inclusion on the live regional page.
- Verify the user and workloads. Confirm the user has a work or school Entra ID account and the services needed for the specific features, including Exchange Online for mailbox-grounded experiences.
- Run Microsoft’s Copilot License Details diagnostic. Use the diagnostic to check a specific account, then follow Microsoft’s admin-center guidance for assigning licenses.
- Troubleshoot by feature. If a capability is missing, check app support, tenant settings, connected experiences and privacy controls, and market availability before assuming the license is the problem.
