If Microsoft’s Media Creation Tool (MCT) will not create a bootable USB, first identify where it fails: the tool will not download or open, USB creation fails while writing, or creation completes but the target PC does not start Windows Setup. These are different problems, and the title alone does not identify a single fix. Check the exact error and the step where it appears before choosing what to try.
Identify which part of the process failed
- The tool will not download or open: Note whether the failure happens on Microsoft’s download page, during the download, or when launching the tool.
- The tool starts but USB creation fails: Record the exact error text or code and whether the USB drive appears in the tool or in Windows afterward.
- The tool says it finished, but the PC will not boot from USB: This is a boot-selection or startup stage, not necessarily a failure to create the media.
For a useful diagnosis, note whether you are creating Windows 10 or Windows 11 media, where the process stops, and any error code. Microsoft’s guidance establishes media requirements and recovery options, but it does not identify a universal fix for an unspecified MCT error.

Check the requirements before creating the USB
Microsoft’s Create installation media for Windows instructions call for a reliable internet connection and, for the USB option, “a blank USB flash drive with at least 8 GB of space.” Creation deletes the drive’s contents, so copy off any files you need before selecting it. Microsoft does not require a particular brand, speed rating, or capacity above that minimum in the cited instructions.

Use Microsoft’s current Windows download page to obtain the tool for the Windows version you need. If the USB route is unavailable or unsuitable, Microsoft also lists an ISO download option, including for use with a virtual machine or for burning a DVD.

If USB creation fails while writing
Protect data on the drive
Do not keep retrying with a USB drive that contains files you have not backed up. MCT creation erases its contents. If the tool reports an error, save the exact wording and code before closing it; that detail is needed to distinguish a download problem from a drive-writing failure.
Treat error codes as specific, not interchangeable
The code 0x80042405 - 0xA001A appears in a historical 2017 Microsoft Q&A thread. Participants reported conflicting workarounds: some said running the tool from the target USB helped, while others described different formatting approaches or reported no success. Those community reports do not establish a current, official, or reliable fix. Do not assume this code is your issue unless it matches the message you see.

If the error persists, use Microsoft Support with the exact code, Windows version, and step where creation fails. Avoid applying a formatting or partitioning procedure based only on an anecdote; it may not address your failure and can erase data.

When Windows Setup does not appear, follow the computer manufacturer’s instructions for opening its boot menu or changing boot order and selecting the USB drive. The key or procedure varies by manufacturer and model. Microsoft’s Reinstall Windows with the installation media guidance directs users to the PC manufacturer when the setup screen does not appear.

If the USB is not offered in the boot menu, consult the manufacturer’s startup instructions for that specific device before changing firmware settings. A completed media-creation process and a PC that does not boot from the media are separate stages; the latter does not by itself prove that MCT failed to write the USB.
Choose recovery media or installation media for the job
Before choosing a route, consider whether the PC still boots, whether you want repair or a clean installation, whether you need device-specific drivers or factory apps, and whether you are prepared to erase data.

Back up personal files before starting a clean installation. Microsoft warns that a clean installation removes personal files, apps, manufacturer customizations, and settings. Its reinstallation instructions also explain that the installed Windows edition should match the device’s license. Activation and product-key handling depend on the device and license, so successful activation should not be assumed in every circumstance.

Windows 10 support status
Microsoft states that Windows 10 support ended on October 14, 2025. Free Windows Update software updates, technical assistance, and security fixes ended on that date. This is a support-status change, not evidence that the Media Creation Tool must fail.
