MDR vs. SOC: Which Security Operations Model Is Right for Your Business?

MDR is a detection-and-response service; a SOC is the security operations function. Compare internal, outsourced and co-managed models, then check the scope and response authority in any agreement.

Managed detection and response (MDR) is a service; a security operations center (SOC) is a security function. They are not mutually exclusive choices: a business can run its own security team while relying on an MDR provider for continuous monitoring or agreed response work. The right model depends on the control, expertise, coverage and response authority your organization needs—and the work it can realistically operate itself.

What’s the difference between MDR and SOC?

NIST uses MDR for managed detection and response and SOC for security operations center. In practical terms, MDR describes an external service that performs contracted detection and response work. A SOC describes the people, processes and technology responsible for security monitoring and operations. A traditional SOC is often internal, but SOC capabilities can also be outsourced or shared. NIST’s MDR glossary and SOC glossary define the terms; delivery models vary by provider.

So the useful question is not simply “MDR or SOC?” Ask who operates the analysts, tools and daily workflows, and who has authority to act when a threat is found. An MDR provider may complement an internal SOC, fill a monitoring gap or take on a larger share of operations.

How the operating models compare

The table describes common distinctions, not a guarantee of what every provider includes. In particular, MDR packaging, tool requirements and response permissions differ. Confirm each item in the proposed service and contract.

Decision area Internal SOC MDR service Co-managed model
Operating responsibility Your organization hires, directs and operates the team. The provider performs the detection and response work specified in the agreement. Your staff and the provider divide responsibility; assign each task explicitly.
Control and context Your team has direct operational control and can build deep day-to-day organizational context. The provider supplies operational capacity, while your organization retains oversight and coordination duties. Your team retains selected ownership while outside staff support operations.
Staffing and tools You recruit and manage staff and buy, configure and maintain the tools. The provider supplies analysts and may supply a platform or work with your existing tools; arrangements vary. Outside support can reduce some operational workload while internal capability remains.
Response authority Your organization sets and carries out response decisions. The provider’s permitted actions depend on the service agreement and access granted. Divide authority in advance, including by incident severity and approved playbook.
Key question Can we recruit, retain, equip and manage the capability we need? What is monitored, what response is included, and what remains our responsibility? Which tasks will the provider own, and how will our team direct and review them?

When should a business consider MDR?

MDR may suit an organization that needs detection and response operations but cannot staff or maintain them internally. That is a reason to evaluate the service, not a guarantee that a particular provider will cover the organization’s environment or act quickly enough. Verify monitoring hours, covered systems, contractual response commitments and the actions the provider is allowed to take.

Outsourcing work does not eliminate the need for a customer-side owner. Your organization still needs to provide relevant context and access, make decisions reserved to it, handle excluded responsibilities and coordinate recovery. CISA’s managed-service guidance emphasizes clear responsibility for activities such as hardening, detection and incident response, as well as defined notification terms.

When does an internal SOC make more sense?

An internal SOC may be the better fit when direct control, in-house context, customization or operating requirements justify building and sustaining a team and its technology. That means taking responsibility for staffing, management, tools, training and coverage—not just buying a monitoring platform. Assess whether the organization can maintain the capability it needs over time, rather than assuming that acquiring tools alone creates an operational SOC.

Is co-managed security a practical middle ground?

Yes. In a co-managed arrangement, internal staff retain some security ownership while a provider supports defined operations, such as operating detection products or providing monitoring capacity. The split should be concrete: name who tunes detection, investigates alerts, approves containment and leads recovery. Gartner’s public abstract for its Market Guide for Co-Managed Security Monitoring Services, published April 14, 2025, describes services that can help operate, configure and maintain threat-detection products with lower SOC staffing overhead. The abstract supports the existence of this model; it does not establish that every service delivers the same scope or outcome.

How to evaluate a proposal or plan an internal capability

Compare actual proposals with the work and coverage your organization needs. There is no universal cost or company-size cutoff established here for choosing MDR over an internal SOC. For an internal capability, account for staffing, tools, infrastructure, training and required coverage; for a service, compare the contracted scope, dependencies and customer duties.

  • Coverage: Which endpoints, identities, cloud services, network sources and logs are monitored? What is excluded?
  • Hours and commitments: Is monitoring continuous? What service hours and response times are promised in the contract?
  • Authority: Does the provider only alert, or can it contain hosts, disable accounts, block activity or make other changes? What approval and emergency rules apply?
  • Incident ownership: Who investigates, preserves evidence, coordinates recovery and leads communications?
  • Notification: How and how quickly will the provider contact you? What happens when an incident occurs outside your staffed hours?
  • Technology and data: Which platform or agents are required? Who owns licensing, configuration, tuning, retention and access to collected data?
  • Provider access: Which provider employees, subcontractors or other third parties can access your systems or data? How are privileges limited and reviewed?
  • Readiness: How will you test incident-response and recovery plans with the provider?
  • Exit: What are the termination, data-export, transition and evidence-retention arrangements?

CISA’s guidance calls for customers to understand provider access and related supply-chain risks, allocate responsibilities clearly, and define services, contingencies and incident notification in contracts. For response planning, NIST Special Publication 800-61 Revision 3, published in April 2025, places incident-response recommendations within cybersecurity risk management and the NIST Cybersecurity Framework 2.0.

How to choose for your business

Choose based on risk, operational capacity, response obligations, existing tools and the authority you are prepared to delegate—not a rule based only on headcount, industry or budget.

  • Evaluate MDR if outside operations could provide coverage or expertise you cannot sustain internally, and the provider’s documented scope and permitted actions meet your needs.
  • Build or retain an internal SOC if direct control, internal context or customization justifies the ongoing investment in people, tools and management.
  • Consider co-management if your team wants to preserve selected ownership but needs help with detection-product operations or monitoring capacity.

Whichever model you select, make responsibilities and handoffs explicit. A label such as “MDR” or “SOC” does not tell you which systems are covered, who makes a containment decision or who owns recovery; the operating details and contract do.
