MC1485116: Exchange Online Requires EWSAllowedAppIDs Starting October 10, 2026

Starting October 10, 2026, enabling Exchange Web Services (EWS) with EwsEnabled = $true will no longer be enough for affected Exchange Online tenants: administrators must also configure EwsAllowedAppIDs with the application IDs permitted to use EWS. Apps absent from that list may lose access. The change is part of a broader EWS retirement, not a permanent exemption from it.

What changes on October 10?

Microsoft Message Center notice MC1485116 says Exchange Online will require an app-ID allow list for EWS access when the organization-level EwsEnabled setting is $true. The notice describes a rollout across Worldwide, GCC, GCC High, and DoD tenants beginning in early October 2026 and expected to finish in early July 2027. Its specific October 10 enforcement milestone applies to Worldwide tenants; see the archived reproduction of MC1485116.

Worldwide tenant milestones in the notice

  • October 2, 2026: Microsoft identifies affected tenants. After this date, tenants enabling EWS must configure their own app-ID list.
  • October 8–9, 2026: Microsoft populates lists for qualifying tenants using EWS activity observed in the preceding 60 days.
  • October 10, 2026: The allow list becomes required when EWS is enabled. Applications not listed may lose EWS access.

The notice says tenants with EWS enabled and an app-ID list already configured will not have that EWS-enabled setting modified by Microsoft before April 2027. Cross-tenant organization relationships are not affected by this particular requirement.

How does EwsAllowedAppIDs work?

Microsoft’s Set-OrganizationConfig reference defines EwsAllowedAppIDs as the Azure application IDs allowed to access EWS when EwsEnabled is $true. The IDs are GUIDs, and multiple values are supplied as a comma-separated list. Applications not specified are blocked.

How do you inspect and maintain the allow list?

Retrieve the configured IDs

Use Exchange Online PowerShell to retrieve the operation access policy and display its app-ID list:

Validate the applications before relying on the list

Use tenant usage information and your own integration inventory to confirm which application IDs must continue using EWS. The automatic list population described in MC1485116 is based on activity in the preceding 60 days and applies to qualifying Worldwide tenants; it is a starting point, not proof that every dependency has been captured. Infrequently used integrations, such as scheduled or seasonal jobs, may not appear in that window.

The notice names possible EWS-generating scenarios including Outlook for Windows, Classic Outlook for Mac, Excel Power Query, Power BI, and Exchange Server hybrid. That does not mean every deployment of those products depends on EWS. Check actual tenant usage and deployed versions. The notice distinguishes Classic Outlook for Mac from new Outlook for Mac and says to include the Office app ID when Classic Outlook for Mac remains in use.

Preserve all required IDs when editing

MC1485116 describes EwsAllowedAppIDs as a replacement list: when changing the value, retain every application ID that still needs EWS. The notice estimates up to 24 hours for allow-list changes to take effect and about one hour for EwsEnabled changes. Those propagation estimates come from the archived notice reproduction.

Do not confuse it with EwsAllowList

EwsAllowList is a different Exchange policy based on user-agent strings, documented separately in the Microsoft parameter reference. It does not replace the Azure app-ID allow list in MC1485116.

Does this remove the need to migrate from EWS?

No. Microsoft says EWS will begin to be disabled globally in Exchange Online in October 2026 and is planned to be fully disabled in April 2027. The allow-list requirement governs which apps may access EWS during the transition; it does not extend EWS beyond that retirement timeline. Microsoft recommends identifying internal and third-party EWS dependencies and planning their migration. Its EWS retirement guidance notes that some capabilities have no documented Microsoft Graph equivalent, including generic Public Folder CRUD, generic Microsoft 365 Group mailbox CRUD, and legacy Discovery Mailbox access. Confirm the API and workflow for each dependency rather than assuming a one-to-one Graph replacement.

Skype for Business Server hybrid has separate guidance

For Skype for Business Server hybrid, Microsoft documents separate prerequisites and dates: eligible deployments must configure EWS and required app IDs for legacy calls during transition, then install a planned server update that replaces those calls with Microsoft Graph before full EWS retirement. Consult Microsoft’s Skype for Business Server hybrid guidance if that workload is in scope; its timeline is not the same as the general app-ID enforcement milestone.
