Windows 11 uses RAM for the operating system, drivers, apps, background work and cached data. A high memory percentage on its own does not mean something is wrong: check available memory and whether the PC is actually slowing down, then use Task Manager to find the biggest memory users.
Why Windows 11 can show high memory use
The number in Task Manager includes more than the apps visible on your desktop. Windows, device drivers and background processes use memory, and Windows also keeps recently used data in memory so it can be accessed again quickly.
Microsoft defines total memory as memory in use plus available memory. Available memory includes both free memory and standby memory. Standby memory holds cached data and files that are not actively in use and can be made available to apps when needed. A large cache is therefore not automatically RAM that apps cannot use. Microsoft explains these memory categories in its Task Manager documentation.
The balance depends on the computer and what is running. Microsoft does not publish a universal Windows 11 idle-RAM figure or an official idle percentage that applies to every PC, so a single high percentage cannot diagnose a fault.

Is high memory use a problem?
Look at available memory and the computer’s behavior, not just the percentage. If Windows remains responsive and apps work normally, a high reading alone may not require action. If the PC is sluggish, apps struggle, or available memory stays low during your usual workload, investigate what is consuming resources.
Microsoft lists several possible contributors to poor performance: limited hardware, too many startup apps, background activity, outdated software, and having too many apps or browser tabs open. Those are possibilities, not a diagnosis of any particular PC. Microsoft’s performance guidance recommends checking resource use and reducing unnecessary activity.

Find out what is using RAM
- Press Ctrl + Shift + Esc to open Task Manager.
- Select Performance > Memory to review installed memory, memory in use and available memory.
- Select Processes and sort by the Memory column. This shows which listed processes are using the most memory at that moment.
- Close only apps you recognize and are not using. Avoid ending unfamiliar Windows processes or services.
- Open Settings > Apps > Startup, or in Task Manager select Startup apps. Disable only entries you do not need to start automatically.
- Restart the PC, then check whether the slowdown or constrained available memory returns during your normal workload.
- If the computer has broader performance problems, check for Windows updates and applicable optional drivers in Settings.

When to consider adding RAM
Microsoft lists 4 GB as the minimum RAM requirement for Windows 11; that is a minimum, not a promise of comfortable performance for every app or workload. Microsoft also cautions that some features, apps and added hardware may require more. Its general memory guidance suggests 8 GB for longer-term use and says 16 GB or more may suit some photo or video editing and high-performance work. These are broad recommendations, not proof that every Windows 11 PC needs an upgrade. Windows 11 system requirements and Microsoft’s computer-memory guidance provide the figures and context.

An upgrade is worth investigating if available memory is repeatedly constrained during the work you actually do and the computer supports additional or replacement memory. Before buying, identify the exact PC model and check its manufacturer documentation for:
- Supported memory type, form factor and maximum capacity
- Number of slots, available slots and supported module arrangement
- Whether memory is soldered or otherwise non-upgradeable
- Installation instructions and any warranty implications
A compatible upgrade can address a capacity shortage, but it will not by itself fix an app that keeps growing in memory use, a driver problem or unnecessary background activity. Microsoft advises checking with the computer manufacturer or a retailer about upgrade options; compatibility cannot be established without the exact model.

If the problem keeps coming back
If one process repeatedly grows in memory use, or the PC remains slow after closing unneeded apps and restarting, investigate that app and check for updates or PC-specific support information. Task Manager readings depend on the workload and moment you check them; without the computer model, readings and symptoms, they cannot establish the cause.
Avoid treating registry edits, “RAM cleaner” utilities, disabling core Windows services or manually setting a fixed page file as general fixes. The Microsoft guidance cited here does not recommend those steps as a general answer to high RAM use.
