To create a fillable Word document, use the desktop app: add the Developer tab, insert content controls for each response, configure their properties, and optionally restrict editing so recipients can fill the form without changing its structure. Word for the web can display changes to a desktop-created form, but cannot create fillable forms.
Plan the form before adding fields
Start with a blank document or a suitable template. Add a clear title, brief instructions, and labels for each requested response. Then place the cursor where each answer should go. Clear labels make the form easier to complete and help you choose the right control for each response.

Show the Developer tab
Word’s form controls are on the Developer tab. In Windows desktop Word, go to File > Options > Customize Ribbon, then select Developer under Main Tabs. On Mac, the interface can differ; Microsoft’s template instructions begin at File > New from Template. If the steps or a control are not visible, check the Word edition and version you are using. Microsoft’s form guidance covers Word for Microsoft 365, Word 2024, Word 2021, Word 2019, and Word 2016, including listed Mac editions. See Microsoft’s form instructions.
Choose the right field for each response
On the Developer tab, place the cursor at the response location and insert the control that matches what the respondent needs to enter.
#1 Best Overall
| Control | Use it for |
|---|---|
| Plain-text content control | Short, unformatted answers. |
| Rich-text content control | Longer answers that may need multiple paragraphs or formatting. |
| Check box | A yes/no response or a selectable mark. |
| Date picker | A date entry. |
| Drop-down list | A choice from a fixed list, without typing a different answer. |
| Combo box | A listed choice or a respondent-entered alternative. |
| Picture control | A place for the respondent to supply an image. |
For a drop-down list or combo box, select the control and open Properties to add the permitted choices. If you select Contents cannot be edited, respondents will not be able to click a choice. Microsoft describes the available controls in About content controls.
Set prompts and field properties
Select a content control and open Properties to configure available options, such as a date display format or list choices. Use concise prompts so respondents know what belongs in each field. If the form uses instructional placeholder text, customize it in Design Mode; otherwise, the instruction may not fit the form or could confuse respondents.

Restrict editing when recipients should fill fields only
When the form’s layout should stay stable, use Developer > Restrict Editing, select the editing restriction you want, then choose Yes, Start Enforcing Protection. To protect only part of a document, Microsoft’s instructions use sections and let you choose which sections are protected. Try the restrictions on a copy before distributing the form, and confirm recipients can complete the intended fields.

Microsoft Support explains that making a document read-only does not stop someone from making a new copy and saving it elsewhere or under another name. Also, if you do not set a password, anyone can change the editing restrictions. See Microsoft’s guidance on read-only documents and saving a Word document as a template.

Save the form for reuse or distribution
Save a regular Word document when you are distributing a completed form for recipients to fill in. If you want a reusable starting point, save it as a template. Microsoft lists .dotx, .dot, and .dotm as Word template formats; .dotm supports macros. Choose a macro-enabled format only if the form actually needs macros—ordinary content controls do not require them. For the template workflow, follow Microsoft’s template instructions.
Test the form and understand printing and web limits
- Save a copy of the document so you can test without changing the version you plan to distribute.
- Apply the editing restrictions if you intend respondents to fill designated controls only.
- Reopen the copy, enter sample responses, and check that the fields and choice lists work as intended.
- Save the completed test copy and inspect the result before sending the form.
You can print a form built with content controls, but the boxes around those controls will not print, according to Microsoft Support. If respondents will complete a printed copy, make sure the document still provides enough visible space for handwritten answers.

Microsoft states that creating fillable forms is not available in Word for the web. Create and maintain the controls in desktop Word. A form made there can be reopened in Word for the web to see changes, but that does not make the web app an authoring tool for fillable controls.
