Machine Identity at the Front Door: How to Govern Robot and AI Agent Access

Robots and AI agents that can enter buildings need accountable identities and tightly scoped permissions. Authentication, authorization, physical access and safety are related—but separate—controls.

Robots and AI agents should not inherit a person’s badge or broad service-account permissions just because they need to enter a building. Treat each machine as an accountable identity, authenticate it separately from deciding what it may do, and limit its physical and digital authority by task, place and time. That is a practical governance proposal—not a complete robot-identity standard already prescribed by NIST.

What is a machine identity?

A machine identity is the identity an organization assigns to a nonhuman system so it can be recognized, granted limited authority, monitored and eventually disabled. It may represent software, a service or a device. For a mobile robot, the important point is not simply that the robot has a serial number: the organization needs a controlled identity record that connects the system to an accountable owner, its approved purpose and the credentials or mechanisms it uses to request access.

That identity should remain distinct from the human who bought, maintains or supervises the machine. A person may authorize a task or delegate a bounded set of actions, but the machine’s activity should still be attributable to the machine identity and, where applicable, to the human or organizational authority behind the delegation.

Why does a machine identity change when it reaches a door?

Network access and room access are related but separate control problems. A software policy can limit access to data or tools; a physical-access policy governs entry through a door, gate or other boundary. When an agent can influence both, an organization needs to connect the decisions and records without treating one permission as proof of the other.

Control question What it establishes What it does not establish
Authentication Which identity or credential is being presented. Whether that identity is allowed to enter a particular area or perform a particular action.
Authorization Which actions an authenticated identity may take under the applicable policy. That the identity presented is genuine; that is an authentication question.
Logical access control Which systems, data or software tools an identity may use. Permission to cross a physical boundary.
Physical access control Which doors, facilities or areas an identity may enter. Permission to use a digital system or perform every action available to the robot.

NIST’s FIPS 201-3 is an identity-authentication standard for federal employee and contractor PIV credentials. It covers physical access to federally controlled facilities and logical access to federally controlled systems, but explicitly leaves authorization and access-control decisions outside its scope. It is not a general machine-identity standard, and a robot should not be treated as a person with a PIV credential.

What do current standards and projects cover?

Existing guidance offers useful control building blocks, but none of the cited work establishes a complete, universal framework for enrolling robots as building-access identities.

Source What it addresses Boundary to keep in view
NIST SP 800-171 Rev. 3 Security requirements for nonfederal systems handling controlled unclassified information, including least privilege, review and removal of access authorizations, physical-access monitoring and audit logs. Its physical-access language concerns people and facilities; it does not define robot identity records.
NIST NCCoE software and AI-agent identity concept paper, February 2026 A planned project and request for feedback on questions such as agent authentication, key issuance and revocation, least privilege for potentially unpredictable actions, human authorization and verifiable audit records. It is a concept paper, not a final normative standard. The implementation questions remain open.
NIST’s DHS-sponsored US&R robot standards project Urban search-and-rescue robot performance topics such as mobility, sensing, communications, human-robot interfaces, logistics, safety and interoperability. Robot capability and safety standards are complementary to identity governance; this project does not establish enterprise identity or building-access policy.
FIPS 201-3 Authentication using federal PIV credentials for federal employees and contractors. It is not a general-purpose machine identity or authorization framework.

How should organizations manage AI agent access?

A useful starting point is to treat identity governance as a lifecycle rather than a one-time badge or credential decision. The following controls are a proposed way to apply existing governance principles to machines; they are not a claim that one standard mandates this exact sequence.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Register a specific identity and owner. Record the machine or agent, the responsible team, its operational purpose, its supervisor or approving authority, and the systems that issue or accept its credentials. Avoid shared identities that make it impossible to tell which machine acted.
  2. Define the delegated authority. State what the system may do, which doors or zones it may request, which digital tools it may use, and whether another person must authorize a task. Keep the machine’s technical capabilities separate from its approved permissions.
  3. Apply least privilege in context. Grant only the access needed for the assigned task. Conditions can include location, task, time window, operational state or human approval. A general permission to enter a building should not silently become permission to enter every room or use every connected system.
  4. Authenticate before evaluating permission. Require the receiving system to establish which machine identity is making the request, then apply the relevant authorization policy. Recognition alone must not open a door or approve an action.
  5. Set a review or expiry point. Tie access to a continuing business need. Specify when an owner must reapprove it, when a task-based grant ends, and what happens when a robot is reassigned, retired, compromised or no longer supported.
  6. Record activity with enough context to investigate it. Preserve which machine requested access, what it requested, which policy or approval allowed or denied it, and the relevant time and location. Where a human delegated authority, preserve that relationship as well.

Can a robot have access to a restricted area?

It can be allowed access if the organization’s physical-access system and operating procedures can identify the robot’s request and enforce a narrowly defined authorization. Whether that is technically feasible depends on the organization’s equipment and integration; the standards cited here do not establish a universal door-control method for robots.

For example, an organization could propose allowing a delivery robot into a designated service corridor during an approved delivery window, while requiring staff approval for entry to a controlled room. That policy would need to specify both the access decision and the authority for the robot’s task; merely authenticating the device would not grant either permission. The example describes a governance pattern, not a verified commercial deployment.

How do you revoke an AI agent’s access?

Revocation must reach the credentials and access decisions the system actually relies on. Disabling an account in one software platform may not cancel a separate physical-access grant, while disabling a door credential may leave the agent’s digital tools available.

  1. Identify the identity and its dependencies. Maintain a record of credentials, issuing systems, connected services, physical-access policies and delegated approvals associated with the machine.
  2. Disable the identity and credentials. Trigger the relevant identity or credential issuer to reject future authentication attempts. The organization should define the expected response for its own systems rather than assume that one central switch automatically reaches every integration.
  3. Remove grants across both domains. Withdraw physical permissions and digital roles, tokens or tool access separately, and verify the result in each system that enforces them.
  4. Preserve evidence and investigate. Retain the audit trail needed to determine what the identity accessed and when, including any linked human authorization. Revocation should stop future access without erasing the record of past activity.
  5. Test the recovery path. Exercise disablement during onboarding and periodic reviews, including scenarios such as reassignment, lost connectivity, suspected compromise and retirement. Record any system that cannot be reached or confirmed promptly.

What should an organization decide before connecting robots to access control?

  • Which unique identity represents each robot or agent, and who is accountable for it?
  • Which actions, doors, zones, tools and time windows are permitted—and what conditions must be met?
  • What human or organizational authority is delegated, and which actions need an approval gate?
  • Which system records the request, decision, intent and relevant context, and how will digital and physical records be correlated?
  • When must access be reviewed or expire, and how can the organization disable the identity across all relevant systems?
  • Which safety and performance requirements apply to the robot itself, separately from its identity and access permissions?

That final distinction matters: identity controls govern who or what may act and how access is reviewed or revoked; robot-safety work evaluates whether the machine can perform its physical task safely and reliably. NIST’s US&R work addresses the latter kind of capability question, not the former governance framework. Neither should be used as a substitute for the other.
