Low Water Pressure After Water Main Work: Causes and Fixes

Sediment, trapped air, or a partly reopened shutoff can reduce flow after water-main work. Use the pattern across fixtures to find the right next step.

If water pressure seems low after water-main work, the most common causes are sediment caught in faucet aerators or screens, air left in the lines after service returns, or a shutoff valve that was not fully reopened. First check whether the problem affects one fixture or the whole home; that pattern helps identify whether to clean a screen, check an accessible valve, or call the water utility or a plumber.

Why water pressure can drop after water-main work

Repairs and service interruptions can disturb sediment in the pipes. When water starts flowing again, grit may collect in the small openings of faucet aerators or fixture screens. The result is reduced flow at one or several fixtures even if the home’s overall water pressure has not changed. City of Toronto guidance notes that tap screens can clog after pipe construction; Fairfax Water and Fort Collins Utilities also describe sediment being stirred by service interruptions or sudden flow changes.

Air can also remain in household lines after service is restored. It may make a tap sputter or water look cloudy temporarily. A separate possibility is a partly reopened house shutoff or meter-box curb-stop; older valves can also fail internally while partly closed. The timing after street work is a clue, not proof that the utility caused the problem.

Use the pattern to narrow down the cause

What you notice Likely area to check
One faucet has weak flow Its aerator, screen, or local shutoff valve may be clogged or partly closed.
Several fixtures are affected, but others are normal Check their shared branch, fixture screens, or accessible valves.
All indoor cold taps and the outdoor spigot are weak A house-wide restriction, service-line issue, or upstream supply problem is more likely.
Only hot water is weak Check hot-water fixture screens and consider the water heater or hot-water plumbing.
Water sputters or looks cloudy after service returns Air may be clearing from the lines; sediment may also be present.
Neighbors have the same sudden loss A wider service interruption or utility-side issue becomes more plausible.

Pressure and flow are related but not identical: pressure is the force in the system, while flow is the amount of water delivered over time. A clogged aerator or corroded pipe can restrict flow even when static pressure is normal. Portland Water Bureau’s troubleshooting guidance makes this distinction useful when a single fixture seems weak.

#1 Best Overall
SENCTRL 0-200 Psi Lead-Free Water Pressure Gauge Test with Lazy Hand
  • IP67 Waterproof: The circular dial is enclosed in a 304 stainless steel case for corrosion resistance. The PRV-Tex Vent design can reduce fogging of windows inside or moisture damage from the infiltrating water such as being installed in environments exposed to moisture or rain. Offer clear reading and rain-resistant.
  • Wetted Materials: lead free brass, stainless steel, and food grade silicone sealing ring. Suit for measuring potable drinking water pressure.
  • Compatible with water pump, drip irrigation pressure regulator, RV tank, pipe tester, outdoor spigot, hose faucet, garden hose, regulator valve, washing machine outlets, ice maker, RO system, sprinkler, etc.
  • The red max pointer allows you to record spikes in pressure when you are away from the gauge. Just adjust the red max pointer to rest above the black pointer before testing your pressure. When the gauge reads pressure the black hand will drag the red max pointer and the pointer will record the max pressure seen on the gauge. To reset the max pointer, just turn it down to zero above the black pointer and test again. The structure adopts a long-lasting design to support 10,000 times of use.
  • Measures pressure with dual scale (0-200 psi/0-14 bar). Display accuracy is + or - 3/2/3% over the entire range of the gauge. 3/4" female hose thread(FHT) is typically utilized in garden hose thread(GHT).

What to do, in order

  1. Map the problem. Test several faucets, a tub or shower, and an outdoor hose spigot. Compare hot and cold water at affected fixtures, and ask a neighbor whether they have the same sudden problem. If one tap is affected, start with that fixture; if all cold taps and the outdoor spigot are weak, investigate a wider restriction or supply issue.
  2. Clean the affected aerator or screen. If practical, unscrew or remove the faucet aerator, rinse away grit, and reinstall it. Keep track of small pieces and their order. With the aerator removed, run hot and cold water briefly to flush the fixture line; control the flow and protect the sink because splashing can occur. Fairfax Water recommends running water for a few minutes to clear air and help prevent sediment clogs. For discoloration following local repairs, Fort Collins Utilities advises running cold water for 5–10 minutes, pausing and repeating if needed, then cleaning screens once the water clears. Follow your own utility’s instructions, particularly if discoloration persists.
  3. Check accessible shutoff valves. Confirm that the house main shutoff and affected fixture valves are fully open. Valve designs differ; Fresno guidance describes turning a typical valve counterclockwise to open, but do not force one that is stuck, leaking, or damaged. If the meter-box curb-stop is involved or you are unsure who may operate it, contact the utility or a plumber.
  4. Look for a hot-water or whole-home restriction. If only hot water is weak, clean hot-side fixture screens and contact a plumber or property manager if the water heater or hot-water system may be involved. If flow is poor throughout the home, check only accessible filters or water-softener bypasses and look for visible leaks. Do not dismantle a pressure regulator or pressurized plumbing without the right expertise.
  5. Escalate if basic checks do not help. For a sudden, widespread loss of cold-water flow, check for active utility work, ask neighbors, and report a persistent drop to the local water utility. If only your property or a particular branch is affected, or cleaning screens does not restore flow, contact a licensed plumber or property manager.

Who is responsible: the utility or the property owner?

The boundary varies by location, so ask your water provider where its responsibility ends. For example, the City of Toronto says it owns the water pipe from the street main to the property line, while the customer owns the section from the property line into the home. A problem on the private side may need a plumber rather than utility repair.

When a local pressure or flow standard matters

Toronto Water’s residential low-pressure service test treats measured flow of 7 L/min or more as acceptable; below 7 L/min is below its criterion, and the city says a service pipe below that level is prioritized for replacement in approximately seven days. This is Toronto’s local service test, not a universal household pressure standard. It measures flow, not pressure, and should not be applied to another city.
