Use AWS SAM CLI to quickly test a Lambda handler with an event in a Lambda-like container; use LocalStack when you need to test how Lambda interacts with supported AWS service APIs such as S3, DynamoDB, or SQS. Many teams benefit from both: SAM for focused function-level checks, LocalStack for local integration tests, and an AWS test environment for production-specific validation.
How AWS SAM and LocalStack differ
AWS SAM CLI and LocalStack address different parts of the testing problem. SAM runs Lambda code locally and offers commands for invoking functions and testing HTTP-triggered applications. LocalStack emulates multiple AWS services so local tests can cover interactions between components. SAM is not, by itself, a full AWS cloud emulator.
AWS SAM CLI: test a function against an event
sam local invoke runs a one-time local invocation using an event supplied on the command line, from a file, or through standard input. SAM also provides sam local start-api for a local HTTP endpoint and sam local start-lambda for a local Lambda endpoint. Its local Lambda execution uses Docker containers designed to use the same runtime environment as Lambda, making it useful for a tight feedback and debugging loop. LocalStack: test service wiring locally
LocalStack emulates AWS service APIs in a local environment. When the necessary services and APIs are supported, a test can exercise the wiring among Lambda and services such as S3, DynamoDB, or SQS without sending those emulated service calls to actual AWS resources. LocalStack describes its lstk sam command as a way to redirect familiar SAM commands to a running LocalStack instance and provision a SAM application stack in the emulator. That description is the vendor’s framing, not an independent guarantee of parity with AWS. Check the LocalStack AWS documentation for current capabilities.

What SAM local testing does—and does not—isolate
SAM’s Lambda-like container does not automatically redirect the function’s AWS API calls to a local service emulator. AWS notes that those calls reach real AWS resources. Depending on the code, credentials, and configuration, a test may incur charges or read, change, or delete real data. For isolated business logic, use mocks. If the test is meant to exercise service behavior, deliberately configure the function to use an appropriate emulator or a controlled AWS test account. AWS outlines these considerations in its Lambda testing guide.
This distinction matters when interpreting a passing test: SAM can show that a handler runs against an event in a Lambda-style runtime, but it does not establish that a multi-service workflow is correctly wired or safe from live-resource side effects.

Why local success cannot replace AWS validation
Local testing reduces feedback time and dependence on live resources, but it cannot establish how every production environment will behave. AWS warns that emulator-based tests can pass and still fail in AWS because of security policies, service configuration, or Lambda quotas. Emulated APIs can also lag changes in AWS, and maintaining an emulator setup takes work. These are limits of local testing generally; they are not proof that a particular LocalStack API is inaccurate. Keep cloud checks for behavior that depends on actual AWS policies, account configuration, quotas, or service behavior. AWS’s testing guidance explains these trade-offs.
Setup, maintenance, and plan considerations
- SAM: Local container testing requires Docker. SAM’s familiar invocation and debugging workflow is useful for function-level iteration, but service calls need deliberate isolation or redirection.
- LocalStack: You must run and maintain the emulator and verify that the specific services and APIs your application uses are supported by the chosen version and plan. Coverage and entitlements can change.
- Commercial use: LocalStack’s surfaced pricing page describes a free Hobby plan for non-commercial use and paid tiers with additional service coverage and team-oriented features. Verify current plan entitlements, commercial-use rights, and service support on the LocalStack pricing page before adopting it; do not assume that today’s terms will remain unchanged.
A practical three-stage workflow
- Test handler logic with SAM. Use
sam local invokewith representative events, orsam local start-apiwhen you need to exercise an HTTP-triggered function. Keep AWS calls mocked or deliberately direct them to safe dependencies. - Test local service integration with LocalStack. When the goal is to check how components interact, run the required supported services locally and configure the application to use them. Validate each needed API against the current support and plan details.
- Validate deployment-sensitive behavior in AWS. Run cloud integration checks in an appropriately isolated test environment for IAM and service policies, quotas, account-specific configuration, and behavior that depends on actual AWS services.
AWS announced a LocalStack integration in VS Code in September 2025, and an AWS Compute Blog describes a local workflow combining Docker, AWS CLI, AWS SAM CLI, and an IDE for testing service integrations. This supports using the tools together; it does not remove the need to validate deployed behavior in AWS. See the AWS announcement and AWS Compute Blog article.
