Local AI Routing Frameworks: Alternatives to AWS Strands

Strands is an agent framework, so its alternatives split into orchestration frameworks such as LangGraph, CrewAI and AutoGen, and routing gateways such as LiteLLM. Here is how to choose between them for local inference.

If you are looking for an alternative to AWS Strands for local AI work, start by deciding which problem you are solving. Strands is an agent framework: it runs the agent loop, tool calls, and multi-step logic inside your own process. Routing is a different layer: it decides which model deployment or provider receives each request, and what happens when one fails. Most “alternatives” searches mix these two, so the right replacement depends on which layer you need to swap out.

In short: for agent orchestration, the main alternatives named in the official comparisons are LangGraph (LangChain), CrewAI, AutoGen, LlamaIndex, and Pydantic AI, with a hand-written loop as the no-framework option. For model-call routing across local and other endpoints, LiteLLM is the documented option, and it can sit underneath almost any of these frameworks rather than replacing one.

Two layers that often get confused

An agent framework answers questions such as how state is stored between steps, when a model call is followed by a tool call, how several agents hand work to each other, and how a run is stopped or resumed. A router answers a narrower question: given a logical model name, which concrete deployment should serve this request, and should it retry or fail over if that deployment is slow, rate-limited, or down.

AWS’s guidance on agentic AI frameworks treats the first layer as the selection problem and compares Strands, LangChain/LangGraph, CrewAI, AutoGen, and LlamaIndex across technical and organizational criteria. LiteLLM’s documentation describes the second layer: a unified interface, a self-hosted proxy, and routing strategies. The two layers answer different questions, so a team can use a framework for orchestration and a gateway for routing at the same time.

Do I need an agent framework or an LLM router?

Use this check before comparing products:

  • You need a framework if your application has multi-step tool use, persistent state, several cooperating agents, or human-in-the-loop checkpoints. Strands’ own guide makes the opposite case for small work: a stable, single-provider agent with a few tools and short runs may not need a framework at all.
  • You need a router if the code already works but you want to switch between Ollama, a self-hosted vLLM server, and a hosted provider without rewriting calls, or you want retries, fallbacks, and load balancing across deployments.
  • You need both if you are building a multi-step agent that must survive endpoint failures on a mixed local and cloud fleet.

Strands’ guide also recommends reconsidering a framework when requirements accumulate, such as provider adapters or token controls. That is the point where a router or a more complete orchestration framework starts to pay off.

Agent orchestration alternatives to Strands

AWS’s comparison does not name a single winner. It frames each option by the kind of project it fits. Strands’ comparison, from the Strands Agents documentation, adds a second view from a vendor that competes with these tools, and it warns that its cells are a starting map rather than a scoreboard. Read both as orientation, not verdicts.

LangChain and LangGraph

AWS’s table rates LangChain/LangGraph as strongest for workflow complexity, multimodality, foundation-model selection, and LLM API integration. Its guidance says complex stateful workflows might favor LangGraph. Because Strands is also rated strongest for workflow complexity in the same table, the table alone does not separate the two on that axis; you need to test your own state model. LangGraph is the most direct replacement if your main need is explicit graph-based control over state.

CrewAI

AWS’s guidance says role-based autonomous collaboration might favor CrewAI. Choose it when your design is naturally described as a set of roles that pass work to one another. AWS’s summary table does not give a rating for CrewAI on the other criteria, so check its deployment and learning-curve details against its own documentation.

AutoGen

AWS says teams that prefer event-driven patterns might prefer AutoGen. This is the most relevant option if your system is built around messages and events rather than a fixed workflow graph.

LlamaIndex

LlamaIndex is one of the five frameworks in AWS’s comparison, but the guidance summary does not assign it a specific strength in the table. Evaluate it on the data-retrieval and workflow features your project needs, not on a ranking.

Pydantic AI

Pydantic AI is not in AWS’s comparison, but Strands’ guide lists it among the alternatives. It also appears in Pydantic’s own provider directory, which describes support for local and self-hosted inference (covered below). Its strength for you depends on whether you already use typed Python models for inputs and outputs.

A hand-written loop

Strands’ comparison includes a plain loop as one of its baselines. For a small agent with a fixed set of tools and one provider, this avoids a dependency entirely. The cost is that you own retries, tool-result validation, memory, tracing, and any provider adapters yourself. Strands’ guide frames that trade-off as the reason to move to a framework once those needs grow.

Routing alternatives: LiteLLM

LiteLLM is the router-layer option documented in this comparison. Its documentation describes an open-source unified interface for more than 100 LLMs in the OpenAI format, and it distinguishes two deployment modes: a Python SDK used inside your code, and a self-hosted OpenAI-compatible proxy that other services call over HTTP. Its feature list includes retries, fallbacks, load balancing, budgets, centralized logging, guardrails, and caching. See the LiteLLM Getting Started page for the current feature set.

Routing strategies

LiteLLM’s routing documentation lists several strategies, which you select per router or routing group:

Strategy What decides the target Typical use
Weighted Fixed weights you assign to each deployment Splitting traffic between a local server and a hosted endpoint in a set ratio
Rate-limit-aware Remaining rate-limit capacity on each deployment Keeping requests away from endpoints near their limits
Latency-based Observed response latency Preferring the currently fastest deployment
Least-busy Number of in-flight requests Spreading concurrent load across deployments
Cost-based Configured cost per deployment Preferring cheaper deployments when quality is comparable

Failure handling

The routing documentation says cooldowns apply to individual deployments. An unhealthy deployment can be removed from rotation temporarily while healthy alternatives continue to serve requests, and it returns once the cooldown ends. Retries and fallbacks are configured separately from the strategy, so test both paths: a deployment that fails and recovers, and a deployment that fails for the whole test window.

Local inference routes

Three local or self-hosted routes appear in the official provider documentation this comparison relies on:

  • Ollama is listed by Pydantic’s provider directory as supporting local inference and cloud inference, and Strands’ guide lists Ollama among the providers its agent code can use.
  • vLLM is listed by Pydantic’s directory as a self-hosted inference option.
  • LiteLLM is listed by Pydantic’s directory as a self-hosted gateway, which means it can sit in front of local servers as well as hosted providers.

Pydantic’s directory cautions that support depends on the model and the selected API, even when services expose the same API format. In practice, a route being documented does not mean every model works through it, and the sources do not compare speed, answer quality, or hardware requirements across these routes. Plan your own tests on your own hardware and models before choosing one.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Combining a framework with a router

If you keep an orchestration framework and add a router, the router sits between the framework and the model servers. Because LiteLLM’s proxy presents an OpenAI-compatible interface, a framework that lets you set a custom base URL for OpenAI-format calls can usually point at it. Check your framework’s own provider configuration for that setting; the sources reviewed here do not document the exact steps for each framework.

A practical sequence for a migration or pilot:

  1. Write down the layer you are replacing: orchestration, routing, or both.
  2. Run your existing agent against one local route (for example Ollama) and record tool-call correctness and failure behavior, not just whether it answers.
  3. If you need failover, add a routing layer with two deployments of the same model and simulate one endpoint being down.
  4. Only then compare orchestration frameworks, using the state and multi-agent requirements from step one as the test cases.

What the comparisons do and do not establish

  • AWS’s ratings are qualitative judgments by the vendor that builds Strands’ AWS integration. They are not measured benchmark results.
  • Strands’ comparison is also vendor material. Its guide says competitor capabilities are documented as of writing and should be checked against current documentation before committing.
  • LiteLLM’s documentation describes what the software can do. It does not establish that its default routing settings are right for a given workload.
  • No source reviewed here establishes runtime speed, output quality, or hardware needs for any local route. Those depend on your model, quantization, hardware, and traffic.
