Lead Pipes vs. Lead Paint: Exposure Risks and How to Address Each

Lead pipes can contaminate water as plumbing corrodes; damaged or disturbed lead paint can create hazardous dust. Learn how to assess and address each source.

Lead pipes and lead paint create different exposure pathways, so they call for different checks and remedies. Lead can enter drinking water as plumbing corrodes; damaged or disturbed lead paint can create contaminated dust and chips. Neither source can be judged reliably by appearance alone, and both may be present in the same home. There is no known safe level of lead in a child’s blood. The practical comparison is how exposure happens, how to assess each source, and how to reduce it.

How lead pipes and lead paint expose people

Lead in drinking water

Lead can enter water when lead-containing plumbing corrodes, particularly where water has higher acidity or low mineral content. A lead service line—the pipe connecting a home to the water main—is often the most significant source in a home that has one, but faucets, fixtures, brass or chrome-plated brass parts, solder, and galvanized plumbing can also contribute. The amount released varies with water chemistry, how long water sits in the plumbing, and the condition of the pipes. Water contaminated with lead may look, smell, and taste normal; testing is needed to know what is in it. The EPA’s drinking-water guidance explains the sources and testing steps.

Lead-based paint

In U.S. housing built before 1978, paint may contain lead, but a home’s age does not prove that a particular surface does. Peeling, chipping, or cracked paint can release chips and dust. Friction surfaces such as windows may generate dust through repeated use even when paint is not visibly flaking. Children can swallow contaminated dust from their hands, toys, or other objects, especially when crawling and playing on floors. Renovation can expose workers and spread dust through a home if the work is not done safely. EPA’s home-exposure guidance describes these pathways.

Health effects and what the numbers mean

Lead exposure can harm both children and adults. EPA lists possible effects in children that include impacts on IQ, attention, learning, and behavior; possible adult effects include increased risks involving heart disease, high blood pressure, kidneys, and the nervous system. These are potential effects of exposure, not a diagnosis or a way to identify its source. EPA and CDC state that no known safe level of lead in a child’s blood exists.

EPA’s 2025 public-notice template estimates that drinking water may account for 10 to 20 percent of a person’s potential lead exposure, and 40 to 60 percent for infants consuming mostly formula mixed with lead-containing water. These are broad EPA estimates, not a prediction for an individual home or household. EPA’s 2024 brochure says approximately half a million U.S. children ages 1–5 had blood lead levels above 3.5 micrograms per deciliter (µg/dL), the blood lead reference level at which CDC recommends public-health actions. That count is not attributed specifically to water or paint. EPA’s 2025 public-notice template and its 2024 children’s brochure provide the estimates and context.

How the sources differ

Question Lead pipes and drinking water Lead paint
Main source Corroding service lines and internal plumbing; faucets, fixtures, solder, and some galvanized plumbing can also matter. Lead-based paint that deteriorates or is disturbed, producing dust and chips.
Common exposure route Drinking or cooking with contaminated water, including water used to prepare formula. Swallowing or inhaling dust or chips, often after dust transfers to hands, toys, or other objects.
How to investigate Ask the water utility about service-line materials and local procedures; test water through the utility or a certified drinking-water laboratory. Arrange appropriate paint testing or a qualified lead inspection or risk assessment, especially before renovation.
Immediate precautions Use cold water for food and drinks, follow utility-specific flushing guidance, and consider an exactly verified and properly maintained filter. Avoid disturbing suspected lead paint; keep children away from peeling paint, dust, and work areas.
Longer-term source control Address plumbing sources, including full service-line replacement where applicable. Have lead-safe professionals stabilize, repair, or abate paint hazards.

There is no reliable universal ranking of which source is the greater risk. The answer depends on the plumbing, water chemistry, paint condition, renovation activity, and how people use the home. A blood lead test can identify exposure, but it cannot by itself establish whether the source was water, paint, or something else.

What to do if you are concerned about lead in water

  1. Ask about your service line. Contact your water utility and check its publicly accessible service-line inventory or other local information. EPA says systems must maintain service-line inventories under the rules. If records do not answer the question, a licensed plumber may be able to help identify plumbing materials. Responsibility for the public and private portions, and local procedures, can vary. See EPA’s drinking-water guidance and its service-line replacement guidance.
  2. Arrange a water test. Ask the utility about its testing process or contact your state or local drinking-water authority for a certified laboratory. A neighbor’s result or a system-wide report does not establish the result at your tap. The EPA explains how to get water tested for lead.
  3. Use cold tap water for consumption. Use cold water for drinking, cooking, and preparing infant formula; do not use hot tap water for those purposes. Boiling is not a lead-removal method: EPA states, “Boiling water does not remove lead from water.”
  4. Follow local flushing advice. Flushing may help reduce lead in water that has been standing in plumbing, but EPA says the appropriate time depends on factors such as whether there is a lead service line and how long it is. Follow your utility’s instructions rather than relying on a universal duration.
  5. Verify any filter carefully. Some filters reduce lead. Check independent third-party certification for the exact model and compatible replacement cartridge, install the filter correctly, and replace cartridges on schedule. A worn or expired cartridge may be less effective. Filtration can reduce exposure while you investigate, but it does not replace testing or addressing the source. EPA’s lead-paint program FAQ is not the relevant source; consult EPA’s drinking-water page for its filter guidance.
  6. Ask about full service-line replacement. EPA says the 2024 Lead and Copper Rule Improvements strengthen replacement requirements and discourages partial replacement. The final rule prohibits partial lead and galvanized-requiring-replacement line replacements except in specified emergency or coordinated-work circumstances. Ask the utility what applies locally and who is responsible for each portion; implementation and funding can vary. See EPA’s replacement guidance.

EPA describes the lead maximum contaminant level goal (MCLG) for drinking water as zero, reflecting the absence of a known safe level of lead exposure. The separate 15 parts per billion drinking-water action level is a regulatory trigger for additional water-system actions, not a health-based threshold or a guarantee that water below it is risk-free. EPA’s drinking-water page explains the distinction.

What to do if you are concerned about lead paint

  1. Investigate before disturbing a surface. If a home was built before 1978, particularly if paint is peeling, chipping, cracked, or on a friction surface, arrange appropriate testing or a qualified lead inspection or risk assessment. Age raises the reason to investigate; it does not confirm lead in a specific surface.
  2. Do not sand or scrape suspected lead paint yourself. Dry sanding, scraping, and other disturbance can create hazardous dust. EPA warns that families have been poisoned during unsafe paint-removal work. Keep children away from damaged paint and dust.
  3. Use lead-safe professionals for covered work. Federal requirements apply to contractors disturbing painted surfaces in many pre-1978 homes, child-care facilities, and schools. EPA’s 2024 brochure describes the pre-renovation pamphlet threshold as six square feet or more of painted surface indoors, more than 20 square feet outdoors, window replacement, or demolition. Coverage depends on the work and applicable rules; check current EPA and state requirements and use appropriately certified contractors. See EPA’s lead-based paint program FAQ, dated January 2026 and its 2024 brochure.
  4. Limit dust transfer. Keep children out of work areas. Dust can travel on workers’ skin, hair, clothes, and equipment; for occupational or hobby exposure, changing clothes and showering before returning home can help reduce transfer to family members.

When to ask about blood lead testing

If you think someone may have been exposed, ask a qualified health professional or local health department whether blood lead testing and follow-up are appropriate. A blood test assesses exposure from all sources; it does not identify whether paint, water, or another source caused it. Health professionals can advise on medical follow-up and ways to investigate possible sources.
