If an L2TP/IPsec VPN is blocked or says the server is not responding, first check whether the error appears before or after the username-and-password prompt. An error before that prompt points to IPsec setup; an error after it means IPsec connected and the next checks are credentials, PPP, and server configuration. Start with ordinary internet access, then use the failure stage to guide what you check with the VPN administrator.
Check internet access and note when the error appears
- Confirm that the device can reach the internet without the VPN. Microsoft warns that starting an L2TP/IPsec connection without internet access can lead to a long delay—typically 60 seconds—before a no-response or communication-device error appears. - Try the VPN again and note whether the error appears before or after the username-and-password prompt. This is the most useful first clue to the failure stage.
If the error appears before the credential prompt
The client has not established the IPsec session. Microsoft’s Windows troubleshooting guidance identifies missing or misconfigured certificates or preshared keys as common causes. Ask the VPN administrator which authentication method the connection uses, then confirm that the client has the correct certificate or preshared key and that it matches the gateway’s configuration.

If the client is behind a router or another device performing network address translation (NAT), ask whether NAT traversal (NAT-T) is supported and enabled at both the client and VPN gateway. Microsoft notes that both ends need NAT-T support for an IPsec session to pass through NAT. The gateway administrator can also inspect the ISAKMP/IPsec logs for evidence of where negotiation fails.

Reaching the username-and-password prompt indicates that the IPsec session was established. Check that the credentials are correct; if the error persists, ask the administrator to review the Point-to-Point Protocol (PPP) logs and server settings. Microsoft’s guidance distinguishes this stage from an IPsec failure: “If you receive this error message before you receive the prompt for your name and password, IPSec didn’t establish its session.”

What to check on a firewall or router
Have the administrator verify that the configured network path permits the protocol traffic required by this VPN. The relevant standards describe UDP 500 and UDP 4500 for IKE/IPsec traffic, with UDP 4500 used for UDP-encapsulated IKE/IPsec in NAT traversal contexts; RFC 2661 registers UDP 1701 for L2TP. These ports are useful checks, not a diagnosis: opening them alone does not prove that the gateway is configured correctly or that the failure is caused by a firewall. Ask the administrator to check the actual protocol path and gateway configuration. RFC 4306 describes IKEv2; the error alone does not establish which IKE version the VPN negotiates.

What to give the VPN administrator
- Whether ordinary internet access worked before you connected.
- Whether the error appeared before or after the credential prompt, and roughly how long the client waited.
- Whether the client is behind a router or other NAT device.
- Whether the VPN is configured to use a certificate or preshared key, if known.
- The exact error text and any available client or gateway logs.
These details help distinguish an IPsec negotiation problem from a later credential, PPP, or server-setting problem. Microsoft’s cited troubleshooting article applies to Windows Client versions it supports, including Windows 10 editions; it does not identify the client, gateway, or negotiated IKE version for every VPN connection.
