The four principles below are a proposed framework informed by NIST digital identity guidance and FATF customer due diligence guidance; neither body names a canonical “Zero-Trust KYC Manifesto.”
What does zero trust mean for KYC?
In cybersecurity, zero trust is an architectural approach to access decisions. CISA’s zero-trust maturity model addresses that security architecture; it is not a KYC rule or an identity-proofing standard. Applied to identity verification, “zero trust” can serve as a useful metaphor: do not assume an identity claim is reliable merely because it was accepted once, but assess evidence and risk in context and make the checks proportionate to the service.

KYC and identity proofing are related, but they are not interchangeable. FATF Recommendation 10 concerns customer due diligence (CDD) obligations that jurisdictions impose on regulated entities. NIST SP 800-63A-4 addresses identity proofing and enrollment for digital authentication: an applicant presents evidence to a credential service provider, which establishes identity at an appropriate assurance level. NIST guidance does not, by itself, define financial-sector KYC compliance.
Which standards shape a responsible approach?
NIST: digital identity assurance
NIST SP 800-63-4, Digital Identity Guidelines, was finalized in July 2025 and supersedes SP 800-63-3. It covers identity proofing, authentication, federation, security, privacy, and customer experience for people interacting with U.S. government information systems over networks. Its scope is not a general mandate for every sector. SP 800-63A-4 focuses on proofing and enrollment and sets requirements for three identity assurance levels.

FATF: risk-based customer due diligence
FATF’s digital identity guidance explains how its “reliable, independent” criteria apply when assessing digital identity systems. It calls for the extent of CDD to be determined using a risk-based approach and describes a technology-neutral process for judging whether a system can meet CDD requirements. FATF Recommendations are international standards implemented through national measures adapted to local circumstances; they are not one worldwide KYC statute. The digital identity guidance was published in 2020, and FATF Recommendation text and local law may change, so legal obligations must be checked for the relevant jurisdiction and date.
Four principles for rebuilding identity verification
1. Match assurance to risk and purpose
Choose evidence and proofing strength according to what the customer is trying to do and the consequences of getting the decision wrong. A low-risk service interaction may not justify the same evidence burden as a high-impact account opening or transaction. NIST’s graduated identity assurance levels offer a way to think about proofing strength; FATF’s risk-based CDD approach provides the compliance context for regulated entities. Neither implies that one document, biometric check, database match, or assurance level fits every use case.

(Tips: Incompatible with Windows Hello)
Make the decision explicit: identify the service, the relevant harms, the evidence available, and the level of confidence needed. Record why the chosen checks are proportionate, and define what additional verification or review is triggered if evidence conflicts or risk changes.
2. Keep verification accountable across the lifecycle
Enrollment is one point in a longer identity journey. A sound design distinguishes what is established when a customer is proofed, what is checked when that person later authenticates, and what the organization does when new fraud indicators arise. It should also specify how cases are reviewed, corrected, or escalated rather than treating a successful initial check as a permanent guarantee.

- The adjustable universal clip lets you attach the camera securely to your screen or laptop, or fold the clip and set the webcam on a shelf. You’re always ready for your next video call.
NIST SP 800-63-4 expands fraud-related provisions, including controls addressing forged media and injection attacks, and adds recommended continuous-evaluation metrics. It also covers topics such as syncable authenticators and subscriber-controlled wallets. These areas matter because a system’s evidence can be manipulated and its risk can evolve after enrollment; the applicable controls still depend on the system and use case.
3. Build privacy and customer experience into assurance
Privacy and usability belong in the assurance design, not as afterthoughts once security checks have been selected. Decide what information is necessary for the decision, how it will be handled, and how a customer can understand and complete the process. NIST includes privacy, security, and customer-experience considerations in its guidelines; that is a reason to evaluate these dimensions together, not a guarantee that any implementation will achieve a particular privacy or usability outcome.

4. Make legitimate access possible
A single narrow evidence route can exclude people who are legitimate customers but cannot readily provide the preferred document or complete a particular digital check. FATF’s financial-inclusion guidance warns that overly cautious AML/CFT safeguards can contribute to exclusion and discusses risk-based flexibility, simplified measures, and alternative identity verification approaches.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesAlternatives should be designed with controls, not treated as exceptions without scrutiny. Match the route to the risk, document how it establishes sufficient confidence, and provide a human review or escalation path for cases automated checks cannot fairly resolve. The aim is effective risk management alongside access, not weaker checks for their own sake.

Use the same questions for each proposed method or system. This comparison frame draws on NIST’s assurance, privacy, experience, and fraud topics and FATF’s reliability and risk-based criteria; it is not a ranking of vendors.
Quick Recap
- Assurance and evidence: What identity assurance is needed for this use case, and what evidence sources support the decision?
- Reliability and independence: How reliable is the evidence, and are the sources sufficiently independent for the purpose?
- Fraud and attack coverage: Which threats are addressed, including forged media or injection attempts where relevant, and what remains outside the controls?
- Privacy and data handling: What information is collected and used, and how are privacy requirements considered?
- Customer effort and alternatives: How much work must a customer do, and what accessible route exists when the main path is unavailable?
- Ongoing evaluation and remediation: How will performance and changing fraud risks be assessed, and what happens when a check fails or a customer disputes a result?
- Jurisdictional fit: Does the approach support the obligations that apply in the relevant country, sector, and service?
How to put the principles into practice
- Define the decision. Specify the service, the identity claim that must be established, the risks of error, and the applicable legal or policy requirements.
- Select proportionate proofing. Choose evidence and assurance appropriate to the decision; document why that level is sufficient rather than defaulting to the most burdensome check.
- Map the lifecycle. Separate enrollment, authentication, monitoring, case review, and remediation so teams know what each check establishes and when it is revisited.
- Review privacy and usability. Examine information handling and customer effort alongside security, including whether customers can complete the process through accessible alternatives.
- Test outcomes and refine. Evaluate whether controls address relevant fraud risks and whether legitimate customers can complete or challenge the process. Use evaluation findings to adjust controls and routes, rather than assuming initial design choices remain adequate.
