Use a Jira Automation variable when a value is needed by later steps in the same rule. Use an entity property when the value should be associated with a supported Jira entity and accessed through the documented property mechanisms, such as property smart values or relevant app and API workflows. “Rule memory” is informal shorthand for values passed through an automation flow; it is not another name for entity properties.
What “rule memory” means in Jira Automation
Jira Automation’s Create variable action lets a rule define a custom smart value for use in supported later steps. Smart values are dynamic values referenced with double-brace notation, such as {{myValue}}. The available values depend on the rule’s trigger and steps, so define a variable before using it and confirm it is available in the action where you reference it.

This is the practical choice for a calculated or assembled value that one flow needs to hand from one step to another. For example, a rule could create a custom value from information available in its context and reference that value in a later supported action. Atlassian’s smart-value documentation explains custom smart values and suggests using a manual trigger with a Log action to inspect output in the audit log.

An entity property is key/value data associated with a Jira entity, rather than simply a custom value created for use in a rule. Atlassian’s Cloud documentation for the Set entity property action describes properties on work items, spaces, and users related to the trigger work item, and notes that apps can use these stores. That scope is specific to the documented action and context; do not assume it covers every Jira object or deployment.

- Used Book in Good Condition
Property smart values provide an access route in supported contexts. For example, Atlassian documents accessing user properties with a pattern such as {{reporter.properties}}, and describes setting user properties through an API or the Set entity property action. The exact entity type, trigger context, key, and supported access route matter.
Choose by where the value needs to be used
| Decision point | Rule variable / custom smart value | Entity property |
|---|---|---|
| Where the value belongs | Within an automation flow that creates and uses the value | Associated with a supported Jira entity |
| How a rule accesses it | Reference the custom smart value in later supported rule steps | Use a supported property smart value or another documented property access route |
| Good fit | A temporary handoff or calculated value needed within the flow | Data the workflow or an app/API process needs to access as a property of an entity |
| Check before relying on it | Confirm it is defined before use and available in the relevant trigger and action context | Confirm platform, entity type, property key/value syntax, and access route |
Choose based on the value’s intended scope, not on an assumption that one mechanism is universally more permanent or capable. Atlassian describes entity properties as key/value stores that can be used by plugins, with values that can be indexed and queried through REST API or JQL; use the applicable product documentation to verify whether the specific workflow supports the operation you need.

Account for issue data that changes during a rule
A custom variable and the {{issue}} smart value are different things. Atlassian says the issue reference in a rule represents values from the original trigger unless the rule re-fetches work item data. If an earlier action changes issue data and a later action needs the updated issue values, add the Re-fetch work item data action before that later step. This is a refresh of the issue reference; it is not a substitute for choosing a variable or property for a different storage need.
A scoped entity-property example
Atlassian’s Data Center support example sets an entity property with the key usernameEmail and later reads it as {{issue.properties.usernameEmail}} in a Send email action. That example applies to Automation for Jira 9.0.0 and later and is explicitly Data Center only. Treat it as an illustration of that configuration, not as proof that every Jira Cloud rule has identical property behavior or setup.

Validate the value before using it in a consequential rule
- Confirm the scope. Decide whether the value is only needed by steps in this flow or must be associated with an entity and accessed as a property.
- Check the context. Verify the trigger, entity type, action, and smart-value expression against the documentation and configuration available for your Jira platform.
- Inspect the result. Where appropriate, test with a manual trigger and a Log action, then check the rule’s audit log to confirm the smart value resolves as expected.
- Refresh issue data if needed. If a rule action changes the work item and a later action needs the changed issue values, use Re-fetch work item data before that later action.
What not to assume about storage
The cited Atlassian documentation establishes entity association and access mechanisms, but it does not establish a universal retention contract or universal size, privacy, or performance limits for every platform and use case. Do not design around an assumed lifetime or limit: check the documentation that applies to your Jira deployment and the relevant API or entity before relying on one.
