Jira Automation Rules API and Jira’s New Coding-Agent Actions

Jira’s Cloud Automation API manages rule definitions and state. Native coding-agent actions are a separate feature, and only one public Jira Automation Rules skill is identified.

The Jira Cloud Automation REST API lets authorized callers search, create, retrieve, update, enable or disable, and change the scope of automation rules. Separately, Jira Automation now supports native coding-agent action steps for GitHub Copilot, Cursor, and Claude, subject to a paid Jira plan with Rovo enabled. The available evidence identifies one public Jira Automation Rules skill—not two—so the second skill named in the original title remains unidentified.

What the Jira Automation Rules API is for

Atlassian describes its Cloud Automation REST API as the primary way to get and modify Automation data across products, including rules. The API version is part of the request path; the reference gives /rest/v1/rule/manual/search as an example. Authentication uses an API token or browser-session cookies, while authorization depends on the user making the request and relevant product-level permissions. This is a rule-management interface: it works with rule definitions and their state or scope. It is distinct from running a coding agent as an action inside a Jira Automation rule.

Which rule-management operations are documented?

The rule reference documents these operations:

  • Search for rule summaries.
  • Create a rule.
  • Retrieve a rule by UUID.
  • Update a rule.
  • Delete a disabled rule.
  • Enable or disable a rule.
  • Update a rule’s scope.

Search for rule summaries

Summary search can filter by trigger, state, scope, author, and limit. For the POST search operation, at least one of trigger, state, scope, or limit is required. The reference also notes that the links field in summary responses now returns query parameters rather than absolute links.

Create a new rule

Creating a rule requires a rule payload and connections. If you provide the new rule’s UUID, it must be unique and use UUID version 7. Atlassian notes that UUID v7’s time-based nature affects sorting and pagination. A successful create returns HTTP 201.

The API reference includes an illustrative payload and a sample project ARI. Treat these as schema examples, not a ready-to-run rule or identifiers to copy into your own project; construct the payload and connections for your Jira environment.

Access limitation for app types

Atlassian states that Forge and OAuth 2.0 apps cannot access the documented rule-management resources. API-token or browser-session authentication requirements do not override this restriction.

What changed for coding agents in Jira Automation?

In an announcement dated July 31, 2026, Atlassian’s Jira team introduced native Jira Automation action steps for GitHub Copilot, Cursor, and Claude. These steps let a rule start an agent as part of an automated flow; they are not the same thing as using the REST API to configure rules.

The announcement says a user can choose an event-based or scheduled trigger, have structured work-item context passed to the agent automatically, and provide custom system prompts for adaptive flows. Each agent run is recorded in Jira’s audit trail, and session logs are available on the work item. The Jira team describes the audit record this way: “Each invocation is captured in Jira’s audit trail, so teams can see what ran, why, and what it produced.” These agent actions are available to Jira customers on a paid plan with Rovo enabled. REST API rule management and agent actions are different surfaces

The announcement does not establish that the REST API exposes coding-agent configuration. Likewise, the agent actions do not replace the API’s rule-management operations.

What is known about the “two new agent skills”?

A public GitHub repository file titled “Jira Automation Rules Skill” is labeled version 1.0.0 and uses the Agent Skills standard. It describes a protocol for building, debugging, and hardening Jira Cloud automation rules. It is a community repository file, not Atlassian’s API reference or proof of an official Jira feature. The available evidence does not identify a second skill or establish that this public file is one of the two skills implied by the title. The newer Jira coding-agent actions are product capabilities; they should not be conflated with standalone agent-skill files.

Do not confuse Jira Cloud’s API with a Data Center example

Atlassian Support’s article “How to extend Automation for Jira with REST API calls,” updated September 25, 2025, is explicitly marked Data Center-only. It covers the Automation “Send web request” action and gives a Personal Access Token example for calling a Jira REST API. Those instructions are not Cloud Automation REST API authentication guidance. For Cloud, use the authentication details in Atlassian’s Cloud API reference rather than carrying over the Data Center PAT example. See the Data Center Support article.
