Jal Jeevan Mission (JJM) is a Government of India programme to provide rural households with piped drinking water through Functional Household Tap Connections (FHTCs). A tap being installed or counted as covered does not, by itself, prove that water arrives in the required quantity and quality on a regular basis. JJM 2.0, approved in March 2026 and extended through December 2028, places greater emphasis on service delivery and sustainable local systems.
What Jal Jeevan Mission is—and what a functional tap connection means
Launched in August 2019, JJM is implemented by the Union government in partnership with States and Union Territories. Its stated aim is rural household access to drinking water through an FHTC. The 2019 operational guidelines define functionality around three service conditions: adequate quantity, prescribed quality and regular supply. They set a minimum benchmark of 55 litres per capita per day (LPCD), refer to BIS 10500 for water quality, and call for supply on a regular basis. The 2019 operational guidelines are the source for that established definition; the figure is a service benchmark, not a guarantee that every reported connection meets it every day.

The guidelines describe possible household delivery points in the kitchen, washing and bathing area, and toilet, but specify funding for one tap per household under that guidance. Three possible planned locations therefore should not be read as an entitlement to three funded taps. This detail comes from the 2019 guidance and does not settle every state-level or JJM 2.0 implementation arrangement.

What JJM 2.0 changes
On 10 March 2026, the Union Cabinet approved JJM 2.0, extending the mission through December 2028 and shifting its emphasis from creating infrastructure toward service delivery, drinking-water governance and institutions that can sustain rural piped-water systems. The Cabinet-approved programme has a total outlay of ₹8.69 lakh crore, including ₹3.59 lakh crore in central assistance; these are programme funding figures, not amounts paid directly to households. The Cabinet announcement sets out the decision. The official JJM guidelines index lists JJM 2.0 Operational Guidelines dated 22 May 2026; operational details should be checked against current guidance as well as applicable state rules.

How many homes have taps, and how many receive functional service?
These are different measures. A Government of India release published on 23 March 2026 reported that, as of 3 March 2026, 15.82 crore of approximately 19.36 crore rural households—81.71%—had tap-water supply at home. This is a reported coverage figure, not a finding that 81.71% receive functional service. The coverage release provides the date and denominator.
A separate government report on the 2024 Functionality Assessment said 76% of household tap connections assessed met the combined quantity, quality and regularity criteria. The release, published on 9 March 2026, also reported distinct results: 98.1% of households in surveyed villages had a tap connection; 87% of connected households reported water in the preceding week; 84% received water as scheduled; 80% were found to receive at least 55 LPCD; 76% were free from bacteriological contamination; and 81% of supply sources were free from chemical contamination. These measures have different denominators and criteria and describe the assessment, not conditions in every village or household. The assessment release reports the findings.

- Union government and Ministry of Jal Shakti: set the national mission and provide programme support. Under JJM 2.0, the Cabinet approved a stronger service-delivery and sustainability focus.
- States and Union Territories: work with the Union government to plan and implement rural water supply and drinking-water security. The 2019 guidance describes state public-health engineering or rural-water departments as facilitating Gram Panchayats in local system duties.
- Gram Panchayat and village institution: the official infrastructure guidance assigns the Gram Panchayat and/or a village subcommittee—such as a Village Water and Sanitation Committee (VWSC), Paani Samiti or user group—a role in planning, implementing, managing, operating and maintaining in-village infrastructure and water resources, including greywater management.
- Community members: participation supports local ownership and monitoring, but the precise local process and obligations depend on the applicable state, village plan and current rules.
The official JJM infrastructure guidance says a Village Action Plan should address cost estimates, implementation schedule, operation and maintenance (O&M), household contributions toward partial capital costs and O&M, source sustainability, and greywater measures. It does not establish one nationwide household contribution or tariff. Ask the Gram Panchayat or village water committee about the local plan, supply schedule, O&M arrangement, charges and complaint process.

How to assess a household connection or compare two villages
Do not compare a tap-coverage percentage in one place with a functionality-assessment percentage elsewhere as if they measured the same outcome. For a household or village comparison, check each service dimension separately:
- Presence and usability: Is a household tap installed and usable?
- Quantity: What quantity is actually delivered, and how does it compare with the 55 LPCD benchmark?
- Quality: What standard is being applied, and when and how was the water tested? A tap alone does not establish that water is safe.
- Regularity: What is the stated supply schedule, and does delivery follow it?
- Operations: Which local institution operates and maintains the system?
- Costs and upkeep: What local O&M and cost-recovery arrangement is in force?
The national guidance and reported assessment do not specify a particular household’s local schedule, tariff, eligibility or complaint channel. Those details need to be confirmed with the relevant State or UT and local Gram Panchayat or water committee.
