ITER and China’s BEST are both experimental tokamaks, but they are not equivalent power plants or a simple contest for the “best” reactor. ITER is an international experiment in France designed to study burning plasma and test technologies for later fusion plants. BEST—short for Burning plasma Experimental Superconducting Tokamak—is a Chinese experiment within a broader program that also includes EAST, HL-2M, CFETR, CRAFT and a planned DEMO-level device called CFEDR. The available official descriptions do not rank BEST as China’s best reactor by any defined performance measure.

What is the difference between ITER and China’s BEST?

The main difference is their place in the fusion-development pathway. ITER is intended to demonstrate burning-plasma conditions and integrate technologies relevant to future fusion power plants. BEST is described as a Chinese burning-plasma experiment. China’s program is broader than BEST: separate projects address plasma research, engineering design, technology development and plans for a later demonstration device.

ITER’s stated performance target is 500 megawatts (MW) of fusion power from 50 MW of external plasma heating, or a plasma gain target of Q=10. That ratio is fusion power in the plasma divided by external heating power; it is not a measure of the electricity consumed by the whole facility or of net electricity generated. ITER says it will not convert its fusion output into electricity.

Comparison ITER China’s pathway described in official project material
Role International experimental tokamak studying burning plasma and integrated operation of fusion technologies. A sequence of distinct projects: EAST and HL-2M experiments, CFETR engineering design and test-reactor work, CRAFT technology development, BEST as a burning-plasma experiment, and planned CFEDR as a DEMO-level bridge.
Stated performance figure 500 MW fusion power from 50 MW plasma heating; Q=10 target. For planned CFEDR, 1.5–3 gigawatts (GW) fusion power and Q=15–30 are stated objectives—not achieved results. Comparable BEST figures are not stated in the cited ITER overview.
Electricity generation Will not convert fusion output into electricity. CFEDR is described as a bridge toward commercial fusion plants; net electric output is not stated in the cited ITER overview.
Tritium and fuel cycle Will test breeding-blanket concepts, including the feasibility of producing tritium from lithium. CFEDR’s stated objectives include tritium self-sufficiency.
Schedule information The approved 2024 baseline gives a staged sequence but no calendar dates on the cited overview page. ITER’s overview says BEST was expected to be completed in 2027. Current CFETR and CFEDR construction dates are not stated in the reviewed official material.

What is ITER designed to prove?

ITER is being built in southern France as an international experimental tokamak. Its primary scientific objective is to investigate and demonstrate burning plasma: a state in which the helium nuclei produced by fusion reactions provide enough energy to help maintain the plasma’s temperature, reducing or potentially eliminating the need for external heating.

#1 Best Overall

The ITER Organization describes five central goals:

  • Study a deuterium-tritium plasma heated largely by its own fusion products.
  • Reach the 500 MW fusion-power target in long pulses, with a plasma gain target of Q=10.
  • Demonstrate integrated operation of systems such as plasma heating, control, diagnostics, cryogenics and remote maintenance.
  • Test breeding-blanket concepts and investigate whether tritium can be produced from lithium.
  • Demonstrate safety characteristics relevant to a fusion device.

These goals make ITER an experiment, not a commercial station. Q=10 means a target ratio of fusion power to external heating power in the plasma. It does not mean the facility produces ten times as much electricity as it consumes: the figure does not include the full plant’s electrical demand, and ITER will not generate electricity from its fusion output.

How does BEST fit into China’s wider fusion program?

BEST is one project, not a stand-in for every Chinese fusion effort. The China International Nuclear Fusion Energy Program Execution Center describes EAST and HL-2M experiments as contributing to the physical verification needed for CFETR, while CFETR engineering design is a central program objective. These roles should not be collapsed into a single reactor or treated as equivalent operating results.

EAST and HL-2M: experimental plasma research

China’s program material presents EAST and HL-2M as experimental facilities whose work contributes to the physics knowledge needed for later steps. Their role in this pathway is research and physical verification, rather than serving as a direct performance comparison with ITER’s stated burning-plasma target.

CFETR and CRAFT: engineering and technology work

CFETR is described in the Chinese program material as an engineering test reactor receiving detailed engineering design effort. CRAFT, identified in ITER’s overview of post-ITER plans, explores technologies including superconducting magnets and divertors. These are different kinds of work: a reactor design and test pathway on one hand, and technology development on the other.

BEST: a burning-plasma experiment

ITER describes BEST as a burning-plasma experimental superconducting tokamak. The name’s word “Best” is an acronym, not evidence that the machine leads China’s projects under a particular measure. The cited official material does not establish a ranking or provide a BEST performance figure directly comparable with ITER’s Q=10 target.

CFEDR: a planned DEMO-level bridge

ITER’s “After ITER” overview presents China’s planned CFEDR as a DEMO-level device intended to bridge ITER and commercial fusion power plants. Its stated objectives—1.5 to 3 GW of fusion output, Q=15 to 30 and tritium self-sufficiency—are plans for that later device, not accomplishments of BEST, CFETR or an operating plant. The overview does not specify CFEDR’s net electric output.

What do the performance targets mean—and what do they not mean?

The headline figures are not a like-for-like scorecard. ITER’s 500 MW and Q=10 are targets for ITER itself. The higher 1.5–3 GW and Q=15–30 figures belong to the planned CFEDR concept, a later stage in China’s pathway. They cannot be used to claim that BEST already outperforms ITER.

Nor does a plasma gain figure establish net electricity production. Q compares fusion power in the plasma with external plasma heating power; it excludes the electricity needed to run the complete facility. ITER explicitly says it will not convert its fusion output into electricity. CFEDR is described as a bridge toward commercial plants, but the cited overview does not provide a net-electricity figure.

The projects also address different integration challenges. ITER’s stated goals include operating a burning plasma while demonstrating the integrated function of heating, control, diagnostics, cryogenics and remote maintenance, as well as testing breeding-blanket concepts. China’s pathway distributes related development across experiments, engineering design, technology work and the planned CFEDR objective of tritium self-sufficiency. That breadth is a program-level ambition, not evidence that any one device has already demonstrated the complete fuel cycle.

What is known about the timelines?

ITER’s official overview says a revised project baseline was presented in 2024 and approved. It describes phases rather than supplying calendar dates on that page:

  1. Start of Research Operation: hydrogen and deuterium-deuterium plasmas.
  2. DT-1: a limited-fluence deuterium-tritium phase.
  3. Machine upgrade and DT-2: a later, more extensive deuterium-tritium phase intended to complete project goals, including the Q=10 target.

An older date sometimes encountered for ITER—“First Plasma in the end of 2025”—comes from a schedule approved by the ITER Council at the end of 2016 and reported in a China ITER program archive entry dated 10 September 2018. It is historical schedule information, not the calendar plan established by the cited 2024 baseline overview.

For BEST, ITER’s “After ITER” overview says completion was expected in 2027. The page does not state a publication date, so that figure is an expectation reported there, not confirmation that BEST has been completed or an independently verified current milestone. The official material cited here does not give current CFETR or CFEDR construction schedules.

How should you compare the projects?

  • Compare the same stage: ITER’s experimental mission is not the same as a planned CFEDR DEMO-level role.
  • Keep targets attached to the named machine: ITER’s Q=10 target belongs to ITER; CFEDR’s Q=15–30 objective belongs to a later planned device, not BEST.
  • Separate plasma gain from plant performance: Q is not net electrical gain, and ITER will not produce electricity.
  • Treat dates as dated expectations: distinguish ITER’s 2024 staged baseline from the historical 2016 schedule and from the undated ITER overview’s BEST expectation.
  • Do not read “BEST” as a ranking: it is the device acronym, and the cited sources do not define a metric by which it is China’s best reactor.

The most accurate comparison is therefore mission-to-mission and stage-to-stage: ITER is an international burning-plasma and integrated-technology experiment, while BEST is one Chinese burning-plasma experiment within a wider pathway that extends from physics research and engineering design to a planned demonstration-level bridge.
